The October 4 regular City Council meeting was called to order at
7:32 p.m.C.D.T.by Mayor JosephA Neubauer.Brian J.Redshaw,
City Clerk/Administrator,was present and taking minutes.
A roll call was taken and the following named Councilmen were present:
Jansma,Scott,and Rees.Absent:Oetting and Christianson.
The following guests were also present:Betty Cossitt,Kim Thomas,
Craig Rothfolt,Jerry Alt,Mary Kay Hannam,Alan S Robinson,Barry
A Bishop,Ben Phillips,Hannah Weil,Rick Huscher,Paul E Huscher,

employees.A roll call was taken as follows:

Motion failed 2 to 2.
Attorney,Tom Hiland,representing Sugar Creek National Golf Course,
presented a proposed agreement for the use of effluent from the City's
treatment facility.
Moved by Jansma,second by Rees,to accept and approve the agreement
as modified by the City attorney.Carried 4 to O.
Due to the inavailability of the September b ankl .statements,the
September treasurer's report was not presented at this time.

John &Steve Grubb appeared before the Council requesting reconsideration
of an Ordinance allowing R-l or R-2 election:for an R-4 district.A
discussion ensued.
Moved by Jansma,second by Scott,to direct the City Clerk to publish
the following notice in the Dallas County News and mail the same to the
utility mailing list as directed by ordinance:
NOTICE
ZONING CHANGE HEARING FOR THE CITY OF WAUKEE,IOWA
The Waukee City Council will hold a public hearing on November 1,1983
at 7:30 p.m.,at the City Hall.·the purpose of this hearing is to
consider an amendment to the Zoning Ordinance by changing the following
described property from R-4 District to R-2 District:
"Beginning at the SW corner of the SW\of the NW\of
Section 33,Township 79 North,Range 26 West of the
5th P.M.,City of Waukee,Dallas County,Iowa;thence
N 000 00'00"Ealong the west line of the NW\of
..said Section 33,639.90 feet to the south line of
Cherry Street extended;thence,N 890 40'00"E along
the south line of Cherry Street extended,716.00 feet
to the east line of 8th Street;thence S 000 29'00"
E along the east line of 8th Street extended,638.22
feet to the south line of the NW\of said Section 33;
thence S 890 32'00"W along the south line of the

beginning.Said tract of land being subject to and

And to amend the Official Zoning Map and republish s.a i.d map to reflect
the current zoning in the City of Waukee,Dallas County,Iowa.

Roger L Buffington presented a copy of tme revised subdivision spec-
ifications to the City Council.
Moved by Jansma,second by Scott,to direct the City Clerk to post
the following notice in 3 public places as required by ordinance:

NOTICE OF PUBLIC HEARING
Notice is hereby given that the Council of the Municipality of Waukee,
Iowa,will meet at the City Hall in said l1unicipality of th 18th day
of October,1983,at 7:30 o'clock P.M.at which time and place any
person may appear and file objections,pro or con,to the following
proposed Ordinance:
AN ORDINANCE TO AtffiNDCHAPTER 303,WAUKEE,MUNICIPAL CODE,Land
Subdivision Regulations of the City of Waukee,Iowa,by providing for
the adoption by reference of certain standard construction specifica-
tions for construction in the City of Waukee,Iowa,relating-to the
construction of public improvements in public rights of way and util-
ities connected thereto,and establishing a procedure for the amend-
ment of said specifications.
BE IT ORDAINED by the Council of the City of Waukee:
Section 1.Chapter 303,Waukee l1unicipal Code,Land Subdivision
Regulation of the City of Waukee,Iowa,is hereby amended by adding
thereto ARTICLE -XV,as f o LLows :
Adoption of Standard Construction Specifications
303.190.The City of Waukee,Iowa,hereby adopts in
full the standard construction specifications for the
City of Waukee,Iowa,as proposed and recommended by
the City E"9ineer on the 4th day of October,1983.
These specifications shall apply to,govern and regu-
late the construction of all public improvements in
public rights of way within the City,and utilities
connected thereto.A copy of the specifications shall
remain on file at the Office of the City Clerk and
shall be available for inspection and copying.All
contractors and suppliers shall be charged with know-
ledge of its contents.
303.191.The City Engineer may,from time to time,
propose additions or changes to the specifications in
the form of amendments.All such amendments shall be
presented to the Council for examination and approval.
The Council may approve and adopt such amendments by
resolution.Following adoption by resolution,the
amendment shall be placed in the publication on file
with the City Clerk,and shall have the full force
and effect of law as of the date the amendments are
filed.
Section 2.Effective Date.This ordinance shall be in effect
after its final passqge,approval,and publication as required by law.
Copies of the proposed subdivision specifications are now on file in the
Office of the Clerk of Waukee,Iowa,and may be reviewed and examined
during regular business hours--8:00 p.m.to 5:00 p.m.Monday thru
Friday of each week.

Councilman Scott introduced an Ordinance entitled:
ORDINANCE NO.2024
&~ORDINANCE TO AlIEND CHAPTER 501,WAUKEE,MUNICIPAL CODE,
Regulation of Traffic upon the use of the Streets of Waukee,Iowa,
by establishing Cherry Street at 7th Street,and Corene Avenue at
2nd Street,as through streets in the City of Waukee,Iowa.
BE IT ORDAINED by the Council of the City of Waukee:
Section 1.Section 501.18 of Chapter 501 Waukee Municipal
Code,Regulation of Traffic upon the use of the Streets of Waukee,
Iowa,is amended by adding in Schedule A,Through Streets and
Stop Intersections,the following:

Cherry Street,from the west line of 6th
Street to the east line of 8th Street.
Corene Avenue from the west line of 1st
Street to the east line of 3rd Street.
Section 2.Effective Date.This ordinance shall be in effect
after its final passage,approval,and publication as required by law.
It was moved by Councilman Oetting,and seconded by Councilman Jansma,
that the Ordinance entitled:"Ordinance 1f2024"be now read by the
City Clerk.The Nayor put the question on the motion,and the roll
being called,the following named Councilmen voted:
Ayes:Jansma,Oetting,Scott,Rees
Nays:None recorded
Absent:Christianson
Whereupon,the Nayor declared the motion duly carried.
It was moved by Councilman Scott,and sernonded by Councilman Rees,
that the rule that an ordinance must be received and filed at two
meetings prior to the meeting when final action is taken or,if
published in summary,be received and file at one meeting prior to
the meeting of final action,be dispensed with.The Nayor put the
question on the motion,and the roll being passed,the following
namerl councilmen voted:
Ayes:Rees,Scott,Oetting,Jansma
Nays:None recorded
Absent:Christianson
Whereupon,the Nayor declared the motion duly carried.
It was moved by Councilman Oetting,and seconded by Councilman Jansma,
that the Ordinance entitled:"Ordinance #2024"be now put upon its
final passage and adoption.The Nayor put the question on the final
passage and adoption of said Ordinance,and the roll being called,
the following named Councilmen voted:
Ayes:Jansma,Oetting,Rees,Scott
Nays:None recorded
Absent:Christianson
Whereupon,the Nayor declared said Ordinance dule adopted and passed,
and signed his approval to said Ordinance.
Noved by Oetting,to install a stop sign at University Ave.and Ashworth
Drive on the northeast corner of the intersection.Notion died for lack
of second.
The City Administrator advised the Council that he had contacted D.O.T.
to determine whether the City or County had jurisdiction over this
intersection.He indicated that a traffic study was being conducted
and would be complete within 2 to 3 weeks.The Council decided to wait
until this study was completed before a final determination was made.
This item will be considered at the November 1 Council meeting.
A proposed dog impoundment ordinance was considered by the City Council.
A discussion was held concerning the pros and cons of the wording of
this ordinance.The City Administrator was directed to instruct the
police department to have dogs involved in biting incidents to be con-
fined to an area enclosed by a chain link fence or an enclosure during
the impoundment period.
Brian J.Redshaw presented the Administrator's report.He advised the
Council that he was doing some research on the installation of lightniBg
arrestors at City Hall,Fire Station,and the lagoon facilities.He
indicated that more information was necessary before a decision could
be made.
Noved by Scott,second by Rees,to adjourn at 10:18 p.m.Carried 4 to O.
