M Erwin Jansma,the city council representative for the FY 83-84
Fire Protection agreement,reported on the meeting held with the
township trustees on November 23,1982.It was agreed by the
council members that the po,,!itionof $.28 per thousand dollars
valuation should be held firm.The next meeting with the trustees
will be held next Tuesday,December 14,1982 at 7:30 p.m.
Moved by Christianson,second by Scott,to purchase a Hurst
extrication tool in the amount of $3850.00.Carried 5 to O.
Moved by Jansma,second by Christianson,to direct the City Clerk
to prepare a budget amendment in this amount to be presented at
the December 21 regular council meeting.Carried 5 to O.
A letter from Officer Richard Harney was presented to the Council
by the City Administrator.
Moved by Rees,second by Scott,to approve a $7?00 per month
salary increase for Officer Harney.Carried 4 to 1--Christianson
voting No.
Mayor Joseph Neubauer advised the council that he was vetoing this
measure.The Mayor indicated that the reason for this veto was
the fact that the City was covering the cost of Officer Harney's
academy training and that this would give him additional career
mobility.The council has 30 days to attempt to override his veto.
Moved by Christianson,second by Oetting,to allow Officer
8 hours "c"time for both Columbus Day and Veteran's Day.

Moved by Oetting,second by Christianson,to pay Harney for extra
hours worked on weekends during his academy training.Motion failedoto5.

The council indicated that it was their desire for Officer Harney
to fulfill the representation that he made when he was hired which
was to move within the city limits of Waukee.

21,1982
The December 21,1982 regular city Council meeting was called to
order at 7:37.p.m.by Mayor Joseph A.Neubauer.Brian J.Redshaw
was present and taking minutes.A roll call was'~aken and the
following named councilmen were present:Jansma,Oetting,Scott,
Rees,and Christianson.
The following guests were also present:Kenneth Stife1,Paul R.
Huscher,Ben Phillips,Cecil Reynolds,Bob Applegate,Jack Prewitt,
Ken Hopper,Doug Brickert,Roger Buffinp,;ton,Ray Clark,Beth Dalbey,
Chet Chedester,and Jane Brmvu.
Moved by Jansma,second by Scott,to approve the minutes of December
7,1982 as presented.Carried 5 to O.
Jane Brown,president of the Library Board,formally expressed her
appreciation to the city Council for allowing the library to be
open on Tuesday evenings from 6:30 to 8:30.She referenced various
statistics ,vhich indicate that this policy has improved circulation.
Doug Brickert of Hunter Insurance Agency discussed a volunteer

firemen's accident policy with the city Council.He listed the
costs associated with the various options.Brickert will get
information on workman's compensation benefits and get back to
the Council in January.
Cecil Reynolds,zoning administrator,spoke to the Council regarding
zoning administration policy.He discussed the possiblity of
raising the present $25.00 minimum value to $100.00 or $150.00.He
also recommended an exemption for metal sheds and buildings on skids.
He also questioned the requirements relating to garages constructed
at the trailer park.The city Council took these various recommend-
ations under advisement.
City Administrator,Brian Redshaw,described the process that he
used to select a computor system for municipal accounting and utility
billing.He recommended that the City purchase an IBM Datamaster
(system 23)at the state bid price of $12,872.00.'"':':--?--------
Moved by Jansma,second by Oetting,to approve the purchase of an
IBl1 Data1!laster,~_aL_the_costof $_12,872.00 plus shipping costs of
$188.00 with Feder.al Revenue Sharing funds.The Mayor called for
a roll call which resulted as follows:

An FY 82-83 budget amendment hearing was held as published in the
Dallas County News.

BE IT RESOLVED by the Cou~cil of the City of Waukee,Iowa:
Section 1.Following notice published December 16,1982,and the
public hearing held December 21,1982,the current budget (as
previously amended)is amended as set out herein and in the detail
by fund and activity that supports this resolution which was
consider at that hearing.

The Hayor declared the motion duly carried.
The Hayor appointed an FY 83-84 budget committee as follows:
Jansma,Oetting,and Scott.
The FY 83-84 FirecProtection agreement was discussed by representative,
M Erwin Jansma.He stated that there was some disagreement among
the townships regarding the assessment rate.
l10ved by Rees,second by Christianson,to advise participating
townships that FY 83-84 fire protection would be offered at a rate
of 28¢per thousand dollars valuation.Carried 5 to O.
The City Council reconsidered a motion to raise Officer Richard
Harney's salary by $75.00 per month which was vetoed by the Mayor
at the previous meeting.
Moved by Scott,second by Oetting,to increase Officer Harney's
salary by $75.00 per month retroactive to the end of his 12 month
probation.A roll call vote was taken as follows:

Due to the 2/3 requirement to override the Mayor's veto,the motion
failed.

move inside the City limits by January 15,1983 or be terminated.

Motion failed 2 to 3.
City Administrator,Brian Redshaw,advised the Council that a balance
of $10,751.79 still exists on an account with Kirkham,Michael,&Assoc.
for work done on the sewer system evaluation survey (SSES)and facility
J?lan.Of this amount,$3,784.68 is being withheld by the State and
~2,111.00 by the Federal government.1<0 action was taken at this time.
Kenneth Stifel appeared before the Council as half owner of a house
at 75 Bel-Aire Drive.The complaintant,Jack,Po:-ewitt,of 85 Bel-Aire
spoke to the Council regarding the health conditions of this abandoned
house.Mr Stifel indicated that the situation could be corrected
during JanUaDj.The Council gave him a deadline of January 18,1983,
to have the property cleaned up.He is to give the Council a status
report on January 4,1983.
Action on the City Hall roof was delayed until spring,1983.
Brian Redshaw advised the Council that ice problems had developed on
Corene Avenue due to drainage of sump pump and eavespout water into
the street.
Moved by Oetting,second by Jansma,to require the disconnection of
pipes draining eavespouts and sump pumps onto the City streets during
freezing season (10-1 to 4-1).Carried 5 to O.
Moved by Christianson,second by Rees,to adjourn at 10:34 p.m.

The January 4,1983 regular City Council meeting was called to
order at 7:30 p.m.by Mayor pro-tem Gordon Christianson.Brian
J.Redshaw was present and taking minutes.
A roll call was taken and all councilmen were present.The Mayor,
Joseph A Neubauer,was absent.
Moved by Scott,second by Rees,to approve the minutes of December
21,1982.Carried 4 to l--Rees voting No.
Guests at this meeting were:Kenneth Stifel,Ben Phillips,Tamie
and Ken Hopper,Doug Brickert,Karen and Arnold Laurens,and Chet
Chedester.
Kenneth Stifel gave a status report to the Council regarding the
clean-up operation at 75 Bel-Aire Drive.He indicated that the
basement windows had been sealed and that a firm has been hired
to clean up the house.
Doug Brickert of Hunter Insurance Agency spoke to the City Council
regarding workman compensation benefits.With the present benefits,
the Council decided not to make any changes at this time.
