Moved by Rees,second by Christianson,to require Officer Harney to move inside the City limits by January 15,1983 or be terminated. A roll call vote was taken as follows: Ayes: Nays: Christianson,Rees Jansma,Oetting,Scott Motion failed 2 to 3. City Administrator,Brian Redshaw,advised the Council that a balance of $10,751.79 still exists on an account with Kirkham,Michael,&Assoc. for work done on the sewer system evaluation survey (SSES)and facility J?lan.Of this amount,$3,784.68 is being withheld by the State and ~2,111.00 by the Federal government.1<0 action was taken at this time. Kenneth Stifel appeared before the Council as half owner of a house at 75 Bel-Aire Drive.The complaintant,Jack,Po:-ewitt,of 85 Bel-Aire spoke to the Council regarding the health conditions of this abandoned house.Mr Stifel indicated that the situation could be corrected during JanUaDj.The Council gave him a deadline of January 18,1983, to have the property cleaned up.He is to give the Council a status report on January 4,1983. Action on the City Hall roof was delayed until spring,1983. Brian Redshaw advised the Council that ice problems had developed on Corene Avenue due to drainage of sump pump and eavespout water into the street. Moved by Oetting,second by Jansma,to require the disconnection of pipes draining eavespouts and sump pumps onto the City streets during freezing season (10-1 to 4-1).Carried 5 to O. Moved by Christianson,second by Rees,to adjourn at 10:34 p.m. Carried 5 to O. Meeting adjourned. anuary 4,1983 The January 4,1983 regular City Council meeting was called to order at 7:30 p.m.by Mayor pro-tem Gordon Christianson.Brian J.Redshaw was present and taking minutes. A roll call was taken and all councilmen were present.The Mayor, Joseph A Neubauer,was absent. Moved by Scott,second by Rees,to approve the minutes of December 21,1982.Carried 4 to l--Rees voting No. Guests at this meeting were:Kenneth Stifel,Ben Phillips,Tamie and Ken Hopper,Doug Brickert,Karen and Arnold Laurens,and Chet Chedester. Kenneth Stifel gave a status report to the Council regarding the clean-up operation at 75 Bel-Aire Drive.He indicated that the basement windows had been sealed and that a firm has been hired to clean up the house. Doug Brickert of Hunter Insurance Agency spoke to the City Council regarding workman compensation benefits.With the present benefits, the Council decided not to make any changes at this time. Moved by Scott,second by Jansma,to rehire all the present City employees.Carried 4 to l--Rees voting No. Gordon Christianson presented a letter from the Wauk~e Recreation Association Inc.regarding building permit fees and the park budget. Moved by Jansma,second by Rees,to pay Bud Gray Construction $2000.00 for the storm sewer apron repair as contracted as soon as the proper approval has been secured from Snyder &Associates.Carried 5 to O. Moved by Jansma,second by Oetting,to adjourn at 9:28 p.m.Carried 5 to O. adjourned. M
