The regular meeting of the Waukee City Council was called to order
at 7:31 p.m.by Mayor Gordon Christianson.Ann Ford was present and
taking minutes.
A roll call was held and the following Councilmen were present:Gruber,
Hinkson,Barrett,Rees,and Stork.Absent:None.
Guests &Staff at this meeting were:Bob &r1ary Heddinger,Marc Stiles,
Bill Burbridge,Paul E Huscher,Brian J Redshaw,Al &.Philana Grier,
Bill &Camille Beveridge,Roger L Buffington,Terry Jilek,and Don
Henson.
Moved by Rees,second by Barrett,to approve the minutes of November
13,17 and December 4.Carried 5 to O.
Joe Stork explained to the Council about the hiring of Philana Grier
as the Summer Recreation Director and,since the Waukee Recreation
Association has disbanded,questions were fielded regarding the handling
of City money.
Moved by Stork,second by Rees,to establish a checking account in the
name of "Summer Recreation Program",.wi th Brian Redshaw and Philana
Grier as'co-signers.Carried 5 toO.
Bill Burbridge of the One Call System spoke to the Council regarding
their program.Anyone who digs calls their company who,in turn,
calls our utility for location of -atility lines.The cost of this
service is based on the number of transmits--@$2.50 per call approxi-
mately.
Paul Huscher asked about the election of the Board of Directors and
indemnity clause.The legal cousel for One Call System is to get in
touch with Mr.Huscher regarding these questions.
Moved by Stork,second by Hinkson,to approve the December treasurer's
report.Carried 5 toO.

The FY 85-86 Fire Agreements were discussed.
Moved by Rees,second by Hinkson,to authorize the City Clerk to send
out the FY 85-86 Fire Agreements with 2l¢millage levels.Carried
5 to O.
Washing of the City's police cars at the Westpointe Car Wash was dis-
cussed.

for turkeys or hams for 10 City employees for Christmas.Carried 5 to O.
The Council received a letter from David Reed requesting benefits
based on the hours that he works.After a discussion,it was moved
by Hinkson,second by Gruber,to abide by the employee handbook which
states that part-time employees hired'''after 1-1-81 would not receive
benefits.Motion carried 3 to 2--Gruber,Hinkson,and ,Barrett voting
Yes.Rees and Stork voting No.
Brian Redshaw reported on the South Dallas County Landfill Agency ,f.
meeting that he and Joe Stork had attended on December 6.The Associ-~
ation is asking members to decide by January 24,1985 whether they
will continue being a part of this Association.
The Mayor set December 19,1984 at 7:30 p.m.for a special meeting
with Larry Crane for a further in-depth discussion on the City's
further participation with the South Dallas County Landfill Association.~
Merle Rees gave the Public Safety report.
Walt Hinkson gave the Utilities report.
Gordon Christianson gave the Mayor's report.He thanked the Council
and City employees for the past years work.
He requested that the City Administrator 'have a meeting with City employees
the day after each Council meeting.He also asked the Council for their
feeling regarding closing at Hoon on December 24 and December 31.It
was the Council's concensus that the City employees will work the regular
hours on these 2 days.

It was requested that the maintenance crew check the insulation
around the soth overhead door at the police station.
The regular January meeting,which was scheduled to be held on
January 8,1985,was changed to January 15 at 7:30 p.m.because
neither the Mayor nor the Mayor pro tem could attend the January
8 meeting.The organizational meeting was set for January 3,1985
at 7:30 p.m.
Brian Redshaw gave the Administrator's report.The Council gave
approval by buy Sewer Solvent No.7 for approximately $395.00.
Bob Barrett addressed the issue of plastic gas lines.Paul Huscher
is to make the necessary changes for the ordinance.Brian Redshaw
is to get specs for plastic gas pipe.

A special meeting of the Waukee City Council was called to order at
7:30 p.m.by Mayor Gordon Christianson.Brian J.Redshaw was present
and taking minutes.
A roll call was taken and all Councilmen were present.
The following guests were present:Larry Crane,t1arc Stiles,Bob and
Mary Heddinger,and Francis Weil.
Moved by Hinkson,second by Stork,to approve the sale of the
16'flatbed to Dean Hodson of 13195 Unive~sity,West Des Moines for
$105.00.Carried 5 to O.
L Mr.Larry E Crane of Hickok and Associates made a presentation to
I City Council regarding the City's involvement in the South Dallas
County Landfill Agency.

The Engineer's Update included the following topics:Site analysis
and Project cost summary.The Landfill Cost Summary discussed site
operating costs and area by area analysis with regard to the Bear
Creek site.Mr.Crane also discussed a letter dated February 2,1984
which made a cost comparison between a transfer station and the oper-
ation of the landfill.
The consensus of the Council was to continue our membership in the
South Dallas County Landfill Association.
The Mayor advised the City Council that former Mayor Joe Neubauer's
funeral will be held on Friday,December 21 at 10:30 a.m.The
Council gave its approval to closing City Hall from 10:00 a.m.until
Noon to allow members of the staff to attend the funeral.-
Brian J.Redshaw advised the Council that all the paperwork had been
received on the 1984 Asphalt Project and a final payment of $2788.80
was due to Grimes Asphalt.The Council deferred action on this matter
until the January bill presentation at the regular meeting.
