([yor June 18,1982 A special meeting of the 1'Jaukeecity council was at 7:00 p.m.by Mayor Joseph A Neubauer.A roll and all councilmen were present except Oetting. called to order call was taken The purpose of this meeting was to resolve the question of whether or not the contractor would be allowed to install asbestos cement water pipe in Plat 10.Discussion concerning concrete paving was also to be held. Guests at this meeting were:Karen I-Jhiteof The County Line Pilot, Bud Gray of Bud Gray Construction and Harold Burger of Hawkeye Construction. Moved by Christianson,second by Scott,to require the total footage of ~2"water pipe in Plat 10 to be PVC.The City's obligation remains to cover the cost difference between 6 and 12 inch PVC pipe with the cost not to exceed $7500.00.A roll call vote was taken as follows: Ayes:Christianson,Scott,Jansma Nays:Rees Absent:Oetting Motion carried 3 to 1. Moved by Scott,second by Christianson,to adjourn at 7:44 p.m. Carried 4 to O. Meeting adjourned. The July regular city council meeting was called to order at 7:30 p.m. on July 13,1982 by Mayor Joseph Neubauer.A roll call was taken and all councilmen were present-except Scott. Movedby .Iarisrna'r',second by Christianson,to approve the minutes of June 8 and June 18.Carried.3 to O.--Oetting abstaining. Guests at this meeting were:Beth Dalbey,Mark Etchen,Dave Reed, Rick Harney,Ken Hopper,Art Spencer,Jim Berner,John Steinke, John Winkler,Marla Thompson,Mark Casey,Kay Harms,Vivian Johnson, Mel Dessenko,Remo Nizzi,Don Bassett,Bob ftpplegate,and Roger Buffington,and Frank Hoifeldt. FranK H6ifeldt,chairman of the Planning &Zoning Commission,spoke to the council regarding R-3 zoning,step down zoning.He made several recommendations concerning revisions to the official zoning map. Curtis Scott arrived at this point in the meeting. 92 July l3--eont Moved by Christianson,second by Jansma,to hold a special council meeting on July 29 at 7:00 p.m.for the purpose of considering the Planning &Zoning Commissions recommendations.Carried 5 to O. Kay Harms of 100 Bel-Aire Dr.spoke to the council regarding the install- ation of a fence in the City's parking area in front of her house. She was advised to seek a variance from the Board of Adjustment. Rev John Winkler represented the Library Board before the council. He suggested 1)3 year terms for Library Board members 2)a separate facility for the library 3)recommended the appointment of Ruth Aldrich, Eloise Bennett,and Margaret Drury to fill present vacancies on the Board. The Mayor appointed Ruth Aldrich,Eloise Bennett,and Margaret Drury to the Library Board for 6 year terms.Moved by Oetting,second by Christianson,to appoint Ruth Aldrich,Eloise Bennett,and Margaret Drury to the Library Board with Ruth Aldrich to serve a shortened unexpired term.Carried 5 toO. Bob Applegate,Haukee fire chief,spoke to the council regarding the proposed fire station.Various revisions to the plans were presented which resulted from an earlier meeting between Applegate and Roger Buffington,city engineer. Moved by Christianson,second by Rees,to have the City lot on Ashworth, the proposed fire station site,surveyed.Carried 5 to O. Mark Etchen and Terry Fox of Iowa Power discussed a proposed franchise ordinance for this utility.Various inadequacies of-the ordinance,as presented,were discussed by the council.'~-rev±sed ordinance will be considered at the August regular council meeting. The City council considered a disputed overtime claim-which resulted from a drug investigation. Moved by Rees,second by Christianson,to pay 6fficer Rick Harney for 8 hours regular pay only.A roll call vote was taken as follows: Ayes:Rees,Christianson,Oetting Nays:Jansma Abstain:Scott Carried 3 to 1. Moved by Christianson,second by Scott,to require Haukee police officers to notify the chain of command when called out of the city limits by a peace officer.(The chain of command is as follows:police chief, acting police chief,city administrator,Mayor,and Mayor pro-tem) Carried 5 to O. The opening of bids for used city equipment was held as advertised in the Dallas County News.Moved by Jansma,second by Christianson,to accept the bid of $176.00 from the City of Adel for the pickup utility box, to accept the bid of $25.50 from Harry Copeland for the Meyers sand spreader, to reject the bid of $101.86 from Larry Overton for the 1977 Dodge Monaco. (bid did not contain check),and to reject the bid of $26.06 from Floyd Rosenkranz for 1965 Dodge pickup.Carried 5 toO. Moved by Christianson,second by Jansma,to formally accept the 1982 Asphalt Paving project as performed by Grimes Asphalt Paving Corp. The clerk was hereby authorized to pay Grimes Asphalt 95%of the total project cost ($44,540.85)~in tne amount of $42,313.81 with the remaining 5%to be paid upon receipt of the proper forms.Carried 5 to O. The matter of formulating a slurrykote project was referred to the streets committee. A discussion was held concerning the minimum cost of an improvement re- quiring a building permit.Council:man~Christianson suggested that the minimum be increased from the present·"'$25.00 to $150.00.No act-ion was taken at this time.• Discussion was held concerning the acceptance of work done by Watertower Paint &Repair on the 50M water tower. Moved by Jansma,second by Oetting,to pay Watertower Paint &Repair the statment total of $11,875.32 and accept the project.A roll call vote was taken as follows: Ayes:Jansma Nays:Scott,Rees,Christianson Abstain:Oetting Motion defeated 1 to 3. Moved by Christianson,second by Scott,to require Watertower Paint & Repair to return and repaint the watertowef due to the failure of the paint to match.Carried 3 to 2. A statement from Kirkham,l1ichael &Associates in the amount of $8006.20 for work done on the facility plan was presented by the city clerk. The council indicated that payment should be withheld until additional funds are received from the federal government. 94 July 13--cont Specifications for repair of a Plat 10 storm sewer apron were presented by the city clerk.Moved by Jansma,second by Christianson,to accept a bid not to exceed'$2000.00 for storm sewer apron repair.The City clerk is hereby authorized to make the determination.Carried 5 to O. Moved by Rees,second by Scott,to declare a tree at the corner of 2nd &Ashworth on the Rick Skinner property a nuisance and reauire the property owner to cut down this tree within 14 days of notification. Carried 5 to O. Moved by Jansma,second by Rees,to adjourn at 11:34 p.m.Carried 5 to O. Meeting adjourned. A special meeting of the Waukee council was held on July 7:00 p.m.with Mayor Neubauer presiding.Present were: Rees.Absent:Christianson and Scott. 29,1982 at Jansma,Oetting, Guests were:Frank Hoife1dt,Dick Felt and Marilyn Drake. Frank Hoife1dt,chairman o£'the Planning &Zoning Commission,presented their proposals as to step-down zoning,additional R-3 zoning,and revisions to the official zoning map. A discussion was held by the council regarding the P &Z Commission recommendations. Curtis Scott arrived at 7:25 p.m. Moved by Jansma,second by SCdtt,that the Clerk and Frank Boife1dt be instructed to set a hearing date for proposed changes in the zoning map.A roll call vote was held as follows: Ayes: Nays: Jansma,Scott,Rees Oetting Carried 3 to 1. Moved by Rees,second by Jansma,to not get involved in the payment to ClRALG as we are no longer a member.Carried 4 to O.The council instructed Paul Buscher,city attorney,to write a letter to Archie Brooks concerning this matter. A discussion was held concerning the repair of the aeration system at the lagoon.The clerk was instructed to check and see if Harold Jensen still intends to repair it and,if not,to see if someone else will do it for the same price.$400.00 was authorized for this repair.
