The proposal would transfer $3000.00 from the Home &Community Environment program as well as $2500.00 from the Policy &Adminietra- tion program and transfer $4500.00 of these funds into the Community Protection program and $1000.00 into the Human Development program. These transfers were necessary due to !increased operating <co'sts for the police,fire,street lighting,and park departments. Moved by Oetting,second by Scott,to approve the proposed FY 82-83 budget amendment and publish a notice of public hearing in the Dallas County News for a hearing to be held on May 17,1983 at 7:30 p.m. Carried 4 to o. Larry Stanley of L &K Gunsmithing spoke to the Council at this time. He indictated that he felt tickets should be issued to people caught littering on Highway 6.The Council directed the City Administrator td talk to the Police Chief concerning the enforcement of the State law against littering.I Brian J.Redshaw,City Clerk/Administrator,presented the Administrator's report.He indicated thai:2 vacancies now exist an the Planning & Zoning Commission.Mr Dan Moore had verbally informed him of his resignation effective May 2,1983.Redshaw indicated no applications had been received for these positions. Redshaw also advised the Council that 2 vacancies exist on the Waukee Library Board.He said that he would discuss the matter with Jane Brown,president of the Waukee Library Board,and attempt to put the item on the agenda for the May 17th meeting as applications have been received. Moved by Christianson,second by Oetting,to send a letter to James Potter of Chicago,Illinois giving him 30 days to clean up'his property at 405 Laurel St.or the Council would contract to have the work done and the bill would be put on his taxes.Carried 4 to O. Moved ,by Oetting,second by Scott,to send Mr Redshaw to Municipal Clerk;s Institute,session III,at Iowa State University from July 10 to July 15.Carried 4 to O. Moved by Christianson,second by Oetting,to send Mayor Joseph Neubauer and Mr Redshaw,to a customer utility seminar sponsored by Northern Natural Gas from June 22 to 24,Carried 4 to O. May 17.1983 The May 17,1983 regular City Council meeting was called to order at 7:39 pm C.D.T.by Mayor Joseph A.Neubauer.Brian J.Redshaw,City Clerk/Administrator was present and taking minutes. A roll call was taken and the following named councilmen were present: Christianson,Jansma,Oetting,Rees and Scott. The following guests and staff were present:Ron Olson,Ben Phillips, Tom Darnold,Beth Dalbey,Terry Jilek,Bob Applegate,Richard Applegate, Roger Buffington,Snyder &Assoc.and Paul E.Huscher,attorney. Moved by Scott,second by Christianson to approve the May 3,1983 minutes. Carried 5 to O. May 17 ...Con't Jane Brown,president of the Waukee for 3 openings on the Board.Moved appoint Cindy Prigge,Linda Tigges, Library Board for three year terms. Library Board,presented applications by Oetting,second by Scott,to and Robin Michaelson to the Waukee Carried 5 to O. Ron Olson of Olson Brothers presented a formal petition for the purchase of a section of the 7th Street right of way immediately adjacent to Highway 6.Mr.Olson had previously discussed the matter informally with the Council at the May 3 meeting.H Moved by Scott,second by Christianson,to publish the following notice in the Dallas County News, PUBLIC NOTICE NOTICE OF HEARING NOTICE OF HEARING ON PROPOSED SALE OF PUBLIC PROPERTY--- Notice is hereby given that the Council of the Municipality of Waukee in Dallas County,Iowa,will meet at the City Hall in said Municipality on the 7th day of June,1983,at 7:30 o'clock P.M.,at which time and place any person may appear and file objections,pro or con,to the proposed sale of public property to Ron Olson and H.Mac Olson,d/b/a Olson Brothers Service,tnc.,for $25.00 cash.Written objections filed with the City Clerk will be heard at this time as well as any oral objection The proposal will be acted upon by the Council at that time,or at such later time as then may be fixed. The legal description of the public property for sale is as follows: "Commencing at the NW Corner of Lot 8,Block 1,in·Ferree's Addition to the City of Waukee,Dallas County,Iowa,thence North 100 feet,thence East 60 feet,thence South 100 feet, thence West 60 feet,to the point of beginning." The Council hereby reserves the right to reject any or all bids,to waive formalities and irregularities and to enter into such contracts as it may deem to be for the best interests of the municipality. City Administrator,Brian Redshaw,indicated a need to expand Hannah Weil's hours from the present 5 hours per day to 7 hours per day. He said that the extra hours would be used as additional library staff time.Increased summer library circulation was also cited. Moved by Scott,second by Rees to expand Hannah Weil's daily hours from 5 to 7 for the 13 week period from June thru August.Carried 5 to O. A public hearing on the proposed FY 82-83 budget amendment was held as published in the Dallas County News.The Mayor asked for any questions or objections to the proposed budget amendment.No oral or written objections were received. A PUBLIC HEARING ON PROPOSED PLANS AND SPECIFICATIONS,PROPOSED FORM OF CONTRACT AND ESTIMATE OF COST FOR THE CONSTRUCTION OF WAUKEE - 1983 STREET PROGRAM IN TIlE CITY OF WAUKEE,IOWA AND THE TAKING OF BIDS FOR SUCH CONSTRUCTION was held as published in the Dallas County News. Mayor Joseph A.Neubauer presided over the hearing."It is now the time and place to receive bids for the proposed Waukee -1983 Street Program and to offer any interested person the opp0rtunity to be heard regarding the plans,speciifications,forra of contract or the cost of the project." Christianson voting No. The various options regarding the maintenance of the City's Data Master computer system were discussed by the City Council. Moved by Christianson,second by Oetting,to enter into an IBM maintenance agreement at a cost of $216.60 per month.A roll call was taken as follows:Ayes --Jansma,Oetting and Christianson. Nays --Scott. Abstain --Rees. Motion carried 3 to 1. Moved by Christianson,second by Scott,to approve the purchase of fireworks from Rich Brothers in the amount of $1,989.40 for the 1983 display.Carried 5 to O. Moved by Christianson,second by Rees,to authorize the Mayor and City Administrator to enter into contract with J.R.Stelzer &Co.on behalf of the City of Waukee for the painting of the 200M Ground storage tank.Carried 5 to O. The June 7,1983 regular City Council meeting was called to order at 7:32 p.m.by Mayor Joseph A Neubauer.Brian J Redshaw,City Clerk/Administrator was present and taking minutes. A roll call was taken and the following named councilmen were present: Rees,Jansma,Scott,Oetting,and Christianson.Absent:None recorded. The following guests were also present:David Reed,Scott Thomas,Earl Stone,Harry Jones,Ben Phillips,Mark Casey,Terry Jilek,Bob Applegate, Ron Olson,Virginia Oetting,Chet Chedester,Dena Forret,Debbie Cox, Beth Dalbey,Diana Erickson,Roger Anderson,Bob Heddinger,Dick Applegate, Brick Volkmer,Art Spencer,Nick Gruber,Jerry A Wright,Dwight Keller, H H Morris,Dale &Muriel Boone. Virginia Oetting,Captain of the First Responders,appeared before the City Council in reference to an Appreciation dinner for the First Responders Moved by Scott,second by Christianson,to award $400.00 to the First Responders in appreciation for their services to the City of Waukee. Carried 5 to O. Bob Applegate,Fire Chief,presented a letter to the City Council which was drafted in a committee meeting with himself,Police Chief,City Administrator,and Captain of First Responders. Moved by Scott,second by Jansma,to adopt the following as policy for .the City of Waukee in reference to the sounding of tornado sirens: "If a tornado warning has been issued for Dallas County,the Dallas County dispatcher will page the Fire Department for storm spotters. Stormspotters will take up the appropriate positions."
