The regular November council meeting was -cal Led to order at 7:30 p.m.
by Mayor pro-tern Larry Oetting,Ali councilmen were present.Mayor
Copeland was absent.
Moved by Higgs,second by Scott,to approve minutes of October 13,1981.
Carried 4 to O.
Guests at this meeting were:Ken Hopper,Scott Redlinger,Joe Neubauer,
Roger Anderson,and Harold Jensen._
Larry Phillips,who was shown on the agenda was absent.
The treasurer's report for October was presented by the City adminis~:
trator.Payroll for the month was $14,475.21.
Moved by Jansma,second by Higgs,to approve the treasurer's report
and October payroll.Carried 4 to O.

Moved by Jansma,second by Scott,to approve a Class C beer permit
and Sunday sales for Casey's General Store.Carried 4 to O.
A discussion was held concerning acceptance of the work done on
the 50M water tower by Watertower Paint &Repair Company.The City
administrator was directed to contact this company and obtain paint

specifications,a~~ore completeaxplanation of what the City can
expect if the exterior paint jobifails,and to negotiate a reduction
in the 9%simple interest rate."·The information must be received
before final acceptance is given and any payments made.
It was explained that the interior paint job on the SOOM water
tower was warranted for only 1 year after final acceptance.
The warranty expired in October,1980.The council expressed
the desire to drain it in the spring and repaint the interior.
Moved by Jansma,second by Higgs,to pay $2700.00 to Kirkham,
Michael,and Associates from the money received from EPA in
conjunction with the SSES study,Carried 4 to O.
Moved by Higgs,second by Jansma,to approve a request for
reimbursement in the amount of $4117.76 from EPA for the SSES
study.Carried 4 to O.
A discussion was held concerning the adequacy of the gas fund
to cover the principal and interest required by the funding bond
issue.Principal payments are as follows:
1982 $20,000.00
1983 $25,000.00
1984 $30,000.00
1985 $30,000.00
1986 $35,000.00
The council saw no problem making the June 1,1982 payment but
agreed to discuss the matter during 1982.
Moved by Scott,second by Jansma,to approve the 1981-1982 Street
Improvement Program as presented in the amount of $55,209.50.
Carried 4 to O.
The council expressed the desire to hold a hearing concerning
the options of concrete and special assessments w.2"asphalt
resurfacing for west end residents next spring.
Further discussion was held concerning a longevity plan as
presented by Councilman Scott.The council indicated that additional
alternatives should be formulated before final the final plan
is adopted.
The city council salaries were discussed,but the city attorney
indicated that any increases would not take effect until January
1,1984.In order for the increases to take effect inJanuary,
1982,action should have been taken prior to November,1981.
The following Mayor's snow proclamation as referred to in 321.236.12
of the Waukee Municipal Code was read by Mayor pro-tern Larry Oetting.
SNOW PROCLAMATION
Parking will be prohibited on city streets during period of heavy
snowfall from November 1,1981 through April 1,1982 to allow
for snow removal.Period of emergency will be broadcast over
WHO radio.
In response to the council's request for a proposal to determine
necessary repairs for the east cell of the lagoon system,Harold
Jensen of Jensen Company spoke to the council and proposed to do
the work for $450.00.
Moved by Jansma,second by Higgs,to accept Mr Jensen's proposal
and authorize Jensen Company to visually inspect cell 1 for
$450.00.Carried 4 to O.
A discussion was held concerning payment of some overtime hours
worked by Police Chief Larry Phillips during the winter of 1980-
81.Moved by Scott,to refuse any payment for these hours.
Motion died for lack of second.
Moved by Spencer,second by Higgs,to pay Mr Phillips $300.00
for these hours.Carried 3 to l--Scott voting No.

The council spoke about annexation properties and the city engineer
indicated that they would be ready for consideration at the
December meeting.
Moved by Jansma,second by Spencer,to adjourn at 10;18 p.m.
Carried 4 to O.

December 7,1981
A special city council meeting was held on December 7,1981 at
7:30 p.m.for the purpose of considering the recommendations
by the Planning &Zoning Commission for the revised zoning
ordinance,zoning map,and Comprehensive Plan.The meeting was
also held to authorize the publication of the notice of hearing
by the city council on the above matters.
The meeting was called to order at 7:34 p.m.by Mayor Copeland
with all councilmen present exceut Irwin Jansma.
Visitors present were:Jerry Alt,John Grubb,and Steve Grubb.
Frank Hoifeldt of the Planning &Zoning Commission presented the
recommendations from a hearing held December 4,1981.
Moved by Oetting,second by Scott,to approve the revised zoning
ordinance,subdivision regulations,zoning map,and Comprehensive
Plan and publish notice of hearing to be held December 29,1981
at 7:30 p.m.The City Clerk is hereby authorized to publish
this notice in the DalTa's Goui:ltiNews.A roll call vote was
taken as follows:

The regular December council meeting was held on December 8,1981
with Mayor Copeland presiding and all councilmen present.
Guests at this meeting were:Greg Ruble,Dennis Patrick,Jack
Bryan,Mike Bryan,and Charles Black.

10,1981.Carried 5 toO.
Moved by Higgs,second by Scott,to approve the treasurer's report.
