A roll call was held as follows:Present:Hinkson,Barrett,Rees, and Stork.Absent:Mayor Christianson. Guests at this meeting were:Ben Phillips,Harold Bissell,Judy &Don Henson,Scott Thomas,Linda Mack,Ron Marr,Beth Dalbey,Virginia Oetting, Ken Hopper,Jim Berner,Henry Krohn,Randy Krohn,Paul Huscher,and Roger Buffington. Harold Bissell represented Girls Softball League requests to the Council. Theyrce re :1)electricity to small building at girls softball field, 2)walkway from Corene Acres to softball field,3)mowing of fields and outfields by City crews,4)using poles to control parks,and 5) getting 3 loads of white rock for road to fields. The Council indicated their approval for the Girls Softball requests. Iowa Power &Light will be contacted about the electricity to the building and used light poles for parking control.Merle Rees will talk with George Gray about building a stile over fence for walking. The Council agreed that City crews will mow the fields and haul 3 loads of white rock for road.Rock to be in before April 28. Randy Krohn requested approval for preliminary plat No.1 of Waukee Estates. Moved by Hinkson,second by Barrett,to approve preliminary plat for Waukee Estates Plat #1 excluding extension of 4th Street from Plat 1, such extension to be.included in Plat 3.A roll call vote was held as follows: Ayes: Nay.s : Hinkson,Barrett,Wilson,Rees,Stork None recorded Motion carried 5 to O. Scott Thomas asked about water fill station being moved from fire station to the maintenance building as Council had indicated would be done a year ago.Council directed the City Clerk to instruct Harry Jones to move this fill station within 10 days. An ordinance from the City of West Des Moines was presented to the Council for their review on exotic animals.This topic will be dis- cussed at the next regular meeting. A zoning change hearing was held as published.The Mayor pro-tern asked for objections to the proposed zoning changes and corrections to the zoning map.No objections were heard. D.The zoning ordinance of the following described real estate shall be changed from R-3 (Multi-Family Residential District)to R-2 (One-and Two-Family Residential District): "The west 334 feet of the east 960 feet of the North 190 feet of the Northeast quarter of the southwest quarter,Section 33,Township 79 North,Range 26 West of the 5th P.M.in the City of Waukee,Dallas County,Iowa,containing 1.46 acres,more or less." Section 2.The official zoning map shall be amended to reflect this change. Section 3.Effective Date..This ordinance shall be in effect after its final passage,approval,and publication as required by law. Moved by Rees,second by Barrett,to open the park on April 11,1984. Carried 5 to O. The ice cream socials were discussed.The Council indicated they would like to have 5 as in the past.The school band director only wanted to have 4.Joe Stork asked if the City band would play for a 5th social. One date will be left open for an organization to have the opportunity to have the last social.The ice cream socials will begin on June 6 as follows: June 6------------Lutheran Church June 13-----------Christian Church June 20-----------Catholic Church June 27-----------Methodist Church July ll-----------Open Moved by Stork,second by Hinkson,to approve the expenditure per ice cream social to the director for 5 ice cream socials. to O. of $50.00 Carried 5 A more recent aerial photo of the City was discussed.This was a result of a meeting of the Development Committee and for a pamphlet promoting Waukee to industry.The Clerk had received a quote from Thomas Photography for doing this work. Moved by Rees,second by Barrett,to proceed with the aerial photo and pamphlet.Carried 5 to O.The photo is to be taken when the trees are in leaf. 212 April 10---cont An ordinance prohibiting digging without a permit from the City as requested by the Commerce Commission was discussed.Merle Rees voiced objections against having a permit to dig on private property. The Council directed the City attorney to draw up an ordinance prohib- iting digging without a permit on City property and/or easements to be presented at the next meeting. Spring Clean-Up Day was discussed.Moved by Wilson,second by Stork, to dispense with Spring Clean-Up Day.A roll call vote was held as follows: Ayes: Nays: Hinkson,Wilson,Stork Barrett,Rees Motion carried 3 to 2. The City attorney did not have the resolution drawn up as yet on remote gas reader charges to customers.He will have the resolution ready for the Council at the next meeting. Walt Hinkson gave the Utilities report.A discussion was held on plastic gas main vs.iron gas main. Hinkson reported on buildup in the lagoon.He and Brian Redshaw will check into costs of cleaning up the lagoon and flow tubes. A discussion was held whether the City should be responsible for water from the main to the stop box. Moved by Rees,second by Wilson,to have the City attorney draw up an amendment to the ordinance making property owners responsible for water lines to the main with the City to maintain the stop box.A roll call vote was as follows: Ayes: Nays: Hinkson,Wilson,Rees,Stork Barrett Motion carried 4 to 1. Merle Rees gave the Public Safety report.A discussion was held concerning the U turns being made by vehicles going west on Walnut Street and going into the parking on the south side.A median ~~ the middle of Walnut Street was proposed. Moved by Rees,second by Wilson,to construction a 2'median from the west edge of the east Post Office entrance to the crosswalk on 6th Street.A roll call vote was.as follows: Ayes: Nays: Rees,Wilson,Hinkson Stork,Barrett Motion carried 3 to 2. Rees reported that Ken Hopper had requested to attend a Hostage Negoti- ations seminar in Davenport on May 3 and 4 (his two days off). Moved by Rees,second by Barrett,to send Officer Ken Hopper to the Hostage Negotiation seminar with the City to pay the $60.00 registration fee,motel,and $25.00 per diem.Carried 5 to O. Bob Barrett gave the Fire Department report.The fire department had elected Bob Applegate as Chief. Moved by Rees,second by Barrett,to approve the fire department's election of Bob Applegate as Fire Chief.Carried 5 to O. It was reported that Officer Mike Wilson had resigned effective April 1,1984.Applications are being received to fill this position. The closing of the alley between Walnut and Locust and 8th &9th Streets, as requested,was discussed. Moved by Rees,second by Stork,not to close the above mentioned alley. Carried 5 to O. April 10---cont 213 Repair on well #1 was discussed.Estimates had been received from Jensen Company and Thorpe Well Co. Moved by Rees,second by Hinkson,to accept estimate from Harold Jensen Co.to pull and repair Well #1.Carried 5 to O. Brian Redshaw report to Council about prices on checks. Moved by Rees,second by Barrett,to purchase checks from Matt Parrott in the amount of approximately $273.69.Carried 5 to O. Brian Redshaw gave the Administrator's report. Moved by Hinkson,second by Rees,to purchase 2 pieces of leak checking equipment for the gas system and hire Utility Consultants for a corrosion and leak survey in the business district.Energy Economics is to be used at a later date for corrosion work.Carried 5 to O. The Grant Block for the water looping project was denied. The results of a meeting with the South Dallas County Landfill was given.The study for a site at Redfield was discontinued at this * time due to the fact that there were wells nereby.Alternate sites will be looked into.A transfer station was also discussed. Moved by Barrett,second by Rees,to direct the Clerk to convey the Council's feelings to the South Dallas County Landfill that they wish to go with a transfer station rather than looking into another site. Carried 5 to O. The Council gave approval for the Clerk to advertise the addressograph, embosser,and lister for bid since they are no longer used. Progress on industry was given.A company has expressed interest in locating in Waukee.Mr Redshaw requested that the Council give their opinions on not having this company hook up to our sewer system but, instead,installing their own septic tank.Water lines in the develop- men park were also discussed.Roger Buffington gave a report on the water and sewer facilities in this area also. Mayor pro-tern Wilson proclaimed April as "Pets Are Wonderful"month. A report was given on the bicycle race to be held on May 5.3 Kybos were requested at a cost of approximately $150.00. Moved by Rees,second by Barrett,to rent 3 Kybos for the bicycle race on May 5.Carried 5 to O.
