Walt Hinkson gave the Public Safety report. Merle Rees gave the Utilities report.Meter pits and meters located just off of the water mains for lengthy extended lines was discussed. Paul Huscher is to draw up an ordinance to this effect. It was suggested that the City hire a company to check inside of the south water tower.This will be discussed at the next meeting .. Gordon Christianson gave the Mayor's report.He thanked Merle Rees for the time he gave on the sewer repairs at 5th &Cherry. Brian Redshaw gave the Administrator's report.He commended Roger Anderson and Dave Reed for the repair work done on the roots blower. He also advised the Council that the budget was due at the Auditor's office by March 15,1985.Luke Gruber will assist the budget committee from February 6 to March 1. A roll call was held and the following Councilmen were present: Gruber,Barrett,Rees,and Stork.Absent:Hinkson. Guests and staff at this meeting were:Harry Jones,Ben Phillips, Frank Hoifeldt,Steve Venard,Cheryl Vasilonikolidakis,Don Henson, Jim Berner,Ha~old Hensen,Roger Buffington,Dennis Snyder,Marc Stiles,Paul Huscher,Jack Inman,Larry Phillips,Brian Redshaw, and Ann Ford. Moved by Rees,second by Gruber,to approve the minutes of January 15,1985.Car~ied 4 to O. Frank Hoifeldt of the Planning &Zoning Commission presented a Site Plan Ordinance for the Council's review and consideration for the Waukee Municipal Code.The Council deferred action on this proposed Ordinance pending further review. Steve Venard and Jim Berner of Bishop Engineering presented construction drawings for plat 2 of Mary Ann Estates.Jakk Inman,developer of the property,was also present.Questions were fielded from the City Engineer and the Council. Cheryl Vasilonikolidakis presented a Class C liquor application and Sundays sale application for renewal. Moved by Gruber,second by Barrett,to approve the Class C liquor license and Sunday sales for the Home Town Cafe &Lounge.Carried 4 to O. A letter was received from Marilyn Heikes requesting $1000.00 from Federal Revenue Sharing for the congregate meal site. Moved by Stork,second by Gruber,to allocate $1000.00 of Federal Revenue Sharing fund to the congregate meal site with the request th~~receipts be obtained showing what the money was spent for and with the stipulation that the money be used at the Waukee site. Carried 4 to O. The spring inspection of the south water tower was discussed.A price quote was received from J R Stelzer in the amount of$875.00. Brian Redshaw was directed to contact Stelzer about inspection of both towers. Water pits for extended water lines was discussed.The City Engineer is to get costs of these pits.Paul Huscher is to draw up an ordinance for future installations of water pits on extended lines.Water rates for services outside the City limits was also discussed.Mr Huscher is to draw up an ordinance on this matter also.Brian Redshaw was directed to contact existing extended lines customers regarding cost sharing arrangements for water meter pits. Harold Jensen of The Jensen Company spoke to the Council regarding controls for the 50M water tower and presented a proposal in the amount of $10,660.00.The City Engineer is to examine the proposal and have an opinion ready for the next meeting. 265 February 12,1985---cont The selection of the City Engineer was taken up at this time. Moved by Rees,second by Barrett,to retain Snyder &Associates as the Ciuy's Engineer with a retainer of $150.00 per month.Carried 4 to O.- ~oger Buffington and Dennis Snyder explained the proposed water and sewer plan study. Moved by Rees,second by Gruber,to approve the water and sewer studies for a combined amount not to exceed $8500.00 with completion on sewer study to be 3 to 4 month.Carried 4 to O. Councilman Stork introduced an Ordinance entitled:"Ordinance #2047-- AN ORDINANCE to AMEND CHAPTER 203,WAUKEE,MUNICIPAL CODE,WATER RATES TO BE CHARGED BY THE WATER WORKS OPERATED BY THE CITY OF WAUKEE, IOWA". It was moved by Councilman Rees,and seconded by Councilman Gruber, that the Ordinance entitled;"Ordinance 2047--AN ORDINANCE TO AMEND CHAPTER 203,WAUKEE,MUNICIPAL CODE,WATER RATES TO BE CHARGED BY THE WATER WORKS OPERATED BY THE CITY OF WAUKEE,IOWA"be now read by the City Clerk.The Mayor put the question on the motiqn,and the roll being called,the folowing named Councilmen voted: Ayes;Gruber,Barrett,Rees,Stork Nays:None recorded Absent:Hinkson Whereupon,the Mayor declared the motion duly carried. ORDINANCE NO.2047 AN ORDINANCE to AMEND CHAPTER 203,HAUKEE,MUNICIPAL CODE,WATER RATES TO BE CnARGED BY THE WATER WORKS OPERATED BY THE CITY OF WAUKEE,IOWA. BE IT ORDAINED by the Council of the City of Waukee: Section 1.Section 203.3,Waukee Municipal Code,is hereby amended by deletins therefrom the followins: "203.3 Payment.All water payments are due on the 25th day of the month following the close of the previous month's billing and shall be paid to the City Clerk.The City Clerk shall mail the bill for water payments to the customer at the address of the customer." and inserting in lieu thereof the following: "203.3.Payment.All water payments are due at the same time as gas payment,as governed by the Waukee Municipal Utilities Gas Tariff on file with the Iowa State Commerce Commission,as the same may,from time to time,be amended;and all provisions of said Tariff relating to the due date for payment, notification,and penalties for late payment shall apply to water payments also." Section 2.Effective Date.This ordinance shall be in effect after its final passage,approval,and publication as required by law. It was moved by Councilman Stork,and seconded by Councilman Rees,that the rule that an ordinance must be received and filed at two meetings prior to the meeting when final action is taken mr,if published in summary,be received and filed at one meeting prior to the meeting of final action,be dispensed with.The Mayor put the question on the motion,and the roll being passed,the folowing named councilmen voted: Ayes:Stork,Rees,Barrett,Gruber 266 February 12,1985--cont Nays:None recorded Absent:Hinkson Whereupon,the Mayor declared the motion duly carried. It was moved by Councilman Rees,and seconded by Councilman Barrett, that the Ordinance entitled:"Ordinance No.2047--AN ORDINANCE TO AMEND CHAPTER 203,WAUKEE,MUNICIPAL CODE,WATER RATES TO BE CHARGED BY THE WATER WORKS OPERATED BY THE CITY OF WAUKEE,IOWA"be now put upon its final passage and adoption.The Mayor put the question on the final passage and adoption of said Ordinance,and the roll being called,the following named Councilmen voted: Ayes:Barrett,Gruber,Rees,Stork Nays:None recorded Absent:Hinkson Whereupon,the Mayor declared said ordinance duly adopted and passed and signed his approval to said Ordinance. A discussion on the South Dallas County Landfill was held.Merle-L Rees and Joe Stork are to find out about the membership with Madison County landfill.This subject will be put on the March 12 agenda. Brian Redshaw spoke to the Council regarding .5rI!IU~£garages.No specific referral to storage garages is in the Ordinance and he asked the Council's input as to where they would put storage garages. No action was taken at this time.Satellite dishes and wind charger requests were also brought to the Council's attention.No action was taken. The purchase of a police car from Federal Revenue Shar Lng funds was discussed.Order dates on State bids is March and must be paid before July 1,1985 in order to avoid interest.To do this,an amendment to the budget must be made. Moved by Barrett,second by Gruber,to set a hearing for the budget amendment for February 26,1985 at 7:30 p.m.Carried 4 to O. The items of dog and cat holding and disbursement was referred to the Public Safety Committee and will be put on the March 12 af,enda. Brian Redshaw gave a report on plastic gas the Council of the prices he had received. committee will be held and this item taken pipe purchase.He advised A meeting of the gas up at a later meeting. Gordon Christianson gave the Mayor's report.He commended the police department for their work on the High School break-in and commended Brian Redshaw for a11the various meetings he had attended lately. Brian Redshaw gave the Administrator's report.He reported that the Lion's Club wishes to sponsor a circus in May and asked the Council's ~. OK for possible use of a soccer field for 1 day.The Council had no probl·ems;;with.b.hisuse. Redshaw also reported on Randy Krohn's concern about access to his development from 6th Street.The Council agreed to let Krohn use 4th Street for access also.
