HomeMy WebLinkAbout1985-01-15-Regular Minutes261 January 3,1985 A special organizational meeting of the Waukee City Council was called to order at 7:30 p.m.by Mayor Gordon Christianson.Brian J.Redshaw was present and taking minutes. A roll call was taken and the following City Councilmen were present: Gruber,Barrett,Rees,and Stork.Absent:Hinkson. Moved by Rees,second by Stork,to approve the minutes of December 11 and 19.Carried 4 to O. Moved by Rees,second by Stork,to designate the Brenton State Bank as the official depository with Raccoon Valley State Bank and American Federal as alternates.Carried 4 to O. Moved by Gruber,second by Barrett,to designate the Dallas County News as the official publication with the Des Moines Register as alternate.Carried 4 to O. Moved by Gruber,second by Stork,to appoint the firm of Paul E. Huscher as City Attorney.Carried 4 to O. Action on the designation of the City Engineer was deferred until the regular February meeting. The Mayor announced the committee assignments for 1985. Mayor Christianson appointed Larry Phillips as police chief. Moved by Gruber,second by Rees,to confirm the police chief appoint- ment.Carried 3 to l--Stork voting No. Moved by Rees,second by Barrett,to reappoint all city employees as present salary levels.Carried 4 to O. Moved by Stork,second by Gruber,to adjourn at 7:46 p.m.Carried 4 to O. A roll call waS taken and the following named Councilmen were present: Gruber,Hinkson,Barrett,Rees,and Stork. Guests and staff at this meeting were:Don Henson,Frank Hoifeldt,Paul E Huscher,Roger Buffington,Dennis Snyder,Terry Allen,Ben Phillips, Marc Stiles,Jim Berner,Brian Redshaw,and Ann Ford. Moved by Rees,second by Gruber,to approve the January 3,1985 minutes. Carried 5 to O. Jim Berner represented Steve Grubb before the Council asking for approval for construction drawings on Glenview Manor.The sidewalk issue has been resolved. Moved by Barrett,second by Stork,to approve the construction drawings for Glenview Manor.Carried 5 to O. Al Grier was not present for this meeting as had been on the agenda. Frank Hoifeldt of the Planning &Zoning Commission spoke to the Council regarding changing their regular meeting to the 4th Monday of the month instead of the 1st Monday and a proposed site plan ordinance that P &Z had given Paul Huscher for revision and the Council's approval at a later date. 262 January 15,1985---cont Moved by Gruber,second by Hinkson,to approve the change of P &Z meetings to the 4th Monday of each month.Carried 4 to O. Roger Buffington spoke to the Council regarding a water master plan for the City.This pertains to a long range plan for water and sewer.He asked if the Council would be interested in this type of study at this time.Action on this subject was delayed until the selection of the City Engineer is made. Selection of the City Engineer was discussed.No action was takenatthistime. 263 January 15,1985---cont The gas specification ordinance was discussed.This amendment was deemed not necessary since the City will install its gas mains. Walt Hinkson gave the Public Safety report. Merle Rees gave the Utilities report.Meter pits and meters located just off of the water mains for lengthy extended lines was discussed. Paul Huscher is to draw up an ordinance to this effect. It was suggested that the City hire a company to check inside of the south water tower.This will be discussed at the next meeting .. Gordon Christianson gave the Mayor's report.He thanked Merle Rees for the time he gave on the sewer repairs at 5th &Cherry. Brian Redshaw gave the Administrator's report.He commended Roger Anderson and Dave Reed for the repair work done on the roots blower. He also advised the Council that the budget was due at the Auditor's office by March 15,1985.Luke Gruber will assist the budget committee from February 6 to March 1. Frank Hoifeldt of the Planning &Zoning Commission presented a Site Plan Ordinance for the Council's review and consideration for the Waukee Municipal Code.The Council deferred action on this proposed Ordinance pending further review. Steve Venard and Jim Berner of Bishop Engineering presented construction drawings for plat 2 of Mary Ann Estates.Jakk Inman,developer of the property,was also present.Questions were fielded from the City Engineer and the Council. Cheryl Vasilonikolidakis presented a Class C liquor application and Sundays sale application for renewal. Moved by Gruber,second by Barrett,to approve the Class C liquor license and Sunday sales for the Home Town Cafe &Lounge.Carried 4 to O.
