Grain drying rates were discussed by the City Council.No action was taken at this time. Curtis Scott arrived at 9:23 p.m. Moved by Scott to formulate a commission to run the natural gas company. Motion died for lack of second. The City Council discussed its policy in reference to the hiring of temporary or casual labor. Moved by Oetting,second by Rees,to give the City Administrator auth- ority to hire temporary employees on an emergency basis for a maximum of 2 to 3 days.These employees are to be paid at a rate of $5.00 per hour.Carried 5 to O. Moved by Jansma,second by Oetting,to begin holding bi-monthly meetings on the first and third Tuesdays of the month commencing in November, 1982.Carried 4 to l--Christianson voting No. The Mayor appointed Lois Stone to the Library Board for a 2-year term. Meeting adjourned. 12,1982 The Waukee regular City Council meeting was called to order at 7:30 p.m.on Tuesday,October 12,1982.Brian J Redshaw was present and taking minutes.A roll call was taken by Mayor Joseph Neubauer and all councilmen were present except Scott. Guests were:George W Stifel,Frank Bailey,Marguerite Jordan,Ben Phillips,Ronald Marr,Terry Jilek,Nancy Paullin,Janice Jordan, John Jordan,Ann Ford,Dena Forret,Frank Hoifeldt,Chet Chedester, Kathy Kuhl,Cecil Reynolds,Lewis Baer,John Weir &Dennis Felt. Moved by Christianson,second by Jansma,to approve the minutes of October 5,1982.Carried 4 to O. Dena Forret and Chet Chedester represented the Waukee Recreation Committee before the Council.They requested permission to locate a used garage on the land adjacent to the girls softball fields. They were advised to contact Walnut Township trustees as the land in question was part of the cemetary.They also requested that the diamonds be mowed twice after the end of the season. Bruce Stephens of Beacon Electronics presented an Apple III computor proposal.This included utility billing and municipal accounting. No action was taken at this time. John Weir spoke to the council regarding a refund to all customers of Waukee Municipal Gas.He also spoke to them regarding rates for grain dryers.A discussion ensued but no action was taken. October l2--cont 4.07 Janice Jordan spoke to the Council regarding rusty water.She again presented her claim for damaged clothing.Councilman Rees reported on a meeting held with the insurance adjusters from Employers Mutual. Terry Jilek spoke to the Council regarding motorcycles and 3-wheelers using the BMX track behind his property.He indicated that they had been trespassing on a neighbors property and that foul language was being used.The organizers,Frank Bailey &Dennis Felt,responded. The council referred the matter to the Waukee Recreation Committee meeting to be held at 7:30 p.m.on October 13,1982 at the City Hall. Jim &Vivian Broderick d/b/a Waukee Emporium presented a renewal application for a Class C beer permit and Sunday sales permit. The City Clerk advised the council that he had contacted the acting police chief,Ken Hopper,and that no complaints had been received about this loc~tion. Councilman Curtis Scott arrived at this point in the meeting. Moved by Jansma,second by Rees,to approve the Class C beer permit and Sunday sales permit for the Waukee Emporium.Carried 5 to O. A request for reimbursement to be submitted to EPA Region 7 and IDEQ was presented by the City Clerk. Moved by Jansma,second by Oetting,to approve the request for reimburse- ment in the amount of $2059.19 from EPA Region 7.Carried 5 to O. Remo Nizzi,speaking on Nancy Paullin's behalf,opposed the proposed change from R-2 to R-3 zoning for a portion of her property.Frank Hoife1dt,chairman of P &Z Commission,and Nicole Keller of the P &Z spoke in favor of both proposals indicating a need for more areas of R-3 zoning. The matter was referred to the Streets Comraittee which consists of Mayor Neubauer,Councilmen Scott and Rees,and citizen Larry Lewellin. Mayor Neubauer advised the Council that Lois Stone had declined her ap~ointment to the Library Board.He appointed Helen Ross to the Library Board for a 2 year term which expires June 30,1984. Scott, to order at and taking councilmen Absent: The purpose of this meeting was the final Plat approval for Corene Acres Plat 10, Roger L Buffington,city engineer,advised the Council that the improvements had been installed as per City specifications.City attorney,Paul Huscher,had previously approved the maintenance bonds for the streets,water,and sewer as well as the performance bonds for the sidewalk installation.City Clerk,Brian Redshaw, advised the Council that there were no more additional problems with the Plat.-- The Planning and Zoning Commission had previously given final Plat approval at a special meeting on October 19,1982. Moved by Oetting,second by Christianson,to adopt the following resolution,subject to the provision that survey monuments should be placed at the northerly end of the horizontal curves which lie on the front property lines of Lots 136 and 137: RESOLUTION NO.14 RESOLUTION ACCEPTING CORENE ACRES PLAT (10) A SUBDIVISION OF THE CITY OF WAUKEE,DALLAS COUNTY,IOWA.
