The regular meeting of the Waukee City Council was called to order
at 7:30 p.m.by Mayor Gordon Christianson on March 13,1984.Ann
Ford was taking minutes.
A roll call was taken as follows:Present:Hinkson,Barrett,
Wilson,Rees,and Stork.Absent:None.

Bob Applegate,Waukee Fire Chief,talked with the Council about the
purchase of a 1965 Chevrolet chassis to be used for a tanker from
Hughes Drilling in the amount of $2500.00 plus an additional $500.00
for materials for the tank.
Moved by Rees,second by Barrett,to approve the $3000.00 maximum
expenditure to the fire department for purchase of the 1965 Chevrolet
chassis and materials.Carried 5 to O.
A hearing was held on Ordinance #2034,amending the Subdivision
Ordinance 303.167 of the Waukee Code.The Mayor asked for comments
for or against said amendment.Frank Hoifeldt advised the Council

that P &Z recommended that the City not pass this amendment because
of the financial burden it would put on the City.
Moved by Rees,second by Wilson,to make a resolution directing that
an engineer's cost estimate be received from the City engineer relating
to gas line extensions and that the subdivider be billed for such
cost and money received before work is commenced.Carried 5 to O.
Councilman Rees introduced an Ordinance entitled:"Ordinance #2034--
AN ORDINANCE TO AMEND CHAPTER 303,WAUKEE,MUNICIPAL CODE,AN

AN ORDINANCE TO AMEND CHAPTER 303,WAUKEE,MUNICIPAL CODE,AN
ORDINANCE PROVIDING RULES,REGULATIONS,AND STANDARDS TO GUIDE
LAND SUBDIVISION IN WAUKEE,IOWA TO PROVIDE FOR REIMBURSEMENT
BY TBE CITY OF COSTS ADVANCED BY CONTRACTORS OF EXPENSES ORIGINALLY
PAID BY CONTRACTORS,.IN SUBDIVISIONS REQUIRING EXTENSIONS OF MAIN
GASLINES IN THE CITY OF WAUKEE..,'
BE IT ORDAINED by the Council of the City of Waukee:
Section 1.Section 303.167 of Chapter 303 Waukee Municipal
Code,is amended by adding thereto the following:
Within ninety (90)days of meter installa-
tion or upon permanent occupancy of the
principal building on a lot in the new
subdivision,a refund shall be made to the
subdivider,of the cost of materials and
installation of the gas main,pro-rated as
to said lot,based upon the cost per foot
up to a maximum of 80 feet per lot."
Section 303.167 shall now read:
"The subdivider shall be responsible for
for cost of installing the natural gas
system within all new subdivisions.The
necessary piping and appurtenances shall be
installed by the City and the costs of all
material,equipment,and labor shall be
billed to and paid by the subdivider.

AND FIVE HUNDRED ($500.00)WITH THE APPROVAL OF A COUNCILMAN
WHO IS CHAIRMAN OF THE COMMITTEE OVERSEEING SUCH EXPENDITURE".

AN ORDINANCE TO AMEND SECTION Ill.7 ,WAUKEE,MUNICIPAL CODE,AN
ORDINANCE TO PROVIDE FOR A PURCHASE ORDER OF THE CLERK OF TWO
HUNDRED DOLLARS ($200.00)WITHOUT ADDITIONAL APPROVAL;AND FIVE
HUNDRED DOLLARS ($500.00)WITH THE APPROVAL OF A COUNCI~MAN
WHO IS CHAIRMAN OF THE COMlUTTEE OVERSEEING SUCH EXPENDITURE.
BE IT ORDAINED by the Council of the City of Waukee:
Section 1.Section 111.7 of the Waukee Municipal Code is
amended by deleting the following language:
"one hundred dollars ($100.00),"
And by inserting in lieu thereof the following:
"two hundred dollars ($200.00),"
Aldby adding thereto the following:
"provided,however,the limitation on purchases

contained herein shall be raised to five hundred
dollars ($500.00)when the Clerk shall have obtained
the approval of such purchase from a council member
who is committee chairman of hte committee in charge
of said purchase."
Section 111.7 shall now read:
All purchases of services,supplies and equipment
shall be made only after issuance of a purchase
order,and no invoice shall be accepted unless
authorized by such an order.Purchases not exceed-
ing two hundred dollars ($200.00)may be made by
the Clerk or those officials authorized by the
clerk,but only on issuance of a spot purchase
order in writing signed by the authorized officer.
A copy of such spot purchase onier must be delivered
to the clerk within twenty-four (24)hours,weekends
and holidays excepted.All other purchases shall
be valid only if a purchase order has been given
in writing and signed by the clerk.Purchases from
petty cash and continuing purchases from vendors
awarded extended contracts by bid award shall be
excepted.Provided,however,the limitation on
purchases contained herein shall be raised to five
hundred dollars ($500.00)when the clerk shall have
obtained the approval of such purchase from a
council member who is committee chairman of the
committee in charge of said purchase.

Chet Chedester spoke to the Council regarding a Farmer's Market
on the triangle from July I thru September 29 for persons.to sell
produce on Saturdays during this period.No action was taken at
this time.

Jerry Alt represented John &Steve Grubb regarding Glenview
Manor.Mr Alt advised that easements had been secured and
that P &Z had approved the preliminary plat.
Moved by Stork,second by Wilson,to approve the preliminary
plat with gravity flow sewer for Glenview Manor development.
Carried 5 to O.
Moved by Rees,second by Barrett,to approve a cigarette permit
for the Home Town Cafe &Lounge.Carried 5 to O.
A public hearing on Federal Revenue Sharing funds was held.
Scott Thomas,captain of the First .Responder,requested funds
for a newer,heavier,vehicle for their organization.They now
have a 3/4 ton van and would like to have a 1 ton chassis
with duals.
Hannah Weil spoke requesting funds for senior citizens congregate
meal site from Federal Revenue Sharing funds.
Moved by Rees,second by Barrett,to appropriate the Federal
Revenue Sharing funds as follows:
Community Protection
Human Development
$4500.00 (towards police car)
$13,500.00 ($12,500 for tennis courts
and $1,000.00 for Senior
citizens.)

The hearing on the proposed FY 84-85 budget was held as published
in the Dallas County News.Remo Nizzi asked some questions concern-
ing the budget and carryover of funds from last year.
Moved by Rees,second by Barrett,to adopt the following resolution:
RESOLUTION NO.20
A RESOLUTION ADOPTING THE ANNUAL BUDGET FOR THE FISCAL YEAR ENDING
JUNE 30,1985.
Be It Resolved by the Council of the City of Waukee,Iowa:
The annual budget for the fiscal year ending June 30,1985,as
set forth in the Budget Summary Certificate and in the detailed
budget in support thereof showing the revenue estimates and
appropriation expenditures and allocations to programs and
activities for said fiscal year is adopted,and the clerk is
directed to make the filings required by law and to set up his
books in accordance with the summary and details as adopted.

Moved by Stork,second by Rees,to apply for a grant in the amount
of $35,900.00 to the Conservation Commission for the proposed

The cash bond for sidewalks in Co rene Acres Plat 10 was discussed.
Moved by Hinkson,second by Wilson,to procede with action against
the bonding company on the performance bond.Carried 5 to O.
Gary Sindelar and Howard Hargis of KMA presented Henry Krohn's
development to the Council and requested a zoning change from R-3
to R-2 for part of this development.They indicated that they had
met with P &Z which approved the pre-plat on March 12.
Moved by Wilson,second by Barrett,to set April 10 at 7:30 p.m.
for the hearing on the zoning change request for the Krohn develop~
ment and to correct the official zoning map.Carried 5 to O.

Further discussion was held on Krohn's development concerning
the sewer.Frank Hoifeldt asked direction from the Council
for P &Z on approval of preliminary Plat 1 of Krohn's addition.
The Council indicated that it was OK for P &Z to pro cede with
consideration of the preliminary plato
Walt Hinkson gave a report on the utilities committee.
Brian Redshaw talked with the Council about broken concrete for
$50.00 per load for around lagoon cells from Steve Correll.The
Clerk was directed to have the maintenance crew haul concrete
from another source at this time.
Merle Rees gave the Public Safety report for the fire and police
departments.
Mayor Christianson read the following proclamation:
MAYOR'S PROCLAMATION
On behalf of the City of Waukee,I would like to congratulate
the Waukee Warriorettes for their outstanding season and on
their trip to the State tournament.While their loss to
Fairfield on Thursday evening was disappointing,they are
definate winner to us all.This team gives the entire City
something to be very proud of and gives us confidence that
our young people have a lot going for them.
Again,our heartiest congratulation for a job very well done.
We are looking forward to next year!!
The intersection at University &Ashworth was discussed briefly.
A bigger yield sign was agreed on.
Moved by Hinkson,second by Wilson,to direct the Clerk to talk
with the County engineer about a larger yield sign and a warning
sign of approaching yield and get direction for obtaining signs
and putting them up.Carried 5 to 00
Brian Redshaw gave the Administrator's report.
Moved by Wilson,second by Hinkson,to approve the purchase of
utility bills in the amount of $367.50,envelopes in the amount
of $665.10,stacking chairs for the congregate meal site in the
amount of $239.40,and remote readers for gas meters in the
amount of $410.40.Carried 5 to 0.
The City attorney was instructed to draw up a resolution authorizing
the City to charge the customer for installation of remote gas
readers when meters are not made accessible to the meter reader.
Bob Applegate reported that the fire numbering system for the rural
area will be started this summer.
