March 30,1982
A special meetine of the Waukee City Council was held on March 30,1982
at 7:00 p.m.Mayor pro tern Gordon Christianson called the meeting to
order at 7:09 p.m.A roll call was taken and all councilmen were
present.Mayor Neubauer was absent.
Guests at this meeting were:Phillip Broderick,Frank Hoifeldt,Don
Corrigan,Robert Christianson,Neil Kirsten,Doug Brickert,and Roger
Buffington.
The purpose of this meeting was to consider a rezoning request and
to consider 2 insurance proposals.
Bob Christianson and Neil Kirsten spoke to the council regarding
the proposed zoning change in the vicinity of 4th &Laurel.They
indicated that one of the owners withdrew from the deal and,therefore,
they withdrew their request for the zoning change.
The council directed Christianson &Kirsten to meeting with the P &Z
on April 6 to consider alternate s~es.
Don Corrigan and Doug Brickert presented their proposals for the city's
insurance policy.
Moved by Jansma,second by Rees,to accept the binder from Hunter
Insurance Agency to cover the City through April 15,1982.Carried
5 to O.The final decision will be made on these proposals at the
April 13 regular council meeting.

April 13,1982
The April regular City council meeting was called to order at 7:03
p.m.by l1ayor Joseph A Neubauer.A roll call was taken and all
councilmen were present.
Guests at this meeting were:Harold Burger,John Weir,Bob Christianson,
Don Corrigan,Doug Brickert,Larry Nothwehr,Scott McIntyre,Bob
Heddinger,Bud Gray,Dave Reed,and Frank Hoifeldt.
Moved by Jansma,second by Oetting,to approve the minutes of March
8 and 30 with the following corrections to be added to March 8 minutes:
insert the following text after the water system connection paragraph:
"It was moved by Councilman Jansma,seconded by Councilman Rees,
that Ordinance #2010 entitled "An Ordinance Prohibiting Open Burning
Within the City Limits of the City of Waukee,Iowa"be now read by
the City Clerk.(Second reading)The l1ayor put the question on
the motion and the roll being called,the following councilmen
voted:

None recorded
Whereupon,the Mayor declared the motion duly carried."Carried 5 to O.
The Wastewater Treatment Facilities Plan hearing was held as published
in the Dallas County News.Larry Nothwehr and Scott McIntyre of
Ki.rkham;Michael &Assocdescribed the purpose of this hearing.The
Mayor asked for any question or comments on the vlastewater Treatment
Facilites Plan as presented.None were received.

Bob Christianson spoke to the council regarding a change of zoning
from C-2 to R-3 for a parcel of property south of Highway 6 and
east of 6th St,
Moved by Scott,second by Rees,to publish the following notice in
the Dallas County News:
ZONING CHANGE HEARING
FOR THE CITY OF
HAUKEE,IOViA
The Viaukee City Council will hold a hearing on May 11,1982 at
7:00 p.m.at the City Hall.The purpose of this hearing is a
requested change of zoning from C-2 to R-3 for the following
parcel of ground:
"Commencing at the NE Cor NE!;;lffi"};;Sec 33T79N R26iv of the 5th
P.M.Dallas County,Iowa,thence West 640 feet to the point
of beginning,thence south 264 feet,thence West 360.75 feet
to the east line of 6th St.,thence North 70 feet,thence East
160.75 feet,thence North 194 feet,thence East 200 feet to
the point of beginning.

Bud Gray and Harold Burger spoke to the council regarding the Plat
10 water line.

12"plastic water pipe with the City to cover the difference between
6"and 12"in an amount not to exceed $7500.00.Carried 5 to O.
Moved by Jansma,second by Christianson,to anprove the March
treasurer's report.Carried 5 to O.

Doug Brickert of Hunter Insurance Agency and Don Corrigan of Corrigan
Insurance Agency presented proposals for the City's insurance policy.
Curtis Scott left at this point in the meeting.
Moved by Jansma,second by Christianson,to approve the proposal
of Hunter Insurance Agency in the amount of $15,856.00.'Carried 4 to O.
Moved by.Councilman Jan"ma,and seconded by Councilman Oetting,that
Ordinance #2010 entitled "An Ordinance Prohibiting Open Burning Within
the City Limits of the City of Waukee,Iowa"be now put upon its
final passage and adoption (3rd reading).The Mayor put the question
on the final passage and adoption of said Ordinance,and the roll
being called,the following councilmen voted:
Ayes:Oetting,
Nays:Christianson,Jansma,Rees
Absent:Scott
Whereupon the Mayor declared said ordinance duly failed.
Councilman Jansma introduced Ordinance #2010 (Amended version).
It was moved by Councilman Oetting,and seconded by Councilman Jansma,
that the Ordinance entitled "Ordinance lf20l0--An Ordinance Prohibiting
Open Burning Within the City Limits of the City of Waukee,Iowa"
be now read by the City clerk.The Mayor put the question on the
motion and the roll being called,the following named councilmen
voted:
Ayes:Jansma,Oetting,Rees
Nays:Christianson
Absent:Scott
Whereupon,the Hay or declared the motion duly carried.
It was moved by Councilman Jansma,and seconded by Councilman Oetting,
that the rule that an Ordinance must be received and filed at two
meetings prior to the meeting when final action is taken or,if
published in summary,be received and filed at one meeting prior
to the meeting of final action,be dispensed with.The Mayor put
the question on the motion and the roll being passed,the following
named councilmen voted:
Ayes:Jansma,Oetting,Rees
Nays:Christianson
Absent:Scott
Wher.eupon,the Hayor declared the motion duly failed due to the
fact that the motion~UEt be passed by a 3/4 vote of the entire
council.

Councilman Rees introduced Ordinance jf20ll "An Ordinance Amending
Section 211.10 of the Waukee Municipal Code to provide specifications
for installation and material for service piping in the City of
Waukee,Iowa".
It was moved by Councilman Jansma,and seconded by Councilman Oetting,
that Ordinance jf20ll be now read by the City clerk.The Mayor put
the question on the motion,and the roll being called,the following
named councilmen voted:

Nays:None recorded
Absent:Scott
Whereupon,the Mayor declared the motion duly carried.
It was moved by Councilman Oetting,and seconded by Councilman Jansma,
that the rule that an OrdinancG must be received and filed at two
meetings prior to the meeting when final action is taken or,if
published in summary,be received and filed at one meeting prior to
the meeting when final action is taken,be dispensed with.The Mayor
put the question on the motion and the roll being passed,the following
named councilmen voted:

Whereupon,the Mayor declared the motion duly carried.
It was moved by Councilman Rees,and seconded by Councilman Oetting,
that Ordinance jf20ll be now put upon its final passage and adoption.
The Mayor put the question on the final Dassage and adoption of said
Ordinance and the roll being called,the following named councilmen
voted:
Ayes:Jansma,Oetting,Rees,Christianson
Nays:None recorded
Absent:Scott
Whereupon,the Mayor declared said Ordinance duly adopted and passed
and signed his approval to said Ordinance.
Ordinance 1[2012 "An Ordinance Providing for Regulating and Licensing
of Commerical Haulers of Refuse and Providing Penalties for Violations"
was presented to the council for their consideration.No action was
taken at this meeting.
Curtis Scott returned at this point in the meeting.
Councilman Rees advised the council of his thoughts on the annexation
issue.
Moved by Oetting,second by Christianson,to instruct the City engineer
to draw up specifications for a 2"asphalt project and to instruct
the City clerk to advertise in.the Dallas County News for a bid letting
on June 1,1982 at 7:30 p.m.on this project.Carried 5 to O.
The Streets Committee indicated that they would hold a meeting on
Saturday,April 17,1982 at 9:00a.m.to specify which streets would
be covered by this 2"asphalt project.

Bids from Bud Gray,Duane Felt,and Don Kamm were considered to
construct an air lock in front of City Hall.
Moved by Christianson,second by Rees,to approve the bid of
Don Kamm in the amount of $1328.540 Carried 5 to O.
Bids from Riverside Equipment,John's Auto Service and Schlief &
Sons were considered for the overhaul of the International Lo-Bay.
Moved by Jansma,second by Rees,to approve the bid of John's Auto
Service with an amount not to exceed $950.00.Carried 5 to O.
Moved by Jansma,second by Christianson,to approve the purchase
of a sander with an amount not to exceed $3500-.00,a 4-Hheel drive
pickup with an amount not to exceed $6500.00,and a snow blade
with an amount not to exceed $1000.00.Carried 5 to O.
Moved by Christianson,second by Jansma,to approve the FY 81-82
budget amendment as presented and to publish same in Dallas County
News.The hearing date will be May 11,1982 at 7:00 p.m.Carried
5 to 00
Moved by Scott,seoond by Oetting,to retain the services of
Gardiner and Co 0 for the FY 81-82 audit.Carried 5 to O.
An alternate proposal had been obtained from Nail,Davis,Buhr,
and Co.
Moved by Oetting,second by Jansma,to adjourn at 12:18 a.m.Carried
5 to O.

The May regular City council meeting was called to order at
on May 11,1982 at city hall.Mayor Joe Neubauer presided.

A zoning change hearing was held as published in the Dallas County
News to change the following parcel of ground from C-2 to R-3:

5th P.M.Dallas County,Iowa,thence West 640 feet to the
point of beginning,thence south 264 feet,thence Hest
360.75 feet to the east line of 6th St.,thence North 70

East 200 feet to the point of beginning."
Councilman Rees introduced an amendment to the Haukee Zoning
ordinance that would change the.above parcel of land from C-2 to
R-3 zoning.
Moved by Councilman Rees,and seconded by Councilman Scott that
the Zoning ordinance amendment be now read by the City Clerk.The
Mayor put the question on the motion,and the roll being called,
the following named Councilmen voted:
