The meeting of the South Dallas County Landfill,scheduled for
February 28,had been postponed because of a lack of quorum,there-~
fore,there was no report.Contact had been made with Madison
County on their landfill operation and a letter was received from
them.
Moved by Hinkson,second by Stork,to approve the street lighting
proposal for Glenview Manor.Carried 5 to O.
Moved by Gruber,second by Hinkson,to accept Richard Harney's
resignation effective March 12,1985,Carried 5 to o.
Walt Hinkson gave the Public Safety report.
Merle Rees gave the Utilities report.
Brian Redshaw gave the Administrator"s report.Placement of a
cattle gate at the lagoon was brought up.It was the Council's
consensus to put up this type of gate.
Walt Hinkson spoke to the Council regarding the grazing of sheep
on the south lagoon property.A private party had indicated an
interest in renting this property.

The regular meeting of the Waukee City Council was called to order
at 7:30 p.m.by Mayor Gorddn Christianson.
A roll call was taken and the following Councilmen were present:
Barrett,Rees,Stork.Absent:Gruber and Hinkson.
Guests and staff at this meeting were:Mark Currie,Nick Gruber,
Frank Hoife1dt,Roger Buffington,Brian Redshaw,Heather George,Dave

Moved by Stork,second by Barrett,to approve the minutes of March
12,1985.Carried 3 to O.
Mark Currie of First Insurance presented insurance premium quotes
for FY 85-86 in the amount of $i7,924000.
Walt Hinkson arrived at 7:43 p.m.
Moved by Stork,second by Rees,to accept the bid of First Insurance
in the amount of $17,924.00 for FY 85-86 insurance coverage.Carried
4 to o.
Heather George appeared before the Council requesting approval for
a Class C liquor license and cigarette permit for Jumpers 21 Club
located at 400-6th Street.
Moved by Rees,second by Barrett,to approve a Class C liquor license
and cigarette permit for Jumpers 21 Club.Carried 4 to O.
Bill Inman spoke to the Council regarding final plat approval for
Mary Ann Estates Plat #1.Paul Huscher advised the City Council
that some documents had not been received for this final plat.

Roger Buffington advised the Council of PAWWM's denial of construct-
ion plans for water mains in Mary Ann Estates and Jim Broderick
spoke to the City Counicl regarding the storm sewer.

Nick Gruber of the First Responders reported that Walnut and Van
Meter Townships turned down the request for a replacement van and
that nothing had been decided,as yet,by Boone Township.The
Council directed Brian Redshaw to write a letter to the Fire Chief
and Captain of the First Responders directing them to work out
an agreement on distribution of equipment on vehicles.

Building permit and sewer hookup fees were discussed.Building
permits are to remain the same.Paul Huscher will draw up ordinances
allowing the establishment of .water and sewer hookup fees.
The hearing for the amendment to the Zoning Ordinance was held as
published.The Nayor asked for questions or comments.

BE IT ORDAINED by the Council of the City of Waukee:
Section 1.Section 301,16A (5)of Chapter 301 Waukee
Municipal Code,Zoning Ordinance of the City of Waukee,Iowa,
is hereby amended by adding thereto subsections (ccc)"Child
care centers and nursery schools'.and (ddd)"Nursing Homes
and Retirement Homes".

The Mayor read the following proclamations and statement:
PROCLAMATION
WHEREAS,the national Camp Fire organization will be celebrating
its 75th birthday on March 17,1985 and;
WHEREAS,Camp Fire has chosen to commemorate this significant
anniversay in a nationwide celebration of friendship,and;
WHEREAS,Camp Fire councils offer our young people opportunities
to develop important friendships through informal educational
programs for youth to age twenty-one;and
WHEREAS,as a friend of its community,Camp Fire is concerned
with preserving the environment,adopting to social change and
the application of democratic standards,as well as a special
concern for stimulating and guiding young people;and
WHEREAS,in Camp Fire,recognition of accomplishments is combined
with the encouragement to use developing skills to carry out that
spirit of friendship in service to others in the community;and
WHEREAS,Camp Fire is commended for the opportunities for friend-
ship its programs offer young people in the City of Waukee and
throughout the nation,and for the many services these young people
perform for their communities as Camp Fire members;
NOW,THEREFORE,I,Gordon Christianson,Mayor of the City of Waukee,
do hereby proclaim March 17 to March 23,1985 to be CAMP FIRE

PROCLAMATION
~~EREAS,On Wednesday,May 22,1985,the Waukee Lions Club will
sponsor the Roller Brothers Circus in Waukee for a 5:30 p.m.and
8:00 p.m.performance;and
WHEREAS,to the best of our knowledge there has not been a circus
held in Waukee for approximately 20 years;and
WHEREAS,we are sure the citizens of Waukee and the surrounding
area,both the young and those young at heart,will benefit from
the opportunity to witness a performance of a 3 ring circus with
20 species of animals on display;and
WHEREAS,any proceeds derived from this sponsorship will be used
by the Waukee Lions Club in their scholorship fund,or to assist
in the completion of the lighting of the tennis courts and other
worthwhile community activities;and
WHEREAS,it has been perceived in some quarters there is a real
danger of the Citcus being lost to Adel or Ortonville,and wishing
to avoid this catastrophe!
NOW,THEREFORE,I,Gordon Christianson,Mayor of the City of
Waukee,in cooperation with the Waukee Lions Club,hereby proclaim
Wednesday,May 22,1985 as CIRCUS DAY IN WAUKEE and call upon
our citizens to support this worthwhile endeavor.
STATEMENT
As Mayor of the City of Waukee and on behalf of the City Council,
I would like to extend our heartiest congratulations to Coach
Paul Bullock and the Waukee Warriorettes basketball team for
placing 3rd in the State of Iowa 6 on 6 basketball tournament.
We are tremendously proud of these girls,In this time of
economic depression and unrest,the sun shine through with the
hope of our youth..
Gordon Christianson requested the Council's approval for a
business sign at Highway 6 and 6th Street to be supplied by the
D.O.T.The Council had no objections to this sign.'
Since a letter was received from D.D.T.regarding the 55 mph speed
limit on University,it was requested that the 55 mph be continued
on into the City limits from the east to the intersection of Ashworth
and University.Paul Huscher advised that the approval of the D.O.T.
would be required on this move.It was the Council's consensus
to send a proposed Ordinance for the D.O.T.'s approval for this
change.
Part-time summer help was discussed.The Council decided to advertise
for part-time summer help in the newsletter at a salary of $3.50 per
hour.
An electric line to the girls softball field was discussed.
Moved by Hinkson,second by Stork,to have Iowa Power set a pole and
transformer for the girls softball field.Carried 4 to O.
The purchase of pas tic gas pipe was discussed.
Moved by Rees,second by Barrett,to approve the purchase of plastic
gas pipe from Bates and Associates in the amount of $11,246.54.
Carried 4 to O.
After further discussion and consideration of the electric line to
the girls softball field,it was moved by Hinkson,second by Barrett,
to recind the motion of having Iowa Power set a pole and transformer.
Carried 3 to O--Rees abstaining.

Moved by Hinkson,second by Stork,to have the City maintenance
crew run underground line from the maintenance shed to the girls
softball field.Carried 3 to O--Rees abstaining.
Moved by Stork,second by Rees,to approve the purchase of 20
rebuilt gas meters at a cost of $55.00 each.Carried 4 to O.
Merle Rees gave the Utilities report.
No police report was available.
Gordon Christianson gave the Mayor's report.Brian Redshaw
was directed to contact the Dallas County Sanitarian about
the property at 6th &Cherry.
The Council agreed to start procedures on condemning the house
at the northeast corner of 6th &Laurel,
Brian Redshaw gave the Administrator "s report.
A letter was received from Opal Clark requesting a pay increase
to $35.00 per month.No action was taken.
Gordon Christianson distributed the Community Fact File for the
Council's inspection.

April 16,1985
A special meeting of the Waukee City Council was called to order
at 7:30 p.m.by Mayor Gordon Christianson.
A roll call was taken and the following City Councilmen were
present:Gruber,Hinkson,Barrett,Rees,and Stork.
Brian J.Redshaw was present and taking minutes.The following
guests and staff were also present:Jim Broderick,Phil Broderick,
Remo Nizzi,Gary McNichol,s ,.-Jan Ward,Don Henson,Roger Buffington,
Nick Gruber,Ken Hopper,Paul Huscher,and Jack Inman.
Nick Gruber,Captain of the First Responders,i,ndicated that the
equipment has been removed fro~the First Responder van and placed
on the fire station :(loor.It was reported that Boone Township
Trustees had refused to participate in the purchase of the pro-
posed new van.
The 1985 Street Project was discussed.Joe Stork,Chairman of
the Streets Committee,indicated that he would be meeting with
Roger Anderson next week to go over the streets and corne up with
a proposal for the May 14 regular meeting.
Final approval for Mary Ann Estates Plat No.1 was delayed pending
receipt of the proper forms.
A 12"water main from 4th and Ashworth to Laurel St.was discussed
and various options of financing were noted.This subject will be
discussed at the next special meeting on April 24,1985.This
project would provide 640 g.p.m.capacity for fire hydrants in
Mary Ann Estates Plat No.2.
Letter of credit for new utility customers were discussed,
Moved by Gruber,second by Stork,to maintain the present policy
of accepting letters of credit.Carried 3 to 2--Hinkson and Rees
voting No.
