Moved by Wilson,second by Hinkson,that June Andeberg would be allowed to develop her vacant lots if all requirements are met under the subdivision regulations and subject to P &Z approval. Carried 5 to O. Moved by Rees,second by Barrett,to adjourn at 1:30 a.m. Carried 5 to O. Meeting adjourned. February 21,1984 A special meeting of the Waukee City Council was called to order at 7:33 p.m.on February 21,1984 by Mayor Gordon Christianson. A roll call was taken and the following named Councilmen were present:Barrett,Wilson,Rees,and Stork.Absent:Hinkson. Hannah Weil was"taking minutes. Guests at this meeting were:Ben Phillips,Jim Berner,Fred Marshall,Frank Hoifeldt,Cheryl Vassilonikolidakis,Chet Chedester, Barry A Bishop,Rev.Doug Lane,Joe GUisinger,Tom Darnold, Stephen R Grubb,and Roger Lemons.Staff present were:Brian Redshaw and Paul E Huscher. Moved by Stork,second by Wilson,to approve the minutes of February 14 as presented.Carried 4 to O. The Mayor asked for comments for or against the Class C liquor license and Sunday sales privilege for the Home Town Cafe &Lounge. Rev.Doug Lane presented a petition containing 56 names in opposition. Various other comments for and against this license were heard. Moved by Rees,second by Barrett,to approve the Class C liquor license and Sunday sales privilege for the Home Town Cafe &Lounge. Carried 3 to O--Wilson abstaining. Councilman Barrett introduced an Ordinance entitled:"Ordinance #2033,AN ORDINANCE AUTHORIZING INDUSTRIAL PROPERTY TAX CREDITS FOR QUALIFIED NEW INDUSTRIAL CONSTRUCTION".. It was moved by Councilman Rees,and seconded by Councilman Stork, that Ordinance #2033 "AN ORDINANCE:AUTHORIZING INDUSTRIAL PROPERTY TAX CREDITS FOR QUALIFIED NEW INDUSTRIAL CONSTRUCTION"be now read by the City Clerk.The Mayor put the question on the motion, and the roll being called,the following named Councilmen voted: Ayes:Barrett,Wilson,Rees,Stork Nays:None recorded Absent:Hinkson Whereupon,the Mayor declared the motion duly carried. ORDiNANCE No.2033 AN ORDINANCE AUTHORIZING INDUSTRIAL PROPERTY TAX CREDITS FOR QUALIFIED NEW INDUSTRIAL CONSTRUCTION. BE IT ORDAINED by the Council of the City of Waukee: Section 1.THERE SHALL BE ADDED TO THE WAUKEE MUNICIPAL CODE,CHAPTER 214 AS FOLLOWS: 200 February 21,1984--cont Section 2.Purpose.The purpose of this ordinance is to authorize partial property tax exemptions for industrial property on which improvements have been made,in accordance with the provisions of Chapter 427B,Code of Iowa,as amended. Section 3.Partial Exemption from Taxation.The City of Waukee,Iowa,hereby provides for a partial tax exemption from property taxation of the actual value added to industrial real estate and the acquisition of or improvement to machinery and equipment as assessed as real estate pursuant to Iowa Code Section 427A.l (1)(e),Code of Iowa,as amended,within the limits of the City of Waukee,Iowa.This provision shall be subject to the definitions and requirements set forth in House File 650, Acts of the 68th General Assembly,1979 Regular Session of the State of Iowa. Section 4.Period of Exemptions and Credit Limitations. The actual value added to industrial real estate for the reasons specified 'in Section 3 above is eligible to receive a partial exemption from taxation for a period of five years."Actual value added"means the actual value added as of the first year for which the exemption is received,except that actual value added by improvements to machinery and equipment means the actual value as determined by the Assessor as of January 1st of each year for which the exemption is received.The amount of actual value added which is eligible to be exempt from taxation shall be as follows: (a)For the first year -7510 (b)For the second year-6010 (c)For the third year -45% (d)For the fourth year-3010 (e)For the fifth year -15% Section 5.Procedure for Obtaining Exemption.An Application for Exemption shall be filed by the owner of the property with the local Assessor by February 1st of the assessment year in which the value added is first assessed for taxation,for each project resulting in actual value added for which an exemption is claimed.Application for Exemption shall be made on forms prescribed by the Director of Revenue of the State of Iowa, supplying all information deemed necessary by said Director. Section 6.Effective date. effect after its final passage, required by law. This ordinance shall be in approval,and publication as It was moved by Councilman Rees,and seconded by Councilman Wilson,that the rule that an ordinance must be received and filed at two meetings prior to the meeting when final action is taken or,if published in summary,be received and filed at one meeting prior to the meeting of final action,be dispensed with.The Mayor put the question on the motion,and the roll being passed, the following named Councilmen voted: Ayes:Stork,Rees,Wilson,Barrett Nays:None Recorded Absent:Hinkson Whereupon,the Mayor declared the motion duly carried. It was moved by Councilman Rees,and seconded by Councilman Stork, that the Ordinance entitled:"Ordinance j,b2033--ANORDINANCE AUTHORIZING INDUSTRIAL PROPERTY TAX CREDITS FOR QUALIFIED NEW INDUSTRIAL CONSTRUCTION"be now put upon its final passage and adoption.The Mayor put the question on the final passage and adoption of said Ordinance,and the roll being called,the following named Councilmen voted: Ayes:Barrett,Wilson,Rees,Stork Nays:None recorded Absent:Hinkson Whereupon,the Mayor declared said Ordinance duly adopted and passed,and signed his approval to said Ordin~nce. 201 February 21,1984---cont A lengthy discussion was held on Glenview Manor concerning the installation of natural gas in this development,progress on the easement for the gravity flow sewer,and presentation of the preliminary plat for Council approval. Moved by Wilson,second by Stork,to have Harry Jones meet with the City engineer concerning the gas location within the easements in Glenview Manor.Carried 4 to O. Moved by Stork,second by Barrett,to amend Section 303.167 of the Waukee Municipal Code by adding thereto,the following: "Within ninety (90)days of meter installation or upon permanent occupancy of the principal building on a lot in the new subdivision,a refund shall be made to the subdivider,of the costs of materials and installation of the gas main,pro-rated as to said lot,based upon the cost per foot up to a maximum of 80 feet per lot." and hold a public hearing on the proposea amendment on March 13,1984 at 7:30 p.m.at the City Hall.Carried 4 to O. The proposed FY 84-85 budget was briefly discussed at this time. Considering the time,the Mayor set Monday,February 27,1984 at 7:30 p.m.to discuss the proposed budget at length. The proposed FY 84-85 budget hearing and the Federal Revenue Sharing hearing was set for March 13,1984 at 7:30 p.m. Joe Stork expalined the Olympic qualifying bicycle race that will be held in Waukee on May 5 to the Council.. Moved by Rees,second by Barrett,to adjourn at 10:30 p.m. Carried 4 to O. ebruary 27,1984 A special meeting of the Waukee City Council was called to order at 7:30 p.m.by Mayor Gordon Christianson.Brian J.Redshaw, City Clerk/Administrator,was present and taking minutes.A roll call was taken as follows:Present:Barrett,Wilson,Rees, and Stork.Absent:Hinkson. The following guests were also present:Bob Applegate,Don Henson, Judy Henson,Virginia Oetting,Dena Forret,and Chet Chedester. Moved by Rees,second by Wilson,to approve the publication of a NOTICE OF PUBLIC HEARING on a proposed budget in the amount of $1,364,568.00 in the Dallas County News on March 1,1984.Carried 4 to O. Moved by Barret,second by Wilson,to set the date for public hearing on this proposed budget for March 13,1984 at 7:30 p.m.Carried 4 to O. Moved by Rees,second by Barrett,to set the date for public hearing on the FY 84-85 Federal Revenue Sharing funds for March 13,1984 at 7:30 p.m.Carried 4 to O.
