Meeting September 14,1981 The September regular council meeting was called to order at 7:30 p.m. by Mayor Copeland with all councilmen present. Guests at this meeting were:Marguerite Jordan,John Weir,Rex King, Gordon Christianson,William Ohnemus,Brian Steffen,Bob Heddinger, Nikki Keller,Remo Nizzi,Larry Nothwehr,Scott McIntyre,Roger Buffington,Jack Loynachan,and Ken Hopper - Moved by Higgs,second by Scott,to approve minutes of August 10,1981 with the following corrections: The paragraph title "Article III"of the Waukee Fire Department by-laws should be changed to "Article XIII"and the captions "Section 1 and 2" should be added to the approved paragraphs. Carried 5 to O. Gordon Christianson spoke to the council regarding the salaries of city employees.He also requested that the city fly an American flag at the triangle. Rod Spencer of the Waukee First Responder presented Section 3 of Article XIII of the Waukee Fire Department by-laws.Action was deferred until the content of Article XII was explained. Peggy Guisinger was absent. John Weir and Rex King spoke to the council regarding water and sewer service.Roger Buffington of Snyder and Associates responded to their questions and recommended separate water and sewer services as the ideal solution.He said that joint services were an alternate solution due to the fact that no more development in that area is expected. Moved by Jansma,second by Oetting,to allow John Weir d/b/a John's Auto Service and Rex King d/b/a Rex King's Lawn Service to have a joint 4"sewer service and that the existing 3/4"water service be eXBended to Rex King providing that they will jointly maintain these services.Furthermore,this decision is recognized as exception to city policy.Carried 5 to O. Article XII of the Waukee Fire Department by-laws was found to require 75%approval for any new members.Section 3 of Article XIII exempts the First Responders from this rule and allows them to determine their own membership. Moved by Scott,second by Higgs,to approve Section 3 of Article XIII as follows: Section 3: Any members of the First Respondemof the Waukee Fire Department will not be subject to Section 3 of Article XII of the existing by-laws of the Waukee Fire Department Carried 5 to O. Scott McIntyre and Larry Nothwehr of Kirkham,Michael,and Associates presented an update to Waukee's waste water facility plan.Additional testing has found a higher infiltration flow than first reported. Federal assistance in this area will probably be non-existent.A plan for a $400,000.00 relief sewer was presented.Capabilities of existing lagoon site and future alternatives were alse discussed. 57 September 14~~~cont Jack Loynachan met w~ththe council regarding his waste water testing program through JEL Laboratory.The council gave a verbal commitment to use his £acilities for the city's testing requirements. William Ohnemus spoke to the council regarding natural gas hook-up. Moved by Scott,second by Jansma,to a I Low house gas hook-ups for single family dwellings and require prior council approval for multi- family dwellings and commercial establishments.Hook-ups are hereby granted to Hilliam Ohnemus and the U S Post Office.Motion carried 5 to O. William Ohnemus complained about a neighbor's driveway without a culvert. The city's policy has been to require them where needed to provide adequate drainage. Copies of these ordinances are available for public inspection during regular business hours at city hall.They have also been posted at City Hall,U S Post Office,and Brenton State Bank. The various Road Use reports were presented by the city clerk/administrtor Moved by Scott,second by Higgs,to approve the 1980-81 Street Finance Report.Carried 5 to O. Moved by Jansma,second by Oetting,to approve the 1980-81 Project Status Report.Carried 5 to O. Action on the 1981-82 Street Construction Program was deferred until the next meeting. Alternatives to the city's Blue Cross-Blue Shield policy were presented to the council.No action was taken at this time. Proposed zoning map previously accepted by the Planning and Zoning Commission was presented to the council for its consideration. Moved by Jansma,second by Scott,to published the map as presented. in the Dallas County News and set October 6,1981 at 7:30 p.m.as the hearing date on this map.Carried 5 to O. Nikki Keller,representative of the Planning and Zoning Commission, presented a plan to annex seven parcels of land adjacent to or surrounded by the present city limits.The council directed the city administrator to prepare a petition for voluntary annexation of the city's lagoon and park areas. Under Section 202.2 of the Waukee Municipal Code,any rate increases by the supplier,Northern Natural Gas,shall be passed on to the customers of Waukee Municipal Gas.A 49 per CCF increase in the PGA will be effective October 27,1981. The council set October 30,1981 from 6:00 p.m.til 8:00 p.m.as Beggar 1 s night. Park Road will be closed for the winter on October 29,1981.The park will be open for sledding this winter but all motorized vehicles will be prohibited. fiO September l4---cont Moved by Higgs,second by Jansma,to have regular council meetings on the second Tuesday of each month from October until~fllrther notice. September 29,1981 A special meeting of the Waukee council was held on September 29,1981 at 7:30 p.m.Mayor Copeland presided and all councilmen were present except Higgs. The purpose of this meeting was to hire a new police officer and to review the audit for the year ending June 30,1981. Guests at this meeting were:Gordon Christianson,Sondra Smith,and Rod Davis. Moved by Oetting,second by Jansma,to hire Richard Harney as police officer at a salary of $12,600.00 effective as soon as possible. Carried 4 to O. Sondra Smith and Rod Davis of Gardiner,Nail,Davis,&Co.,presented the finaneial audit for the year ending June 30,1981. Moved by Scott,second by Oetting,to approve the 1980-81 audit as presented.Carried 4 to O. As only 1 bid had been received by the September 14 deadline,bids were opened on the used 3 ton air conditioner.Invitation for bidding had been advertised in the July newsletter. Moved by Jansma,second by Oetting,to accept Bob Heddinger's bid of $250.00 for the used 3 ton air conditioner.Carried 4 to O. Moved by Scott,second by Jansma,to adjourn at 9:43 p.m.Carried 4-0.
