HomeMy WebLinkAbout1983-07-05-Regular Minutes154 July 5,1983 The July 5 regular City Council meeting was called to order at 7:33 p.m.C.D.T.by Mayor Joseph A Neubauer.Brian J.Redshaw,City Clerk/ Administrator,was present and taking minutes. A roll call was taken and the following named councilmen were present: Jansma,Oetting,Scott,Christianson,Rees.Absent:None recorded. The following guests and staff were also present:Ron Weaver,David Reed,Joe Rankin,Elinor Rankin,Frank Hoifeldt,Hugh McElvogue,Wayne Slager,John Sellmayer,Dennis Snyder,Tom Darnold,Joe Stork,Terry Jilek,Kenn Spahr,Diane Spahr,Beth Dalbey,Jerry Alt,Barry Bishop, Jim Berner,S R Grubb,John W Grubb,Ken &Tamie Hopper,S D Redlinger, Rick Huscher,and Paul Huscher. Moved by Christianson,second by Rees,to approve the minutes of June 20,1983 as presented.Carried 5 to O. Joe Rankin of RR l--Lot 778 spoke to the City Council regarding Section 301.15 of the Waukee Municipal Code which prohibits the construction of any structure within 25 feet of any trailer.Mr Rankin had requested a building permit for the construction of a 12 X 22 garage,which would lie 137,feet from his trailer as well as ftom his neighbors'. The City Council indicated that his only recourse would be to apply for a variance from the Board of Adjustment.An amendment to the zoning ordinance,revising the 25 foot limitation,will be drafted by legal counsel and considered by the City Council at its July 19 regular meeting at 7:30 p.m. John Seemayer of Waste Management Inc.,of Iowa spoke to the City ~Council regarding a solid waste residential hauling contract.No action was taken on this item. John &Steve Grubb spoke to the City Council regarding a development on their property,which lies southwest of 8th &Cherry Streets. Their attorney,Jerry Alt,spoke to the Council regarding zoning restrictions pertaining to the R-4 district.Barry Bishop and Jim Berner of Bishop Engineering addressed the Council on issues pertaining to the construction of the above referenced plat. Moved by Christianson,second by Oetting,to table discussion on the proposed development.A roll call vote was taken as follows: Ayes: Nays: Oetting and Christianson Jansma,Scott and Rees Motion failed 2 to 3. Further discussion ensued,and the City Council directed the City Attorney to draft a zoning ordinance amendment for presentation at the next regular meeting.This amendment would include an allowance for a R-4 disurict to be used as either R-l or R-2 with the stipulation being that if one single family dwelling was built,all lots must be developed in the same manner to prevent a mixing of single family dwellings with condominiums and row houses.. Since the June 30th statements were not available at this time, Councilman Jansma indicated his preference for delaying action on the June treasurer's report to allow for the inclusion of this information.The City Council took no action on the treasurer's report. That a 2¢per hour for each year serve~l.l·ongevity pay be given starting on the date hire,but not to be paid until after 2 years of service on the employee's anniversary date.This should be added to handbook. That each full time employee be given a $700.00 per year raise with the exception of Ken Hopper,who should receive a $500.00 year raise.This is,in no way,to reflect on Officer Ken Hopper's service,but rather to the fact that he makes $1493.00 more than the other officers after the raise and $1723.76 less than the Chief while the other officers will receive $3216.72 less than the Chief. This should help to bring wages more into line. Hannah Weil be given a 30¢per hour raise.All other part-time employees will be left at present wage except for David Reed,who will be given a 25¢per hour increase. Starting salary will be raised to $13,500.00. Moved by Jansma second by Rees,to require the residence of all City employees to be within the City limits of Waukee after the successful completion of their one-year probation and th~t Roger.. Anderson and Richard Harney be required to establish resldence wlthln 60 days or face automatic termination.Motion.carried 3 to 2-- Christianson and Oetting voting No. Mosquito spraying was discussed by the City Council with direction being given to the City Administrator to have the City's fogger unit taken out of storage and determine the feasibility for its usage. Brian J.Redshaw presented the Administrator's report.He presented a report from Dwight Keller,City Health Officer,concerning a complaint received about the residence at 235 Bel-Aire Drive. He also presented copies of an engineering report on Waukee Municipal Gas from Frank Hoblick and Associates.Larry W Oetting,chairman of the gas committee,scheduled a meeting for Monday,July 11 at 7:00 p.m.to review this report.Redshaw indicated that Mr Hoblick would be attending the July 19 regular meeting at 7:30 p.m.to make a presentation and answer questions from the City Council and the gas committee. Moved by Christianson,second by Rees,to purchase a used John Deere 72"belly mower for $700.00 with the Woods RM59 Dixie Cutter to be used as a trade~The above would be purchased with Federal Revenue Sharing funds.Carried 5 to O. Moved by Rees,second by Oetting,to purchase a 20"Jacobsen commercial 2 cycle mower from Big Bear Turf Equipment for $470.00 out of Federal Revenue Sharing funds.Carried 5 toO. Tom Darnold of Snyder &Associates gave a report summarizing the 1983 Street program. Councilman Gordon Christianson expressed his appreciation for the ' fine job of setting off the fireworks display by the Waukee Volunteer Fire Department. Moved by Oetting,second by Christianson,to adjourn at 11:16 p.m. Carried 5 to O.-'-=='..::="Meeting adjourned.
