Sharing funds-effective July 1,1983.Carried 4 to O.

The May 3 regular City Council meeting was called to order at 7:37 p.m
C.D.T.by Mayor Joseph A Neubauer.Brian J.Redshaw,Clerk/Administrator
was present and taking minutes.
A roll call was taken and the following named councilmen were present:
Oetting,Scott,Rees,and Christianson.Absent:Jansma.
The following guests and staff were also present:Ron Olson,Karen
Laurens,R M Forgy,Arnold Laurens,Larry Stanley,Dwight Keller.
Moved by Scott,second by Oetting,to approve the April 19 minutes
as presented.-Carried 3 to O--Christianson abstaining.
Larry St an Ley of L &K Gunsmithing was not present at this time.The
City Clerk advised the Council that the matter concerned littering
on Highway 6 in the vicinity of Mr Stanley's busineRs at 4th &Highway
6.He advised the Council that he had contacted Mr Donald Shaw of
D.O.T.,and they would be posting signs per their specifications.
Ron Olson of Olson Bros.Sinclair spoke to the Council regarding the
purchase of a stub section of 7th Street immediately adjacent to
Highway 6.The Council advised him to work with the City Clerk in
producing the necessary documentation for presentation at the next
meeting.

The bid letting on the painting of the 200M ground storage tank was
discuss~d by the City Council.Roger L Buffington,City Engineer,
recommended that the contract be awarded to J R Stetzler Co.of
Lincoln,Nebraska.He had checked the references of the 3 lowest
bidders,all 3 were acceptable in his estimation,so he recommend-
ed that the contract be awarded to the lowest bidder.Due to the
small difference in costs,Buffington recommended that the base bid
with alternate #1 be accepted.
Moved by Christianson,second by Rees,to award the contract to
J R Stetzler Co of Lincoln,Nebraska in the amount of $12,089.00
to include the base bid with alternate #1 for the painting of the
200M ground sto~age tank.Carried 4 to O.
A discussion concerning the re-roofing of City Hall was held.
Various alternatives were considered among which were "Rapid Roof",
"Carlisle Roof Membrane",and various other built-up roofs.The
City Admi.nLs t ra to'r advised the Council that his preference remained
with the "Carlisle Roof Membrane"to be installed by Western Water-
proofing.
Moved by Scott,second by Christianson,to accept the bid from
Western Waterproofing in the amount of $7407.00 for the installation
of a "Carlisle System A Roof Membrane"for City Hall.Carried 3 to 1--
Rees voting No.
The City Administrator presented an agreement £rom::'the:"AnimalRescue
League for the collection and disposal of stray dogs for the City
of Waukee.
Moved by Oetting,second by Christianson,to approve the agreement

A proposed FY 82-83 budget amendment was presented by the City Administrator.
The proposal would transfer $3000.00 from the Home &Community
Environment program as well as $2500.00 from the Policy &Adminietra-
tion program and transfer $4500.00 of these funds into the Community
Protection program and $1000.00 into the Human Development program.
These transfers were necessary due to !increased operating <co'sts for
the police,fire,street lighting,and park departments.
Moved by Oetting,second by Scott,to approve the proposed FY 82-83
budget amendment and publish a notice of public hearing in the Dallas
County News for a hearing to be held on May 17,1983 at 7:30 p.m.
Carried 4 to o.
Larry Stanley of L &K Gunsmithing spoke to the Council at this time.
He indictated that he felt tickets should be issued to people caught
littering on Highway 6.The Council directed the City Administrator
td talk to the Police Chief concerning the enforcement of the State
law against littering.I
Brian J.Redshaw,City Clerk/Administrator,presented the Administrator's
report.He indicated thai:2 vacancies now exist an the Planning &
Zoning Commission.Mr Dan Moore had verbally informed him of his
resignation effective May 2,1983.Redshaw indicated no applications
had been received for these positions.
Redshaw also advised the Council that 2 vacancies exist on the Waukee
Library Board.He said that he would discuss the matter with Jane
Brown,president of the Waukee Library Board,and attempt to put the
item on the agenda for the May 17th meeting as applications have been
received.
Moved by Christianson,second by Oetting,to send a letter to James
Potter of Chicago,Illinois giving him 30 days to clean up'his property at
405 Laurel St.or the Council would contract to have the work done and
the bill would be put on his taxes.Carried 4 to O.
Moved ,by Oetting,second by Scott,to send Mr Redshaw to Municipal
Clerk;s Institute,session III,at Iowa State University from July 10
to July 15.Carried 4 to O.
Moved by Christianson,second by Oetting,to send Mayor Joseph Neubauer
and Mr Redshaw,to a customer utility seminar sponsored by Northern
Natural Gas from June 22 to 24,Carried 4 to O.
Moved by Oetting,second by Christianson,to adjourn at 9:22 p.m,
