Brian Redshaw requested purchasing authorization for: 12 -5/8 X 3/4 water meters 4 -Rockwell 415 gas meters 6 -Rockwell 175 gas meters fittings for gas meters $496.20 $400.00 $300.00 $75.00 Moved by Hinkson seconded by Stork,to approve the above purchases. Carried 5 to O. Brian Redshaw gave the Administrator's report.He asked about mosquito spraying and the Council indicated no wish to do this at this point in time.He also reported on a Landfill meeting to be held June 14,his vacation,that proofs of City aerial photo had been received,and the problems with cell 2 of the lagoon and the wells. The Police department requested that a list of 2 or 3 qualified officers for fill-in be approved.No action was taken. Applications for part time temporary summer help was presented.The Council decided that the Clerk should use his discretion in this hiring. Moved by Barrett,seconded by Rees,to adjourn at 12:05 A.M.Carried 5 to O. Meeting adjourned. Mayor ~-Clerk June 28,1984 The Special meeting of the Waukee City Council was called to order at 7:33 p.m.by Mayor Gordon Christianson.Brian J.Redshaw was present and taking minutes. A roll call was taken and the following councilmen were present:Hinkson, Barrett,Wilson,Rees and Stork. Guests at this meeting were:Battista Andreini,Ron Olson,Bob Hoffman, Gene Deatsch,Gary Kraft,Don Henson,Dick Applegate,Dave Wilkens,Art Spencer,Mabel Loschen,Florence Griffith,Tamie Hopper,MargueriteJordan. An extended discussion was held concerning the proposed aerial spraying for mosquito control. that the problem was serious. Moved by Stork,second by Barrett,to hire Campbell's Flying Service to do the aerial spraying for mosquito control at a cost of $1000.00. Eugene Deatsch spoke to the Council regarding the acquisition of a Class C Liquor license for Geno's Place.,formerly Ozzie's Tap. Moved by Stork,seconded by Rees,to approve a Class C Liquor license for Geno's Place.Carried 4 to 1. Brian Redshaw advised the Council that Roger Buffington,City Engineer was not ready with the information for the lagoon dredging.He did say that he would have the plans for the holding pond during the first week of July and would discuss them with Walt Hinkson and Brian Redshaw. Waukee Development was discussed and it was indicated that for growth to occur within the Waukee Development Corporation area,larger cap- acity water and sewer lines would have to be installed by the City. Moved by Hinkson,seconded by Barrett,to adopt the following resolution: RESOLUTION NO.22 A RESOLUTION PROVIDING FOR llliMBERSHIP IN THE IOWA MUNICIPALITIES WORKERS COMPENSATION ASSOCIATION AND FOR PARTICIPATION IN THE WORKERS COMPENSATION FUND ESTABLISHED THEREUNDER WHEREAS,the city is required to make a payment for workers'com- pensation and the employer liability claims related to workers'com- pensation of its employees injured in the line and scope of their duties; and WHEREAS,the laws of the State of Iowa permit cities to meet this obligation by jointly forming an association to pool the risks of workers compensation;and WHEREAS,the Iowa Municipalities Workers'Compensation Association is such an association and the Workers'Compensation Fund established thereunder is a group self-insurance fund for workers'compensation and employer liability related to workers'compensation,and is available to member cities of the League of Iowa Municipalities;and WHEREAS,it is desirable for the City to join the Association and participate in the fund in order to more efficiently provide coverage for workers'compensation and employer liability related to workers' compensation. NOW THEREFORE BE IT RESOLVED that the City join the Iowa Municipalities Workers'Compensation Association and participate in the Workers'Compensation Fund established thereunder;and that the mayor and the city clerk are hereby authorized to execute the documents necessary for the city to join and participate therein. Councilman Rees introduced an Ordinance entitled "AN ORDINANCE TO AMEND CHAPTER 501,WAUKEE,MUNICIPAL CODE,TRAFFIC -USE OF STREETS,AN ORDINANCE PROHIBITING U-TURNS ON WALNUT STREET BETWEEN THE WEST SIDE OF ASHWORTH DRIVE AND THE EAST SIDE OF SIXTH STREET;6TH STREET BETWEEN THE SOUTH SIDE OF LOCUST AND THE NORTH SIDE OF ASHWORTH;ASHWORTH BETWEEN THE WEST SIDE OF 6TH STREET AND THE EAST SIDE OF 5TH STREET IN THE CITY OF WAUKEE,IOWA," It was moved by Councilman Rees,Seconded by Councilman Wilson,that the ordinance be now read by the City Clerk.The Mayor put the question on the motion and the roll being called the following Councilmen voted: AYES: Nays: Hinkson,Rees,Wilson. ORDINANCE NO 2043 AN ORDINANCE TO M~ND CHAPTER 301,WAUKEE,MUNICIPAL CODE,ZONING _ ORDINANCE OF THE CITY OF WAUKEE,IOWA,BY DEFINING A SWIMMING POOL. BE IT ORDAINED by the Council of the City of Waukee: Section 1.Section 301.10B(2)of Chapter 301 Waukee Municipal Code,Zoning Ordinance of the City,is·hereby amended by adding there- to "or any enclosure designed for wading or swimming which shall be deemed to be a swimming pool if it is capable of holding 18 inches depth of water"and shall read as follows: S301.10B(2)Private swimming pools when enclosed with a non- climbable fence at least forty-two inches (42) in height or any enclosure designed for wading or swimming which shall be deemed to be a swim- ming pool if it is capable of holding 18 inches of water. Section 2. after its final law. ORDINANCE NO.2044 AN ORDINANCE TO AMEND CHAPTER 211,WAUKEE,MUNICIPAL CODE, REGULATIONS GOVERNING MUNICIPAL WATER SYSTEMS CONNECTIONS AND SERVICES,TO PROVIDE FOR FEES FOR TAPS IN WATER MAINS. BE IT ORDAINED.by the Council of the City of Waukee: Section 1.Section 211:11A of Chapter 211 Waukee Municipal Code,regulations governing municipal water system connections and services is hereby amended by adding at the end thereof the following: "Property owners requesting a tap of water main by the city employees of the city of Waukee shall pay to the City the sum of $50.00 plus costs of materials except for the original connections to the municipal water system shall be made at the expense of the owner of the property to be served." Section 2.Effective Date.This ordinance shall be in effect after its final passage,approval,and publication as required by law. During the Mayor's report a brief discussion was held concerning the conversion of Dave Reed from part-time to full time status.No action was taken at this time. During the Administrator's report a discussion was held concerning the installation of a street light at the corner of Highway 6 and 6th Street.It was decided that Iowa Power should be contacted and the street light on the north side of the Highway be moved to the South side.
