It was moved by Councilman Barrett,and seconded by Councilman Hinkson,that the Ordinance entitled:"Ordinance No.2053-- AN ORDINANCE ESTABLISl{ING PROCEDURES FOR THE DEVELOPMENT, SUBMIS'SION AND APPROVAL OF "A SITE PLAN;FOR THE SUBMISSION OF SUCH SITE PLAN TO THE PLANNING AND ZONING COMMISSION FOR ITS APPROVAL;AID)FURTHER SETTING FORTH PROCEDURES FOR APPEALING THE DENIAL OF THE PLANNING AND ZONING COMMISSION TO THE CITY COUNCIL;AND FURTHER ESTABLISHING PENALTIES FOR ANY VIOLATION OF SAID ORDINANCE"be now put upon its final passage and adoption.The Mayor put the question on the final passage and adoption of said Ordinace,and the roll being called, the following named Councilmen voted: Ayes,Gruber,.Hd.nkson ,Barrett,Re es Nays:None recorded Absent:Stork vfuereupon,the Mayor declared said Ordinance duly adopted and passed,and signed his approval to said Ordinance. A roll call was held and all Councilmen were present. Guests and staff at this .[cE'etingwere:Harry Russell,Bonnie Palmer,Brian Redshaw,Paul Huscher,Roger Buffington,Ann Ford, Gunnar Rorbakken,Ben Phillips,JoAnn Zimmerman,Nick Gruber, Floyd Rosenkranz,Harc Stiles,Ken Hopper,Randy Krohn,James Ash,Larry Phillips,and Don Henson.. Mo'ved by Gruber,second by Hinkson,to expunge the motion from the July 9 minutes,accepting the June 11 minutes.Carried 5 to O. A correction was made to the June 11 minutes to add the following text:"It was moved by Council Hemeber Stork and seconded by Council Member Barrett that this meeting be adjourned to the 9th day of July,1985,at 7:30 o'clock P.li.,at the City Hall, in the City,at which time and place the Council will take action for the issuance of the aforementioned bonds and to provide for the levy of taxes to pay the same and to transact such other business as may come before the meeting. JoAnn Zimmerman,Iowa House Representive,spoke to the Council regarding the RISE program and gave the legislative report.She introduced Gunnar Rorbakken who also spoke about the RISE program. Ken Hopper requested approval to attend Pressure Point Tactics seminar on September 18,19,and 20 at a cost of $190.00. Moved by Rees,second by Stork,to send Ken Hopper to the Pressure Point Control Tactics seminar at a cost of $190.00 for the seminar, $25.00 per diem for meals,and hotel accomodations.Carried 5 to O. Moved by Stork,second by Rees,to approve a Class C liquor license and Sunday sales privilege for the Golden Spur.Carried 5 to O. Floyd Rosenkranz of the Planning &Zoning Commission spoke to the Council regarding the P &Z's recommendation to change the terms of members from 5 years to 3 years.This item will be discussed further at the September 10 meeting. Roger Buffington discussed Waukee Estates Plat #1 with the Council. Randy Krohn of Krohn Construction presented the developer's perspective. He assured the City Engineer that the matter of the drainage easement will not be dropped and requested final plat approval from the Council. Moved by Barrett,second by Gruber,to approve the following resolution: RESOLUTION NO.38 BE IT RESOLVED that the City Council of Waukee,Iowa authorizes the City Administrator to execute the license for the water main cross of Chicago-Northwestern railroad at 4th Street. Carried 5 to O. An ordinance dealing with junk cars was discussed.Paul Huscher is to draw up an amendment to Section 402 for the regular meeting. No action was taken on the grass ordinance. The Council was p res ent.ed a sidewalk repair list.No action was taken at this time.Paul Huscher will have more information for the regular meeting. No action was taken on the P &Z appointment nor on the Board of Adjustment appointment due to no applicants. The Mayor read.the following proclamation: WHEREAS,on Saturday,September 14,1985 at 7:00 p.m.,there will be an evening meal at the United Methodist Church in Waukee and guest speaker,Father Jim Laurenzo,will share his recent trip to Ethiopia and, WHEREAS,there will be a 10 mile Crop Walk for Hunger on Sunday, September 15,1985 starting at 2:00 p.m.at the Waukee High School, THEREFORE,As Mayor of the City of Waukee,Iowa,I proclaim September 14 and September 15,1985 as "1>JaukeeHunger Awareness vJeekend". The Council heard a report from the Personnel Committee.Luke ;;15 August 13,1985---cont Gruber,who is chairman of this committee,reported on proposed changes to the employee handbook.A discussion ensued regarding'c'time and overtime for Brian Redshaw and Larry Phillips. Hove d by Stork,second by Rees,to leave 'c'time for Redshaw and Phillips as it has been.Motion failed 2 to 2--Stork and Rees voting Yes.Gruber and Barrett voting No.Hinkson abstained. Moved by Stork,second by Rees,to remove city provided water from the handbook effective December 31,1985.Carried 5 to O. Moved by Hinkson,second by Rees,to adopt recommendations of the Personnel Committee for the employee handbook.Carried 5 to O. Moved by Hinkson,'second by Stork,to make the new employee hand- book effective September 1,1985.Carried 5 to G. Ken Hopper requested that he be allowed to carryover vacation time from 1984-85 for schooling. Moved by Gruber,second by Barrett,to approve the carryover in Mr.Hopper's case.Carried 4 to O--Rees abstaining. Walt Hinkson gave the Public Safety report. Merle Rees gave the Utilities report. Brian Redshaw gave the Administrator's report.He requested direction from the Council regarding turning on the street lights at Nary Ann Estates.The Council advised to turn the light on August 14. The above ground electricity at Kid's Company was discussed. The Council approve the purchase of 2-1985 Code of Iowa at a cost of $90.00 each. Moved by Stork,second by Gruber,to adjourn at 11:21 p.m.Carried 5 to O. Meeting adjourned. September 3,1985 A special meeting of the Waukee City Council was called to order at 7:30 p.m.by Mayor Gordon Christianson. A roll call was held and all Councilmen were present. Guests and staff at this meeting were: Ann Ford,David Reed,Harry Jones,Nick Henson,and Mark Casey. Roger Anderson,Brian Redshaw, Gruber,Harc Stiles,Don The purpose of this meeting was to discuss the report of Energy Economics regarding the natural gas system.They·had quoted a price of $62,000.00 to repair and upgrade the system.The Council discussed how much of the work the City maintenance crew could do. The maintenance crew was directed to finish insulating all meters and leave cards if the people are not at home for relighting pilot lights. TI,e City Clerk was directed to get another bid on putting in stations and check with Energy Economics on installation of stations only.
