The regular meeting of the Waukee City Council was called to order
at 7:30 p.m.on October 8,1985 by Mayor Gordon Christianson.
A roll call was held and all Councilmen were present except Hinkson.
Guests and staff at this meeting were:Nick Gruber,Marc Stiles,
Ben Phillips,Dave Reed,Brian Redshaw,Ann Ford,Paul Huscher,
Roger Buffington,Gary Kraft,Dick Applegate,Terry Jilek,Larry
Phillips,and Don Henson.
Moved by Gruber,second by Stork,to expunge the motion of September
10 on approval of the August 13 minutes and correct the August 13
minutes to include Resolution No.39 as follows:

The Public Safety Committee recommended leave 'c'time and overtime
for Larry Phillips stand as it had been and the Council agreed.
Callout time for Dave Reed was discussed.
Moved by Gruber,second by Rees,to pay overtime to Dave Reed or
part time employees for call outs.Carried If,to O.
Walt Hinkson arrived at this point in the meeting.
The clerk was directed to get prices on pagers for the maintenance
department.-Moved by Gruber,second by Stork,to approve pay estimate jf2 for
Temple Construction in the amount of $23,569.50.Carried 5 to O.
Roger Buffington distributed the sewer study and the Council set
October 29,1985 at 7:30 p.m.for a special meeting to review the
study.
Councilman Stork introduced an Ordinance entitled:Ordinance #

REGULATION OF THE SANITARY SEWER DISTRICT OF WAUKEE,IOWA,PRO-
VISION FOR SEWER RENTAL AND REGULATION CONNECTIONS WITH THE CITY
SANITARY SEWER SYSTEM,
BE IT ORDAINED by the Council of the City of Waukee:
Section L Section 204.14 of Chapter 204 1Vaukee Municipal
Code,regulation of the sanitary sewer district and provision
for sewer rental and regulation connections with the city sanit-
ary sewer system is hereby amended by deieting 204.14 and sub-
stituting in lieu thereof as follows:
204.14 Fee for Permit and Connection with the Public Sewer
System.Before any permit is issued and any connection to the
public sewer system authorized,the person who makes the appli-
cation shall pay to the City Clerk a fee to be set by resolution
of the council of the City of Waukee which shall cover the cost
of issuing the permit,supervising,regulating and inspecting
the work,and making necessary engineering studies.
Section 2.Effective Date,This ordinance shall be in effect
after its final passage,approval,and publication as required
by law.

AN ORDINANCE TO AMEND CHAPTER 211,WAUKEE,MUNICIPAL CODE,
REGULATIONS GOVERNING MUNICIPAL WATER SYSTEM CONNECTIONS AND
SERVICES.
BE IT ORDAINED by the Council of the City of 1>Jaukee:
Section 1.Section 211.8 of Chapter 211 Waukee Municipal
Code,regulations governing municipal water system connections
and services,is hereby amended by deleting 211.8 and substituting
in lieu thereof as follows:
211.8 Fee for Permit and Connection with the Public Water
System.Before any permit is issued and any connection to the public

Moved by Rees,second by Barrett,to pay $2425.00 for cost difference
between 8"and 12"plastic water main in Waukee Estates Plat #l.

No discussion was held on the hiring of a building inspector.
The Council discussed crack filling machines and the various prices
received.The clerk was directed to see if Roger Anderson can make
one.
Moved by Gruber,second by Stork,to close Park Road on October 29.
Carried 5 to O.If weather is bad,the water is to be shut off
before that date.
Moved by Gruber,second by Hinkson,to set October 30,1985 from 6:00
to 8:00 p.m.for Beggar's Night.Carried 5 to O.
The Council held a brief discussion on the FY 85-86 Street Construction
Program and set a meeting of the Streets Comrrdt t ee and any interested
Councilmen for November 9 at 8:00 a.m.to look over the streets.
After a lengthy discussion on sidewalk snow removal,no action was
taken.
The City maintenance department was directed to dig out the ditch
at 6th &Cherry when it can be worked into their schedule.
No action was taken regarding the clean up of the property at
6th &LaureL
Mayor Christianson read the following proclamation:
PROCLAMATION
WHITE CANE SAFETY DAY
WHEREAS,Tuesday,October 15,1985,is designated by Iowa
state law as "White Cane Safety Day"in Iowa;and
WHEREAS,the 1985 Code of Iowa provides that every blind
citizen has the right to carry a white cane or use a dog guide,
which demonstrates and symbolizes the ability to achieve a full
and independent life and the capacity to work productively in
competitive employment;and
\VHEREAS,Iowa law provides that every.mofor vehicle oper-
ator who encounters a blind pedestrian is.required to exercise
appropriate caution to avoid accident or injury;and
WHEREAS,both state and federal law prohibits discrimination
based on blindness and support equal opportunity and affirmative
action programs to encourage employment of.blind persons in the
competitive labor force;
NOW,THEREFORE,I,Gordon Christianson,Mayor of the City
of Waukee,in cooperation with the National Federation of the Blind
of Iowa,hereby proclaims Tuesday,October 15,1985 as
WHITE CANE SAFETY DAY
and call upon out citizens to recognize the individual worth and
productive talents of our blind neighbors and observe the laws
applicable to their use of our streets,highways,and·public facilities.
Walt Hinkson gave the Public Safety report.
Merle Rees gave the Utilities report.A report was given on the damaged
gas main at l65-3rd.The police department was directed to issue a
citation to the operator of the trencher for violation of Ordinance
#2038.
Gordon Christianson gave the Mayor's report.

advise on the issuance of a Certificate of Occupancy for Kid's Company
and the Council advised him to issue the certificate.
Moved py Hinkson,second by Rees,to approve the purchase of water
clamps--(6-4"--4.45-4.73 OD)&(5-4"--4.74-5.14 OD)at a cost of
$70.95 each and l-6"--7.05-7.450D at $85.00 each.Carried 5 to O.
Roger Buffington reported that he had received a letter and plans
regarding the storm shelter at the trailer park.

A special meeting of the Waukee City Council was called to order
on October 21,1985 at 7:00p.m.by Mayor Gordon Christianson.
A roll call was taken and the following named Councilmen were present:
Hinkson,Barrett,Rees,and Stork.Absent:Gruber.
The following guests and staff were also present:Brian J.Redshaw,
Roger L Buffington,Marc Stiles,Dan Cunningham,Debra Cunningham,
and Larry J Phillips.
Roger Buffington recommended acceptance of the proposed storm
shelter at Midwest Mobile Home Court.
Moved by Rees,second by Stork,to approve the plans.Carried 4 to O.

Joe Stork brought the City Council up to date on the present status
of the South Dallas Count.yt.Landf Ll.L Association and its negotiations
with United Brick &Tile Co.
Moved by Hinkson to begin taking garbage to the North Dallas CountyhLandfillinPerryandtogivenoticetotheSouthDallasCounty
Landfill Association of our intention to withdraw from the group
effective January 1,1987.The motion was seconded by Rees.Motion
failed 2 to 3.
