An ordinance dealing with massage parlors and private clubs was
discussed by the City Council.They were presented with copies
of the City of Clive's ordinance.The City Council deferred action
on this matter until December 20 when copies of the Des Moines and
Waterloo ordinances would be available and action on a Waukee ordinance
considered.
Brian J Redshaw presented the Administrator's report.
Moved by Rees,second by Scott,to adjourn at 9:26 p.m.Motion carried

Jim Berner,Bob Barrett,Chet Chedester,Joseph C Stork,Howard Wilson,
Paul E Huscher,and Don Corrigan.
Moved by Jansma,second by Oetting,to approve the December 6,1983
minutes as presented.Carried 4 to O--Christianson passing.
Chet Chedester represented the Waukee Recreation Association before
the City Council in regard to the ice skating rink at Waukee Centennial
Park.Mayor pro-tem Christianson indicated that they had had some
difficulty securing coverage for this activity.
Moved by Christianson,second by Scott,to accept the ice skating rink
as constructed by the Waukee Recreation Association and to assume
responsibility for the maintenance and operation of said ice rink.
Carried 5 to O.
Moved by Jansma,second by Oetting,to approve the November treasurer's
report.Carried 5 to O.
City Administrator,Brian Redshaw,requested the approval of the
segment of the municipal bookkeeping software package from CSI.
package includes Accounts Payable,Payroll,and General Ledger.

A discussion was held concerning the various options open to Stephen
A and John W Grubb for the construction of sanitary sewer for their
proposed preliminary plat of Glenview Manor.John Grubb requested
direction from the Council as far as whether he should pursue the
sewer lift station concept or the gravity flow concept.-Mr Grubb was
also represented by Jim Berner of Bishop Engineering.The Council
indicated their support for a gravity flow sewer.The concept of
condemnation was also discussed by the City Council.
Mayor Neubauer arrived at 8:06 p.m.
Moved by Rees to start condemnation proceedings for a gravity flow
sewer.Motion died for lack of a second.

Roger L Buffington of Snyder &Associates suggested that there be a
clear-cut definition of the developers cost versus the City's cost
in the plat development.
City Administrator,Brian J Redshaw,indicated that a South Dallas
County Landfill meeting,originally scheduled for December 15,had
been rescheduled for the December 29.Mayor Neubauer is the City's ~
representative at this meeting.Mr Redshaw brought the City Council
up to date on the status of the joint effort of the North and South
Dallas County Landfill Agencies to locate solid waste disposal sites.

PROVIDING FOR THE LICENSING OF ~1ASSAGE ESTABLISHMENTS,AND FOR THE

It was moved by Councilman Oetting,and seconded by Councilman Jansma
that Ordinance 11'2027entitled "AN ORDINANCE PROVIDING FOR THE LICENSING
OF MASSAGE ESTABLISHMENTS,AND FOR THE REGULATION OF MASSAGE ESTABLISH~
MENTS,MASSAGE SERVICE,AND ~1ASSAGE TECHNICIANS"be now read by the
City Clerk.The Mayor put the question on the motion,and the roll
being called,the following named Councilmen voted:

two meetins prior to the meeting when final action is taken or,if

Councilman Jansma introduced Ordinance #2028 entitled:"AN ORDINANCE
PROHIBITING PERSONS FROM EXPOSING CERTAIN PARTS OF THEIR BODIES IN
ANY PUBLIC PLACE OR IN ANY PLACE WHERE SUCH EXPOSURE IS SEEN BY
ANOTHER PERSON OR PERSONS LOCATED IN ANY PUBLIC PLACE".
BE IT ORDAINED by the Council of the City of Waukee:
Section 1.THERE SHALL BE ADDED TO THE WAUKEE MUNICIPAL CODE,
CHAPTER 405 AS FOLLOWS:
Section 2.Public Exposure.
A.Except as hereinafter provided no person shall intentionally
expose those parts of his or her body hereinafter listed to
another in any public place,or in any place where such ex-
posure is seen by another person or persons located in any

public place:
1.A woman's nipple,the areola thereof,or full breast,
except as necessary in the breast-feeding of a baby.
2.The pubic hair,pubes,perineum,or anus of a male or
female,the penis or scrotum of a male,or the vagina
of a female,excepting such body parts of prepubescent
infants of either sex.
B.This section shall not apply to limited or minimal exposures
incident to the use of public restrooms or locker rooms or
such other places where such exposures occur incident to the
prescribed use of those facilities.
C.This section shall not apply to exposures occuring in live
stage plays,live theatrical performances ,or live dance
performances conducted in a theatre,concert hall,or
similar establishment which is primarily devoted to theat-
rical performances.
Section 2.Violations of any of the provlslon of this Chapter shall
be punishable by 30 days in fail or $100.00 fine or by both such fine
and imprisonment.
Section 3.Severability.If any section,provlslon,or part of this
ordinance shall be adjudged to be invalid or unconstitutional,such
adjudication shall not affect the validity of the ordinance as a whole
or any section,provision or part thereof not adjudged invalid or
unconstitutional.
Section 4.Effective date.This ordinance shall be in effect after
its final passage,approval,and publication as required by law.

The City Council briefly reviewed a Pawnbrokex's Ordinance from the
City of Urbandale.
A proposed amendment to the Subdivision Ordinance was presented to the
City Council.This Ordinance includes recommendations made by the
Waukee Planning &Zoning Commission.
Moved by Scott,second by Jansma,to hold a public hearing on January
10,1984 at 7:30 p.m.at the City Hall on Ordinance #2029 entitled:
"AN ORDINANCE TO AMEND CHAPTER 303,WAUKEE MUNICIPAL CODE,SUBDIVISION
REGULATIONS BY REVOKING CHAPTER 303 IN ITS ENTIRETY AND ADOPTING A
NEW CHAPTER 303".Carried 5 to O.

A special meeting of the Waukee City Council was called to order at
7:30 p.m.on January 4,1984 by Mayor Gordon Christianson.Brian
J.Redshaw,City Clerk/Administrator,was present and taking minutes.
A roll call was taken and the following named City Councilmen were
present:Walt Hinkson,Bob Barrett,Howard Wilson,Merle Rees and
Joseph Stork.
The following guests and staff were also present:Bob Applegate,Ben
Phillips,Earl Stone,Dave Reed,Ric MacRae,Roger Buffington,Marge

City Council minutes.Carried 5 to O.
A public hearing on the Community Development Block Grant Program was
held as published in the Dallas County News.The Mayor asked for any
comments,either pro or con,to the proposed use of CDBG funds on a
water main looping project.There were no oral comments made by the
citizens present at the meeting.Brian J.Redshaw read a written
statement submitted by the Waukee School Superintendent,Clair Eason.
Roger L Buffington,'of Snyder &Associates submitted a preliminary
cost estimate for the CDBG Water Main Extension Project in the amount
of $196,500.00.He indicated that the optimum matching funds amount
would be $65,500.00 or the equivalent of 1/3 of the total project
cost.The grant amount would be for $131,000.00.
Bob Applegate,Fire Chief,indicated that the Country Time Apartments
on 4th Street would directly benefit from this project.
Brian J.Redshaw said that the project would have community-wide
benefits and directly benefit low and moderate income households.
He advised those present that the CDBG application would be available
for public inspection from 8:00 a.m.to 5:00 p.m.,Monday thru Friday
and that it was due on January 18,1984.
