The regular me e't Lng of the .vaukee City Council was called to order
at 7:30 p.m.on November 2 by Mayor Joseph Neubauer.Brian J.
ReElshaw was present and taking minutes.
A roll call was taken and the following named councilmen were
present:~ansma,Oetting,Scott,Rees,and Christianson.
Moved by Jansma,second by Rees,to approve the minutes of October
12 and 25,1982.Carried 5 to O.
Guests at this meeting were:Don Baker,Cecil Reynolds,Ron Weaver,
Art Spencer,Bob Applegate,Beth Dalbey,Bob Christianson,Karen
'~lite,Becky '~lite,and Randy Applegate.
Bob Applegate,fire chief of the Waukee Fire Dept.,requested the
purchase of two pressure demand MSA air packs in the amount of
~1400.00.He agreed that the Waukee Volunteer Firemen's Assn.
would pay $400.00 toward this purchase.
Moved by Scott,second by Christianson,to approve the purchase
of two MSA air packs in the amount of $1400.00 with the city's
share understood to be $1000.00.Carried 5 to O.
A discussion was held as to why a Bishop Engineering survey bill
was charged to the fire department budget.This expense will
remain a part of the fire department budget as the survey was
done in conjunction with the possible location of a new fire dept.
building there.
Ron Weaver,manager of Midwest Mobile Home Court,requested renewal
of his mobile home park license from January 1 thru December 1,
1983.This license is in accordanCe with Chapter 135D,Code of
Iowa.The council discussed 302.16 of the l-laukeeMunicipal Code
which requires the construction of a storm shelter before Midwest
Mobile Home Court can gain approval for additions to the park.
Weaver indicated that plans for the construction of this shelter
were in the works for the spring of 1983.
Moved by Jansma,second by Oetting,to approve the 1983 permit
for Midwest Mobile Home Court.Carried 5 to O.
Don Baker of Northwestern Bell Telephone Co.spoke to the council
with regard to the renewal of its franchise ordinance which had
expired on October 24,1982.The previous franchise ordinance had
been passed on October 24,1957.No firm action was taken on his
proposal due to the absence of legal counsel.Further action will
be taken at the November 16 regular city council meeting with
concrete action to be taken at the December 7 regular council
meeting.
Moved by Scott,second by Jansma,to approve the October treasurer's
report.Carried 5 to O.
Moved by Rees,second by Jansma,to approve the following bills:
except the bill from CIRALG for membership assessment in the
amount of $1353.40:

Brian Red~haw presented a renewal application for the Class C beer
permit and Sunday sales privilege for Casey's General Store at
415 Ashworth Drive.He indicated that all the proper filings had
been made and the proper fees paid.Police Chief,Larry Phillips,
had advised him that he had no problems with this application.
Moved by Christianson,second by Oetting,to approve the Class C
beer permit and Sunday sales privilege for Casey's General Store.
Carried 5 toO.
Brian Redshaw presented two proposals from James W Wilkins,architect
and planner,for the design of a gabled roof for City Hall.If
formal bid documents were required,the amount would be $2250.00,
whereas,if informal bid documents were required,the would be
$1700.00.Redshaw indicated that City Hall has a common wall with
the business immediately to the north and that consent would be
required from that property owner,Jerry Wright.Wright had said
earlier that he would not give consent until a drawing was made.
Moved by Jansma,second by Christianson,to approve the expenditure
of $150.00 to Christianson Homes,Ltd.for the design of a gabled
roof for City Hall.Carried 5 to O.
Moved by Scott,second by Oetting,to adopt the following resolution:
RESOLUTION NO.15
CORPORATE AUTHORIZATION FOR ACCESS TO SAFE DEPOSIT BOX
RESOLVED,that anyone of the following,namely:
Brian J.Redshaw,City Administrator
Hannah Weil,City .Treasurer
be and they hereby are authorized to have access from time to time to ;
the safe deposit compartment(s)in the vaults of the Brenton State
Bank (hereinafter called "Bank")rented in the name of this Corporation,
subject .to the terms and conditions of the Rental Agreement in effect
with such Bank from time to time,and be it
FURTHER RESOLVED,that said Bank is hereby authorized and requested

to grant access from time to time to said safe deposit compartment(s)
in accordance with the foregoing resolution until the authority
thereby granted has been revoked and written notice of such revocation
signed by an officer of this Corporation has been received by
said Bank at the office where said compartment(s)is/are located,
and be it
FURTHER RESOLVED,that the Secretary or any other officer of this
Corporation be,and hereby is,authorized to certify to the Bank
the names of the officers of this Corporation authorized as
aforesaid and the offices respectively held by them and the names
of any other person authorized to have access on behalf of this
Corporation,together with specimens of their signatures;and
the Bank be,and hereby is,authorized to permit access to,and
to honor any instrument signed by,any such officer or officers
or other persons in respect of whom it has received any such
certificate or certificates.
Passed and approved this 2nd day of November,1982.
The City Council discussed the creation of a rust damage fund
to be funded by a l¢per gallon charge on water bills for one
month only.The matter was referred to the Mayor's water committee.

A clothing allowance for the maintenance department employees
was discussed.Moved by Scott,to provide insulated boots,cover-
alls,and gloves for full time maintenance department employees.
Motion died for lack of a second.This item was a portion of
the administrator's report.
Gordon Christianson left at 9:29 p.m.
Moved by Scott,second by Jansma,to adjourn at 9:34 p.m.Carried

The November 16,1982 regular city Council meeting was called to
order at 7:30 p.m.by Mayor Joseph A Neubauer.Brian J Redshaw
was present and taking minutes.Other staff present were:Paul
Huscher and Roger Buffington.
A roll call was taken and the following named councilmen were present:
Jansma,Oetting,Scott,Rees and Christianson.
The following guests were present:Ben Phillips,George Kramer,
Nicole Keller,Kathy Kyhl,Tamie &Ken Hopper,Art Spencer,Dena
Forret,Karen White,John &Janice Jordan,Larry Phillips,Remo
Nizzi,Dwight Keller,Lee Struble,Rick Huscher,Beth Dalby,
Chet Chedester,Bob Heddinger,Bob Christianson,Doug Brickert,
Jim Higgs,Jerry &Linda McCullough,and Harold Morris.
Moved by Scott,second by Christianson,to approve the minutes of
November 2,1982.with the following corrections:The phrase,
"l¢per gallon charge on water bills"be changed to read·
"l¢per 1000 gallons charged on water bills".Carried 5 to O.
Lee Struble,Dallas County Sheriff,spoke to the city Council
regarding the working relationship between the Sheriff's department
and the Waukee Police Department.Merle Rees spoke to Struble
concerning a forged check case and the speed of deputies cars
through the city limits.Gordon Christianson asked Struble what
the citizens could do to assist the Sheriff's department.Struble
responded that they should keep the communications line open.
Christianson also asked about the status of the county radio tower.
