HomeMy WebLinkAbout1983-10-18-Regular Minutes172 ~ctober 18,1983 The October 18,1983 regular City Council meeting was called to order at 7:30 p.m.,C.D.T.by Mayor pro-tern Gordon Christianson. Brian J.Redshaw,City Clerk/Administrator,was present and taking minutes. A roll call was taken and the following named Councilmen were present:Jansma,Oetting,Scott,Christianson,and Rees.Absent: Mayor Neubauer. The following guests were also present:Gerry Rankin,Mark Gardiner, Ron Weaver,Walt Hinkson,Howard Wilson,Ray Nizzi,Art Spencer, Ben Phillfups,Jim Broderick,Ray Rinard,Dan Gardiner,Joseph Stork,Bob Heddinger,Roger Buffington,Beth Dalbey,Don Henson, Dick Applegate,Terry Jilek,and Francis Weil. Moved by Jansma,second by Scott,to approve the minutes of October 4,1983.Carried 4 to l~-Rees voting No. Ron Weaver,manager of the Midwest Mobile Home Park,presented an application for the renewal of the mobile home park license for 1984 (January 1 thru December 31). Moved by Rees,second by Oetting,to approve the 1984 Mobile Home Park license for the Midwest Mobile Home Park.Carried 5 to O. Gerry D Rankin of Gardiner &Co"P.C.presented the results of the FY 82-83 financial audit.Also representing the firm were Daniel Gardiner and Mark Gardiner. Moved by Jansma,second by Rees,to accept the FY 82-83 financial audit.Carried 5 to O. Moved by Oetting,second by Scott,to approve a payment to Gardiner and Co.in the amount of $4615.00 for FY 82-83 financial audit. Carried 5 to O. Moved by Scott,second by Jansma,to enter into an agreement with Gardiner and Co.to convert the City's bookkeeping records to the accrual accounting basis and aid in the entering of this information on the computer with an amount not to exceed $2000.00.Carried 5 to O. Moved by Jansma,second by Oetting,to ap~rove the September treasurer's report as presented.Carried 5 to O. A hearing on the proposed adoption of Standard Construction Spec- ifications was held as published in the Dallas County News.Mayor pro-tern,Gordon Christianson,asked the audience for any comments, pro or con,to the proposed specifications.No comments,either oral or written,were received at this time. Councilman Scott i.introduced an Ordinance entitled "AN ORDINANCE TO AlffiNDCHAPTER 303,WAUKEE,MUNICIPAL CODE,Land Subdivision Regulations of the City of Waukee,Iowa,by providing for the adoption by reference of certain standard construction specifications for construction in the City of Waukee,Iowa,relating to the construction of public improvements in public rights of way and utilities connected thereto,and'establishing a procedure for the amendment of said specifications." BE IT ORDAINED by the Council of the City of Waukee: Section 1.Chapter 303,Waukee Municipal Code,Land Sub- division Regulations of the City of Waukee,Iowa,is hereby amended by adding thereto ARTICLE XV,as follows: Adoption of Standard Construction Specifications 303.190.The City of Waukee,Iowa hereby adopts in full the standard construction specifications for the City of Waukee,Iowa,as proposed and recommended by the City Engineer on the 4th day of October,1983. These specifications shall apply to,govern and reg- October 18,1983---cont 173 ulate the construction of all public improvements in public rights of way within the City,and utilities connected thereto.A copy of the specifications shall remain on file at the Office of the City Clerk and shall be available for inspection and copying.All contractors and suppliers shall be charged with know- ledge of its contents. 303.191.The City Engineer may,from time to time, propose additions or changes to the specifications in the form of amendments.All such amendments shall be presented to the Council for examination and approval. The Council may approve and adopt such amendments by resolution.Following adoption by resolution,the amendment shall be placed in the publication on file with the City Clerk,and shall have the full force and effect of law as of the date the amendments are filed. Section 2.Effective Dat;e0 This ordinance shall be in effect after its final passage,approval,and publication as required by law. It was ~oved by Councilman Jansma,and seconded by Councilman Oetting,that the Ordinance entitled "ORDINANCE TO AMEND CHAPTER 303,WAUKEE,MUNICIPAL CODE"be now read by the City Clerk.The Mayor p noe-t emput;the question on the motion,and the roll being called, the following named Councilmen voted: Ayes: Nays: Jansma,Oetting,Rees,Scott,and Christianson None recorded Whereupon,the Mayor pro-tem declared the motion duly carried. The City Clerk received and read the following bids for a 15 HP. centrif~gal water pump: The Jensen Company 15 HP.$1,066.00 Layne-Western 15 HP.1,104.00 Thorpe Well Co.15 HP.1,220.38 Thorpe Well Co.20 HP.1,391.04 Moved by Rees,second by Scott,to accept the low bid of $1,066.00 from The Jensen Company.Carried 5 to O. Brian J.Redshaw presented the Administrator's report. that Floyd Rosenkranz of 110 Bel-Aire Drive had applied opening on the Planning &Zoning Commission. Moved by Rees,second by Scott,to appoint Floyd Rosenkranz to the Waukee Planning &Zoning Commission for a 5 year term.Carried 5 to O. He indicated for an A discussion was held concerning the City's crack filling project. Mr.Redshaw indicated that of the 36 cartons of M-173 Flex-a-Fill purchased from Albany Carbide,only 15 remain.He advised the City Council that additional material must be purchased to complete the proj ect. Moved by Oetting,second by Rees,to approve the purch~se of crack filling material for an amount not to exceed $4000.00 subject to the approval of procedures by the City Engineer.Carried 5 to O. A discussion was held concerning the extension of a fire hydrant at the corner of 2nd Street and Corene Ave.The expiration of the performance bond on Co rene Acres Plat 10 sidewalk construction was also discussed by the City Council. Mayor pro-tem,Gordon Christianson,appointed Merle Rees as City Council representative before the Township Trustees at the annual fire protection meeting.
