Mayor Gordon Christianson appointed Bob Applegate as Fire Chief.
A discussion was held concerning the Glenview Manor sanitary sewer.
Moved by Barrett to require a gravity flow sewer or a sewer lift
station in a private drainage district for Glenview Manor.Motion
died for lack of a second.

The January 10,1984 regular City Council meeting was called to order
at 7:30 p.m.by Mayor Gordon Christianson.Brian J.Redshaw,City
Clerk/Administrator,was present and taking minutes.
A roll call was taken and the following named Councilmen were present:
Hinkson,Barrett,Wilson,Rees and Stork.
The following guests and staff were also present:Don Henson,Harry
Russell,Bob Applegate,Dave Reed,J A Neubauer,Barry A Bishop,Frank
Hoifeldt,Ben Phillips,Steve Manning,Dorothea Manning,Harry Bennett,
Richard L Felt,Rosemarie Volkmer,Rev Doug Lane,Ric MacRae,Rick

The City Council discussed making the following changes to the January
3 minutes:
l)In paragraph 1,delete January 4 and insert in lieu thereof January 3
2)In in the standing committee assignments for 1984,delete Ken Hopper
and insert in lieu thereof Tamie Hopper.
Moved by Rees,second by Barrett,to approve the January 3,1984
City Council.minutes as corrected.Carried 5 to O.
Harry J Bennett,Walnut Township Trustee,and Richard L Felt,Van
Meter Township Trustee,spoke to the City Council regarding the FY
84-85 Fire Protection Agreement and the audit for the FY 82-83 Fire
Department budget.

Moved by Wilson,second by Hinkson,to direct the City Clerk to
provide each township clerk with an itemized list of expenditures
for the FY 82-83 Fire Department budget within 1 week.Carried
5 to O.
John W Grubb and Stephen R Grubb spoke to the City Council regarding
their proposed west end development.Barry Bishop and Jim Berner
of Bishop Engineering represented the Grubbs.
A discussion was held concerning the sanitary sewer system for
Glenview Manor.The Grubbs had not yet secured easements for a
gravity flow sewer from Andeberg,Baer,and Nizzi.The City Council
expressed its disapproval of the concept of a public lift station.
Virginia Oetting and several other home owners on Cherry &8th Streets
objected to this concept as well.
This matter will be taken up 'again on February 14 at 7:30 p.m.,
the next regular Council meeting.

A public hearing on Ordinance #2029 entitled "AN ORDINANCE TO AMEND
CHAPTER 303,WAUKEE MUNICIPAL CODE,SUBDIVISION REGULATIONS BY REVOKING
CHAPTER 303 IN ITS ENTIRETY AND ADOPTING A NEW CHAPTER 303"was held
as published in the Dallas County News.
Mayor Gorddn Christianson asked the audience if there were any comments
either pro or con,to the proposed amendment to the Subdivision Ordinance.
No oral comments were given at this time.The City Clerk advised the
Mayor that no written comments had been received by his office.
Councilman Rees introduced Ordinance #2029 entitled."AN ORDINANCE
TO AMEND CHAPTER 303,WAUKEE MUNICIPAL CODE,SUBDIVISION REGULATIONS
BY REVOKING CHAPTER 303 IN ITS ENTIRETY AND ADOPTING A NEW CHAPTER

It was moved by Councilman Hinkson,and seconded by Councilman Wilson,
that the Ordinance 1f2029 entitled "AN ORDINANCE TO AMEND CHAPTER 303,
WAUKEE MUNICIPAL CODE,SUBDIVISION REGULATIONS BY REVOKING CHAPTER
303 IN ITS ENTIRETY AND ADOPTING A NEW CHAPTER 303"be now read by
the City Clerk.The Mayor put the question on the motion,and the

AN ORDINANCE TO AMEND CHAPTER 108,WAUKEE,MUNICIPAL CODE,
establishing the power and duties of municipal officers.

BE IT ORDAINED by the Council of the City of Waukee:
Section 1.Section 108.11 of Chapter 108 Waukee Municipal
Code,establishing the powers and duties of municipal officers,
shall be amended by deleting in the second line thereof,"and
physician"so that the ordinance is amended to read as follows:
108.11 Power and duties of the Health Officer.The
duties of the city health officer shall be as follows:
Section 2.Section 108.11 is hereby amended by deleting
therefrom subsection B,and inserting in lieu thereof the following:
B.The City Health Officer shall make,or
cause to be made,upon order of the
city attorney,physical examinations of
any person claiming to have received
injuries for which the city may be
liable.Upon order of the appointing
authority,the City Health Officer
shall make,or cause to be made,
physical examinations of employees or
prospective employees of the city.

A discussion was held concerning 502.16 of the Waukee Municipal
Code which prohibits parking during snow emergencies.The City
Clerk was directed to determine the number of signs needed and,
the approximate cost of their purchase before the next meeting.

ORDINANCE NO.2031
AN ORDINANCE TO AMEND CHAPTER 107,WAUKEE,MUNICIPAL CODE,
Providing for the appointment and qualification of municipal
officer.
BE IT ORDAINED by the Council of the City of Waukee:
Section 1.Section 107.4 of Chapter 107 Waukee Municipal
Code,apP9intment and qualification of municipal officers,shall
be amended by deleting in the third line thereof,"two (2)years"
and inserting in lieu thereof "one (1)year"so that the ordinance
is amended to read as follows:
107.4 Terms of Appointive Officers.The
terms of all appointive officers that are not
otherwise fixed by law or ordinance shall be
one (1)year.

Section 2.Effective Date.This ordinance shall be in
effect after its final passage,approval,and publication as
required by law.

The City Council deferred action on the Pawn Broker's Ordinance
until the February 14 regular meeting.
Moved by Rees,second by Barrett,to appoint Bob Applegate as
Fire Chief.Carried 5 to O.
Brian J.Redshaw presented the Administrator's report.
Moved by Rees,second by Hinkson,to award $500.00 to the Waukee
Firemen's Association.Carried 5 to O.
The City Clerk was instructed to contact Harold Jensen of Jensen
Company and secure an estimate for pulling Well #1.
The Mayor will be calling a meeting of the Insurance Committee
consisting of Doug Brickert,Don Corrigan,Gordon Doerr,and
Ralph Pantoga to draw up specifications for the City's insurance
policies ,which will expire on July 1,1984.
The City Clerk was instructed to write a letter to Mr Bud Gray
of Bud Gray Construction Co concerning the raising of a fire
hydrant in Co rene Acres Plat 10.

A special meeting of the Waukee City Council was held on Monday,
February 6,1984.Mayor Christianson called the meting to order
at 7:30 p.m.A roll call was taken and the following named Council-
men were present:Hinkson,Barrett,Wilson,Rees,and Stork.
Guests and staff present were:Ernie Kempf,Rosie Kempf,Mary
Heddinger,Judy Applegate,John Melcher,Debra Calvert,Dave Reed,
John E Shoeman,Ric MacRae,Kevin Tritz,Robert Heddinger,Dick
Applegate,Beth Dalbey,Paul E Huscher,Brian Redshaw,Francis
Weil,Remo Nizz,Don Henson,Bob Herrick,and Scott Thomas.
The purpose of this special meeting was to discuss the South Dallas
County Landfill Agency and to meet.with a representative of the
Iowa Development Commission.
A discussion was held on the possible closing of the South Dallas
County Landfill in Adel.Brian Redshaw gave a report of the last
meeting of the South Dallas County Landfill Association.A study
is planned for another landfill site at Redfield at a cost of
$18,000.00.The City of Waukee's share would be approximately
$3300.00.
Moved by Hinkson,second by Wilson,to continue being a part of the
South Dallas County Lanfill Association and to pay our share of the
study for the Refield site at a cost of approximately $3300.00.

Debra Calvert of the Iowa Development Commission made a presentation
regarding economic development for Waukee.The Community Quick
Reference was discussed and the importance of keeping this up to date.
Ms.Calvert advised the Council that our updated copies of the CQR
would be delivered soon and suggested that copies be distributed
at different places i.e.1-80 Standard and the Breckenridge Hotel.1
It was also suggested that the Council consider the possibility of
a 5 year tax exemption for new business construction.City Attorney,
Paul Huscher,was advised by the Council to draw up an Ordinance on
this 5 year tax exemption.I
