The Council indicated support for the continuance of the Summer ice cream socials in Waukee. The Mayor appointed Merle Rees as chairman of the Wage Committee. Moved by Jansma,second by Scott,to adjourn at 11:12 p.m.Carried 3 to 1. Christianson voting no. Meeting adjoarned. was called to order Brian ,T Redshaw, minutes. A roll call was ta.ken and the following named councilmen were present: Jansma,Oetting,Scott,and Rees.Absent:Christianson. Guests present were:Bob Applegate,Robert Herrick,Ben Phillips, Roger L Buffington,Terry Jilek,Robert W Anderson,Robert W Anderson Jr,Remo Nizzi,Mable Loschen,Florence Griffith,Frank Hoifeldt, Lovell Richards,Dennis L Richards,Beth Dalbey,Bob Heddinger, Karen Laurens,Ron Forgy,Arnold Laurens,John Shoeman,Kevin Tritz, Jim Higgs,Mark Casey,and Tamie Hopper. Moved by Jansma,second by Scott,to expunge the motion made on April 5 approving the minutes of March 15.Carried 4 to O.Moved by Jansma, second by Scott,to approve the March 15 minutes deleting the following motion:"Moved by Scott second by Oetting,to appoint Thomas Demand for a 6 year term to the Waukee Planning &Zoning Commission.Carried 5 to 0"and inserting in lieu thereof "Moved by Scott,second by Oetting, to appoint Thomas Demand for a 5 year term to the Waukee Planning & Zoning Commission.Carried 5 to 0."Motion carried 4 to O. Moved by Scott,second by Jansma,to approve the minutes of April 5 as presented.Carried 4 to O. Frank Hoifeldt,chairman of the Waukee Planning &Zoning Commission, presented 8 proposed revisions to the Waukee Zoning Ordinance as well as an application and check list form for plats. The second guest on the agenda,Ben Herr,was unable to attend the meeting. Mable Loschen of 635 Kaylin Dr.spoke to the Council regarding the surface water drainage in front of her property.The Mayor requested that the City engineer,Roger Buffington,check the situation out and report back to the Council. Action on the bid letting for the painting of the ::OOM ground storage tank was deferred until a later point in the meeting to allow for the tabulation of the bids. Robe nt;Herrick ,:.'one ·ofthe applicants for the part time meter .,reader/ maintenance person,requested that a closed session be held for the interviews.lfuved by Rees,second by Jansma,to hold a closed session on this matter.Carried 4 to O.Action on this matter was deferred until a later point in the meeting to allow for the arrival of legal counsel. ~Solid waste alternatives were discussed by the City Council.All the licensed commercial haulers in Waukee had been invited to this 143 April 19--cont meeting to indicate their ideas concerning the disposal of solid waste.X Indications are that the South Dallas County Landfill will be completed and closed in July of 1984. The Mayor appointed Go:cdon Christianson as chairman of a Solid Waste Committee with the other members to be Larry Oetting and Merle Rees. Brian Redshaw indicated that there have been some problems with the quality of the lagoon testing by the present firm.He suggested either purchasing the equipment for in-house testing or retaining the services of Minnesota Valley Testing in Nevada,Iowa.The Council indicated that they desired to remain with the present firm. Brian Redshaw indicated that he had done reference checks on both Kirkham,Michael &Assoc.and Frank Hoblick &Assoc.with regard to an appraisal of the natural gas system.His recormnendation was to retain the firm of Frank Hoblick &Assoc.because of his experience. Moved by Scott,second by Rees,to retain Frank Hoblick &Assoc.to do an appraisal of Waukee Municipal Gas for a fee of $2200.00.Carried 4 to O. The tr,ayorvetoed this measure feeling that Snyder &Assoc.was capable of perfoTIaing the same task. Moved by Oetting,second by Rees,to retain Frank Hoblick &Assoc.to do an appraisal of Waukee Municipal Gas for a fee of $2200.00.Carried 4 to O.The necessary 2j3majority was achieved to override the Mayor's veto. Paul E Huscher arrived at 9:13 p.m. Moved by Jansma,second by Oetting,to Slurrycote the streets as outlined the April 14 letter from Snyder &Assoc.and hold a hearing and bid letting on the project on May 17 at 7:30 p.m.with the notice to be published in the Dallas County News.Carried 4to O. Various options regarding the re-roofing of City Hall were discussed by the City Council.Ron Forgy of Winterset,Iowa,spoke to the Council regarding the installation of 'Rapid Roof',which is a Conklin product. Brian Redshaw indicated that his preference was the installation of a Carlisle roof membrane.The City Council directed the City Administrator to contact a couple of tuck-pointing firms and make a joint decision with the Mayor on a selection. A Hearing and Bid Letting for the painting of the 200M ground storage tank was held as published in the Dallas County News.The following bids were received and opened: Baburek Metal Preserving Co Braco Ltd. David Reed and Robert Herrick were interviewed. by matter Motion Moved by Rees,second by Jansma,to hire David Reed on a part time basis for $5.00 per hour for a maximum of 39 hours per week.Carried 4 to O. Moved by Scott,second by Jansma,to pay Opal Clark $25.00 per month for janitor services at the congregate meal site from Federal Revenue Sharing funds-effective July 1,1983.Carried 4 to O. Meeting adjourned. j May 3,U83 The May 3 regular City Council meeting was called to order at 7:37 p.m C.D.T.by Mayor Joseph A Neubauer.Brian J.Redshaw,Clerk/Administrator was present and taking minutes. A roll call was taken and the following named councilmen were present: Oetting,Scott,Rees,and Christianson.Absent:Jansma. The following guests and staff were also present:Ron Olson,Karen Laurens,R M Forgy,Arnold Laurens,Larry Stanley,Dwight Keller. Moved by Scott,second by Oetting,to approve the April 19 minutes as presented.-Carried 3 to O--Christianson abstaining. Larry St an Ley of L &K Gunsmithing was not present at this time.The City Clerk advised the Council that the matter concerned littering on Highway 6 in the vicinity of Mr Stanley's busineRs at 4th &Highway 6.He advised the Council that he had contacted Mr Donald Shaw of D.O.T.,and they would be posting signs per their specifications. Ron Olson of Olson Bros.Sinclair spoke to the Council regarding the purchase of a stub section of 7th Street immediately adjacent to Highway 6.The Council advised him to work with the City Clerk in producing the necessary documentation for presentation at the next meeting.
