Moved by Christianson,second by Scott,to award $400.00 to the Waukee
Firemen's Association.Carried 5 to O.
The City Administrator presented proposals from American Bell and
Northwestern Bell regarding the renovation of the City's telephone
system.
Moved by Jansma,second by Rees,to instruct the City Clerk/Administrator
to revise the existing system as per the Northwestern Bell proposal.
Carried 4 to 07-0etting abstaining.
Brian J.Redshaw presented the Administrator's report.He advised the
Council that a complaint had been received concerning the activities
of juveniles in the alley between Maple and Walnut Streets which is
west of 8th Street.The complaintant had requested that the alley
be blocked and that they would perform the necessary construction.
The advise from the Council was that the Clerk be instructed to have
NO THRU TRAFFIC signs erected on both ends of the alley in question
and that the Police Chief direct the Department to maintain adequate
surveillance of the area.
Mayor pro tern,Gordon Christianson,.made the following proclamation:
Whereas,hundreds of successful human corneal transplants
have been performed in Iowa,~estoring the priceless Gift
of Sight;
and_JiTh.ereas,this great wo nk was.made po s sLb Le in great
part by the Iowa Lions Eye Bank and the bequest gifts of
many persons who directed that their eyes be used for
restoring sight to others after their death;and whereas,
it is fitting we should re~ognize this grea~understanding
and need for provided a means of enabling it to help
other,therefore s,I proclaim March Eye Donor Hon t h in Iowa
and commend this observance to our citizens.

Meeting
15,1983
The February 15,1983 regular City Council meeting was called to order
at 7:00 p.m.by Mayor Joseph A Neubauer.Brian J.Redshaw was present
and taking minutes.Other staff present:Roger Buffington,Roger
Anderson,Larry Phillips,and Hannah Weil.Rick Huscher arrived
later in the meeting.
A roll call was taken and the following named councilmen were present:
Oetting,Rees,and Christianson.Absent:Scott and Jansma.
The following guests were present:Remo Nizzi,David Reed,Jim Thompson,
Bob Reddinger,Beth Dalbey,Ben Phillips,Don Henson,and Bob Applegate.
Moved by Oetting,second by Christianson,to approve the minutes of
February 1 as presented.Carried 3 to O.
A Proposed Use hearing for Federal General Revenue Sharing funds on
hand or to be received in the amount of $25,000.00 was held as published
in the Dallas County News.
Curtis Scott arrived at 7:18 p.m.
Moved by Christianson,to purchase a police car from the FY 82-83 :budget.
Motion died for lack of a second.

The Mayor asked for comments from the audience concerning the
expenditure of Federal Revenue Sharing funds in the FY 83-84 budget.
No written comments had been received by the City Clerk.
Hannah Weil spoke in support of an allocation for the Congregate
Meal Site.Remo Nizzi questioned the earmarking of FRS funds
in prior fiscal years.Jim Thompson spoke about a Senior Citizens
center.
Councilman Rees spoke against the maintenance department proposal
for purchasing a $2510.00 Flail mower and a $8194.00 Turf Cat mower.
Councilman Christianson said that the Park had looked good last
year and that the snow removal,so far this year,had been excellent.
Moved by Rees,second by Christianson,to purchase the following
items from FY 83-84 Federal General Revenue Sharing funds:
Push mower $
Playground equipment
Pressure washer
D C welder
Trailer
Exhaust fan
Garage door
Cub Lo-Boy repair

Sharing funds in FY 83-84 for street repair,and 3)to include the
above items in the FY 83-84 budget under the following Program

A proposed FY 83-84 budget was presented to the City Council by
the City Administrator.This document was a result of a series of
meetings between h~m and the.City Council Budget Committee •.
Moved by Oetting,second by Christianson,to hold'a hearing on
the proposed FY 83-84 budget on March 1,1983 at 7:00 p.m.and
publish the same in the Dallas County News.This total budget
amounts to $1,210,035.00.Motion carried 4 to O.
Moved by Rees,second by Scott,to hold a Proposed Use hearing for
Federal General Revenue Sharing funds in the amount of $36,000.00
as amended on March 1,1983 at 7:00 p.m.Motion carried 4 to O.
Brian J.Redshaw presented the Administrator's report.
The Mayor appointed Councilman Scott,Rees,and Christianson to
a "II/ageCommittee to determine salaries for FY 83-84.
No action was taken on the Planning &Zoning vacancies due to no
applications being received.
Action on Ordinance ff2021 "An Ordinance to Amend Chapter 301"was
deferred until the next meeting due to time constraints.
Action on taking bids for the Cub La-boy was tabled.

Councilman Christianson spoke to the Council regarding a $75.00 per
month increase for Officer Rick Harney.Councilman Oetting requested
that feedback be obtained from Chief Phillips before any action be
taken on the ma t t er ,.
Moved by Oetting,second by Scott,to adjourn at 9:30 p.m.Carried
4 to O.
Meeting adjourned.
