The City Council discussed the creation of a rust damage fund to be funded by a l¢per gallon charge on water bills for one month only.The matter was referred to the Mayor's water committee. _.. A clothing allowance for the maintenance department employees was discussed.Moved by Scott,to provide insulated boots,cover- alls,and gloves for full time maintenance department employees. Meeting adjourned. r ~afL1'=fd~ ~~ovember 16,1982 The November 16,1982 regular city Council meeting was called to order at 7:30 p.m.by Mayor Joseph A Neubauer.Brian J Redshaw was present and taking minutes.Other staff present were:Paul Huscher and Roger Buffington. A roll call was taken and the following named councilmen were present: Jansma,Oetting,Scott,Rees and Christianson. The following guests were present:Ben Phillips,George Kramer, Nicole Keller,Kathy Kyhl,Tamie &Ken Hopper,Art Spencer,Dena Forret,Karen White,John &Janice Jordan,Larry Phillips,Remo Nizzi,Dwight Keller,Lee Struble,Rick Huscher,Beth Dalby, Chet Chedester,Bob Heddinger,Bob Christianson,Doug Brickert, Jim Higgs,Jerry &Linda McCullough,and Harold Morris. Moved by Scott,second by Christianson,to approve the minutes of November 2,1982.with the following corrections:The phrase, "l¢per gallon charge on water bills"be changed to read· "l¢per 1000 gallons charged on water bills".Carried 5 to O. Lee Struble,Dallas County Sheriff,spoke to the city Council regarding the working relationship between the Sheriff's department and the Waukee Police Department.Merle Rees spoke to Struble concerning a forged check case and the speed of deputies cars through the city limits.Gordon Christianson asked Struble what the citizens could do to assist the Sheriff's department.Struble responded that they should keep the communications line open. Christianson also asked about the status of the county radio tower. 1.)-, November l6--cont 119 Dena Forret of the Waukee Recreation Assn.Inc.advised the council of her organizations activities.As president,she advised the council that her groups regular meeting night would be the 4th Wednesday of the month at Brenton State Bank. Kathy Kuhl presented a land dedication ordinance acquired from the City of Urbandale.The matter was referred to the Planning &Zoning Commission. Bob Heddinger presented a petition to the city council requesting an.election to remove the control of the municipal utilities from the city council and place it in the hands of a 5-memaer utility board.Brian Redshaw was directed to canvass the signatures and determine if it was a valid petition. Moved by Scott,second by .Tan sma ,to receive and file the petition as of'this date.Carried 5 to O. Doug Brickert of Hunter Insurance Agency discussed a change in the workman's compensation law which was effective July 1,1982.The law has changed the weekly benefit amount for volunteer firemen on total disability from $500.00 per week for $379.00 per week, Councilman Jansma raised a point of order regarding a bill presentation at the 2nd regular meeting of the month.He indicated that the intention was to consider bills on the first Tuesday and policy on the 3rd Tuesday of the month. Councilman Scott introduced an Ordinance entitled:"Ordinance 2019-- AN ORDINANCE TO AMEND CHAPTER 202,"lAUKEE,MUNICIPAL CODE,Gas Rates,by decreasing the amount of the Interruptible (Rate 2) from $.26 per CCF to $.25 per CGFo". BE IT ORDAINED by the.Co.unciLo£.the.City of .Iaukee: Section 1.Section 202.1 of Chapter 202 Waukee Municipal Code,Gas Rates,is hereby amended by deleting therefrom in the Monthly Rate schedule relating to interruptible service, the amount of $.26 per CCF and inserting in lieu thereof "$.25 per CCF"to that the ordinance is amended to read as follows: Interruptible (Rate 2)$.25 per CCF. City Attorney,Paul Huscher,presented the council with franchise ordinance for Northwestern Bell Telephone Co. proposal will be considered at the December 7 meeting. Gordon Christianson suggested the formation of a 3 man committee to locate a buyer for the natural gas system and also to discuss the use of the proceeds from the sale itself.Various councilmen spoke for and against the proposal. a proposed The George Kramer,former Waukee mayor,spoke against the idea.He described the circumstances and difficulties surrounding the acquisition of the system. Councilman Erwin Jansma amended Christianson's proposal to include 2 citizens along with 3 councilmen on this committee. The Mayor appointed Christianson,Jansma,Oetting and George Kramer to this committee with a 5th member to be appointed later. The formation of a park board was discussed by the council.The Mayor appointed Erwin Jansma,Barbara Chapman and Wade Motsinger to a park committee. A blue print of a proposed gable roof for City Hall was presented to the City Council by Bob Christianson of Christianson Homes,Ltd. Brian Redshaw advised the Coun~il that a copy of this blue print had been delivered to Jerry Wright (adjacent property owner)and that a decision from him would be forthcoming next week. The creation of a rust damage fund was discussed by the City Council. They indicated that the reaction of the majority of the responding citizens had been negative concerning this idea regardless of the monthly charge.Janice Jordan was advised that her claim was an insurance matter and that it would not be considered by the City Council. The Mayor made the following proclamation: MAYOR'S SNOW PROCLAl1ATION Parking will be prohibited on city streets during periods of heavy snowfall from November 1,1982 thru April 1,1983 to allow for snow removal.Periods of emergency will be broadcast over WHO radio (1040 AM). Brian J Redshaw presented the Administrator's report.He advised them of an upcoming budget workshop on the afternoon of November 29th.He also indicated that Tuesday meetings were causing conflicts with various library activities.The council chose to continue meeting on the 1st and 3rd Tuesdays at 7:30 p.m. Moved by Jansma,second by Scott,to adjourn at 10:58 p.m. Carried 5 to O.
