HomeMy WebLinkAbout1983-11-15-Regular MinutesNovember l----cont 177 The City Administrator presented to the City Council copies of a traffic study on the intersection of Ashworth Dr.and University Ave.as conducted by Mr John T.Pearson of the Iowa Dept.of Transportation.The City Attorney,Paul Huscher,advised the Council that the County Attorney had requested a delay in the installation of a stop sign at this intersection pending more input into the discussion. Moved by Scott,second by Christianson,to approve the recommendations as outlined by the I.D.O.T.and direct the County Engineer to make the proper alterations in the signage.Carried 3 to 2--0etting and Jansma voting No. The City Administrator presented two applications for the renewal of Class C beer permits and Sunday sales privileges from the Waukee Emporium and Casey's General Stores,.Inc.He advised the Council that the proper applications have been received and the proper fees paid.He indicated that the Police Chief had not received any complaints about either of these establishments. Moved by Rees,second by Christianson,to approve Class C beer permits and Sunday sales privileges to the Waukee Emporium and Casey's General Stores,Inc.Carried 5 to O. Roger L.Buffington of Snyder &Associates presented various engineering items.He recommended that the City accept the work done on the 1983 street program and that liquidated damages not be pursued despite the work being completed after the extended September 15,1983 deadline. Moved by Oetting,second by Scott,to approve the change order in the amount of $1586.60 and make pay estimate #2 in the amount of $1427.94 to the order of Fort Dodge Asphalt Co.as recommended.Carried 5 to O. Roger Buffington presented the Council with the proposed changes to the Subdivision Ordinance as recommended by the Waukee Planning &Zoning Commission.The City Attorney indicated that the proposed changes would be included in a revised Subdivision Ordinance to be presented to the Council and considered at a later date. Moved by Christianson,second by Jansma,to approve the expenditure of $450.00 for the installation of lightning arrestors at City Hall. Carried 5 to O. Meeting adjourned. 15,1983 The November 15,1983 regular City Council meeting was called to order at 7:30 p.m.C.S.T.by Mayor Jos~ph A.Neubauer.Brian J.Redshaw,City Clerk/ Administrator,was present and taking minutes. A roll call was taken and the following named City Councilmen were present: Jansma,Oetting,Scott,Rees,and Christianson. The following guests and staff were also present:Howard Wilson,Bob Applegate,Joseph C Stork,Bob Herrick,Terry Jilek,Walt Hinkson,Roger Buffington,Frank Hoifeldt,Thomas C Inman,Stephen Hawbaker,John Grubb, Steve Grubb,Beth Dalbey,Barry Bishop,Jim Berner,Diana Erickson,Scott Thomas,Luke Gruber,Linda McKean,Virginia Oetting,and Nick Gruber. Moved by Scott,second by Christianson,to approve the November 1,1983 minutes as presented.Carried 5 to O. 178 November l5---cont Thomas Inman,chairman of the Waukee Board of Adjustment,discussed with the City Council various questions relating to the interpretation of the Zoning Ordinance.These questions related to cases which were before the Board.One question was with regard to the requirement that an accessory building be 10 feet into the rear yard.This prohibits the building of additions in many instances.The other question was with regard to the construction of an accessory building within the 30 foot rear yard. Moved by Jansma,second by Oetting,to approve the October,1983 treas.- urer's report.Carried 5 to O. Barry Bishop of Bishop Engineering presented a preliminary plat for Glenview Manor.He represented the owners of the property,John W.Grubb and Stephen R Grubb.Bishop Engineering was also represented by Jim Berner. The plat of Glenview Manor assumes the installation of a public lift station.Sewer elevations will be altered under a gravity flow system. Frank Hoifeldt,chairman of the Planning &Zoning Commission,advised the Council that his group had met on November 14 and approved the pre- liminary plat including the sewer lift station with the stipulation that an attempt be made to secure the necessary easements for the installation of a gravity flow sewer. Roger L Buffington of Snyder &Associates indicated seven concerns with regard to the preliminary plat as presented.These concerns were documented in a letter to the City Council and Planning &Zoning Comm- ission dated November 14.He advised the Council that the issue of a sewer lift station should be decided prior to the approval of the pre- liminary plat.He voiced his concerns about the contours of the plat and how they would affect the storm water drainage. Mayor Neubauer appointed Merle Rees and Gordon Christianson to a comm- ittee which would negotiate with June Andeberg and would attempt to secure an easement for gravity sewer for Glenview Manor. After meeting with the maintenance department,the City Administrator presented various proposals for inclusion in the FY 83-84 Street Construction program.A meeting of the Streets Committee was set for 8:00 a.m.on Saturday,November 19,1983 to draw up recommendations for the City Council. The Mayor made the following proclamation: 11AYOR'S SNOW PROCLAMATION Parking will be prohibited on city streets during periods of heavy snowfall from November 1,1983 thru April 1,1984 to allow for snow removal.Periods af emergency will be broadcast on WHO radio (1040 AM). The City Administrator advised the Council that a vacancy still exists on the 7 member Planning &Zoning Commission.He indicated that he had received one application for the position. Moved by Oetting,second by Scott,to appoint Ray G Rinard of RR 1-- Lot 767 to a position on the Waukee Planning &Zoning Commission with a term to expire on November 15,1986.Carried 5 to O. A discussion was held concerning the Community Development Block Grant program which is administered through the Office of Planning and Pr'og'rammfng,The City Council indicated that the subj ect of the grant application should be the looping of the City's water system to provide for more adequate fire flows. The City Council discussed the bargaining position that the City's representative should take into the talks with the Boone,Van Meter and Walnut township trustees with regard to the FY 84-85 Fire Protec- tion Agreements.The meeting was scheduled to be at 7:30 P.M.on Wednesday,November 16,1983 at City Hall. Administrator December 6,1983 The December 6 regular City Council meeting was called to order at 7:32 p.m.C.S.T.by Mayor Joseph A Neubauer.Brian J.Redshaw, City Clerk/Administrator,was present and taking minutes. A roll call was taken and the following named Councilmen were present: Jansma,Oetting,Rees.Absent:Christianson and Scott. The following guests and staff were also present:Ben Phillips,Walt Hinkson,Beth Dalbey,Bill Forret,Howard Wilson,James Ross,Roger Buffington,Helen Ross,Margaret Drury,Joseph Stork,Jean Corrigan, Don Corrigan,Terry Jilek,Paul E Huscher,Jane E Brown. Moved by Jansma,second by Oetting,to approve the November 15,1983 minutes as presented.Carried 3 to O. Margaret Drury,President of the Waukee Library Board,advised the City Council that a vacancy exists on the Library Board.Eloise Bennett had resigned her position effective November 16,1983. Mrs Bennett's appointment would have expired on June 30,1985.l-irs Drury recommended either Bonnie Palmer of Boone Township or Doralyn Underberg of Walnut Township to fill the unexpired term of Mrs. Bennett.This position had been reserved for a rural Waukee resident. Moved by Oetting,second by Rees,to appoint Bonnie Palmer to the Waukee Library Board filling the unexpired term of Eloise Bennett with an expiration date of June 30,1985.Carried 3 to O. Jane E Brown,librarian,spoke to the City Council regarding the progress of the library in the last 4 years.She advised the Cquncil about the increased selection 'and circulation of books:l-irs,B.rown'indicated that a spatial problem has developed and that stagnation might result if continued growth is not allowed.Continuous purchasing will insure that the library's collection will not become outdated. Bill Forret of the Waukee Recreation Association spoke to the City Council in reference to the establishment of an ice skating rink in the Waukee Centennial Park.The City Council had no problem with this type of use of the park since sledding is already allowed.The pro- posed site would be adjacent to the baseball fields.A proposed site on the school property was also being considered. Action on the November treasurer's report was deferred until December 20 when the checking account statements would be available.
