Oaths of office were administered to the following individuals on
December 29,1981 for 2 year terms commencing on January 1,1982:

at 7:30 p.m.by Mayor Copeland.
Spencer.
Guests at this meeting were:Robert E Jacobsen,Rick Jacobsen,
Joe Neubauer,J D Walker,Gordon Christianson,Carol Christianson,
John Grubb,Steve Grubb,Kenn Spahr,Diane Spahr,Ray Clark,Brian
Steffen,Merle Rees.Staff present:Brian Redshaw,Roger Buffington,
and Paul Huscher.
City Council was called to order
All councilmen were present except
Councilman Jansma introduced and Ordinance entitled:Ordinance #2006.
(Zoning Ordinance).
It was moved by Councilman Scott,and seconded by Councilman Oetting,
that the Ordinance entitled:"Ordinance #2006 (Zoning Ordinance)"
be now read by the City Clerk.The Mayor put the question on the
motion,and the roll being called,the following named Councilmen
voted:'

Whereupon,the Mayor declared the motion duly carried.
The Mayor asked for any questions or objections concerning the ordinance.
None were received.The Mayor also asked if anyone would like the
ordinance read orally to them.No one responded.

question on the motion,and the roll being passed,the following

question on the final passage and adoption of said Ordinance,and

Plan and Addendum.Carried 4 to 0,

January 5,1982
An organizational meeting of the Waukee council was held on January
5,1982 with Mayor Joe Neubauer presiding and all councilmen
present:Erwin Jansma,Larry Oetting,Curtis Scott,Merle Rees,
and Gordon Christianson.
Guests at this meeting were:
present were:Brian Redshaw,
Scott Redlinger.
Tamie Hopper,Kenn Spahr.Staff
Larry Phillips,Ken Hopper,and
Moved by Jansma,second by Scott,to a~prove the minutes of December
7,8,and 29.Carried 5 to O.
l10ved by Jansma,second by Christianson,to designate Brenton State
Bank as the official depository with Raccoon Valley State Bank
as alternate.and to designate Dallas County News as the offical
newspaper with Des Moines Register as alternate.Carried 5 to O.
~1oved by Rees,second by Scott,to appoint the firm of Paul E
Huscher as city attorney with a retainer of $250.00 per month
and $50.00 per hour for court time.Carried 5 to O.
Moved by Jansma,second by Scott,to appoint the firm of Snyder &
Associates as city engineer with a retainer of $150.00 per month,
to be reconsidered at the beginning of FY 82-83.Carried 4 to I--
Christianson voting no.
Mayor Neubauer appointed Larry Phillips as police chief.
Moved by Scott,second by Christianson,to rehire the following
city employees at the indicated wage levels:
Roger Anderson
Jane Brown
Opal Clark
Lee Felt
$13,545.00 per year
4.29 per hour
10.00 per month
4.25 per hour
