The regular March City council meeting was called to order at 7:30
p.m.by Mayor Joe Neubauer.A roll cal was taken and all council-
men were present.
Guests at this meeting were:Scott Thomas,Desiderio Anderini,
Ben Phillips,Leland Fagen,Virgil Palmer,Cecil Reynolds,Dave
Forret,Don Corrigan,Jeff Fagen,Randy Applegate,Robert Applegate,
Bob Christianson,Mary Ann Davenport,Shirley &Mel Slaybaugh,
Wanda Verschuer,Betty Felt,Lois Render,Mark Render,&Steve
Hawbaker,
Moved by Oetting,second by Scott,to approve minutes of February
9 and Harch 2,Carried 4 to l--Rees voting No.
Bob Heddinger spoke to the council regarding a deck for Bob's Tap.
The City council referred the matter to the zoning administrator.
No spokesman from the school's recreation committee was present.

Bel-Aire spoke to the council about the condition
The Mayor referred the matter to the Streets
Virgil Palmer spoke to the council regarding a building permit for
a windcharger.The council indicated its concern for safety and
Droper construction of this structure.The matter was referred
to the zoning administrator.
Dave Forret d/b/a Waukee Hardware spoke to the council concerning
the proposed Open Burning Ordinance.Action on this matter was
deferred until the proper point in the agenda.
Nick Gruber of the First Responders had cancelled his appearance
before the council.
Bob Morgan of Kunkle Water &Electric spoke to the City council
regarding his company's services for well repair &maintenance.
Bob Christianson of Christianson Homes Ltd.appeared before the
Council regarding a rezoning request on 4th Street.His plans
are to build a 16 plex and an 8 plex.Hoved by Jansma,second

The Waukee city council will hold a hearing on March 30,1982
at 7:00 p.m.at the city hall.The purpose of this hearing is
a requested change of zoning from R-2 &C-l to R-3 for the
following parcel of ground:
"Commencing at the North lilt Corner of Section 33T79NR26
West of the 5th P.M.Waukee,Dallas County,Iowa,thence
West,along the North Line of the N.W.1/4 of said Section
33,191.8 feet,to the Center line of 4th Street,thence
South,along the Center Line of 4th Street,198.0 feet,
thence East 40.0 feet,to the POINT OF BEGINNING,thence
continu ing East,335.0 feet,thence South,224.0 feet,thence
West,335.0 feet,thence North,along the East Right-Of-Way
Line of said 4th Street,224.0 feet,to the Point of Beginning.
Said tract of land being subject to and together with any and
all e<n;ements of record."(This tract of land lies East

Doug Gratias of Affordable Homes Inc was not present.
Don Corrigan of Corrigan Insurance presented a proposal for the City's,
insurance package.The council will consider the matter of insurance
at the March 30 meeting.
Moved by Jansma,second by Rees,to approve the February treasurer's
report.Carried 5 to O.
Moved by Oetting,second by Rees,to approve the following bills in
the amount of $88,318.84:

Some changes in the water system connection ordinance regarding
materials were considered.These changes will be drawn up in the
form of a proposed ordinance for the council's consideration at
the April regular meeting.
The FY 82-83 budget hearing was held.Mayor Neubauer called for
any obj ections to the proposed 82-83 budget.No oral or written
objections were received.After giving opportunity for all desiring
to be heard,the Council adopted the following budget resolution:

RESOLUTION NO.1
A RESOLUTION ADOPTING THE ANNUAL BUDGET FOR THE FISCAL YEAR
ENDING JUNE 30,198~
Be It Resolved by the Council of the City of Waukee,Iowa:
The annual budget for the fiscal yearing ending June 30,1983,as
set forth in the Budget Summary Certificate and in the detailed
budget in support thereof showing the revenue estimates and appropriation
expenditures and allocations to programs for said fiscal year is adopted
and the clerk is directed to make the filings required by law and to
set up his books in accordnance with the s~ary and details as
adopted.
A roll call vote was taken as follows:

Carried 3 to 2.The Mayor declared the motion duly carried this
8th day of March,1982.
Moved by Oetting,second by Christianson,to approve the purchase
of a 1982 Plymouth Gran Fury in the amount of $6881.00 (State bid
price of $7981.00 less trade in the amount of $1100.00 for a 1979
Plymouth Volare)and a Motorola radio for the State bid price of
$1762.00.Both expenditures are to come out of FY 82-83 Federal
Revenue Sharing funds.Carried 5 to O.
Moved by Jansma,second by Scott,to apoint Cecil Reynolds as the
Zoning Administrator.Carried 5 toO.
Various names were considered for the part-time maintenance employee
position.Moved by Rees,second by Christianson,to hire Randy
Applegate for $4.50 per hour.Carried 5 toO.
The City Administrator brought the council up to date on the various
proposed annexation areas.
Moved by Scott,second by Christianson,to designate March 23 at 7:00 p.m.
for a West End streets hearing to be attended by the Streets Committee'.
Carried 5 toO.
Movedlby Scott,second by Jansma,to adopt the following resolution:
RESOLUTION NO.2
A RESOLUTION COMMENDING THE WAUKEE BOYS AND GIRLS BASKETBALL TEAMS
Be It Resolved by the Council of the City of Waukee,Iowa:
That the Waukee boys and girls basketball teams be commended for their
tremendous seasons and,
That they be congratulated for the positive impact that they have had
on the community.
Motion carried 5 to O.
