Meeting adjourned. ,- August 30,1982 A special meeting of the Waukee City Council was called to order at 7:30 p.m.by Mayor Joseph A Neubauer.A roll call was taken and all councilmen were present. Guests at this meeting were:Dave White,Art Spencer,Randy Applegate, Dennis Riggs,Dennis Hathaway,Frank Hoifeldt,Harold Jensen,Roger Buffington,Deb Elsbecker,Dan Gardiner,Beth Dalby,Bill Erickson, Darrel McCleish,Jim Higgs,Gary Shirm,Karen White,and Arnold Lonrens. A lagoon inspection report was presented by Harold Jensen of Jensen and Company (Marshalltown).He presented a contract proposal in the amount of $9575.00 to do the necessary repairs.He anticipated the use of Roger Anderson on this project. Moved by Christianson,second by Rees,to accept the proposal from Jenson and Company in the amount of $9575.00 for cell iFl lagoon repairs.Carried 5 to O. Dennis Riggs and Dennis Hathaway d/b/a S &D Enterprises Ltd.requested a Class C liquor license and cigarette permit for Skinny Dennys'Place (formerly The~Golden Slipper).The clerk declared that all the papers were in order and that he had received a favorable investigation report from the Police Chief. Moved by Oetting,second by Christianson,to approve a Class C liquor license and cigarette permit for Skinny Dennys)Place.Carried 5 to O. A zoning change hearing was held as published in the Dallas County News. The City attorney indicated that the utilities billing list notification had been done incorrectly and that this would not constitute a valid zoning hearing.Comments by Dave White and Gary Shirm were heard in opposition to the proposed zoning change. t10ved by Scott,second by Jansma,to reschedule the zoning change hearing for October 12,1982 at 7:30p.m.and publish same in Dallas County News. Carried 5 to O. The FY 81-82 audit report was presented by Dan Gardiner of Gardiner &Co. Moved by Jansma,second by Rees,to accept the FY 8l~82 audit.Carried 5 to O. Moved by Jansma,second by Rees,to approve the statement of Gardiner and Co.in amount of $4600.00 in payment for the FT 81-82 audit. Carried 5 to O. The City clerk/administrator advised the council that City personnel were involved in the cleaning of the 200,000 gallon ground water storage tank.He indicated that he would be getting proposals on the repainting of the interior in time for the next regular meeting. Only 1 bid for the Plat 10 storm sewer apron repair was received by the City clerk. Moved by Christianson,second by Rees,to approve the bid of $2000.00 from Bud Gray Construction Go.to do the necessary repairs on the Corene Acres Plat 10 storm sewer apron as per specifications prepared by Snyder &Assoc.Carried 5 toO. 100 August 30,1982--cont Moved by Christianson,second by Rees,to adjourn at 10:39 p.m. Carried 5 to O. September 14,1982 The September regular City Council meeting was called to order at 7:30 p.m.by Mayor Joseph A Neubauer.Minutes were taken by Brian J Redshaw,City Clerk.A roll call was taken and all councilmen were present except Jansma. The following guests were present:Roger Anderson,Jerry McCullough, Ben Phillips,Art Spencer,Bob Applegate,Scott Thomas,Roger Buffington,Janice Jordan,Margaret "lJeir,Guy Blair,John Jordan, Don Lamberti,Mike Manor,Chet Chedest.er,Kathy Kuhl,Sue McCleish, Diana Erickson,Wi11i.s Forret,Dena Forret,Hari1yn Lickteig,Frank Bailey,Luke Gruber and Jim Higgs. Moved by Oetting,second by Rees,to approve the minutes of August 30.Carried 4 to O. Janice Jordan spoke to the City Council regarding the rusty water problem.Tracy Petty was not present.It was decided that a special committee including Hayor Neubauer,Councilman Rees,and Councilman Christianson would meet with the city's insurance agent,Doug Brickert, to discuss insurance coverage on this matter. Scott McIntyre of Kirkham,.Michae1,&Associates,discussed the wastewater treatment facility plan with the City Council.He discussed the various options available to Waukee for correcting its sewer problems.The Mayor suggested the City Council hold a special meeting on the water and sewer systems. Chet Chedester represented the recreation committee before the City Council.He discussed the results of the recreation committee meeting held September 8 at Brenton Bank.The use of blacktop at the high school for tennis courts and the construction of an ice rink at the northwest corner of the high school property was requested. Hoved by Scott,second by Christianson,to approve the use of city water for the ice skating rink with the cooperation of the Waukee Volunteer Fire Dept.Carried 4 to O. The Mayor appointed Gordon Christianson to act as the city represent- ative to the recreation committee. Luke Gruber,captain of the First Responders,indicated a need for seven new pagers at the cost of $2333.00.He also indicated a need of sending five members of the First Responders to ERT school at a cost of $60.00 each and two members to EHT school at a cost of $225.00 each. Moved by Christianson,second by Oetting,to approve the expenditure of $750.00 for First Responder training.Carried 4 to O. Moved by Rees,second by Christianson,to approve the expenditure of $2333.00 for seven pagers for the First Responders.Carried 4 to O. Don Lamberti of 717 Ashworth Dr.spoke to the Council regarding the construction of a trailer park on his property.The Council indicated that the property was incorrectly zoned for this use as well as some additional complications.
