Dennis Snyder and Roger Buffington from Snyder &Associates presented
their findings in their recently completed sanitary sewer study.
A lengthy discussion ensued with the matter to be referred to the
Utilities Committee to study alternate financing methods for the
proposed sewer improvements.
Brian Redshaw advised the Council that a public meeting would be
held at 7:30 p.m.on November 18 at the Hethodist Church to discuss
the Waukee Improvement Survey.Norm Riggs,extension specialist,
will be present to describe the survey techniques as well as discuss
the implications of the findings.
Moved by Stork,second by Gruber,to adjourn at 9:30 p.m.Carried
5 to O.

November 4,1985
A special meeting of the ivaukee City Council was called to order
at 7:02 p.m.by Mayor Gordon Christianson.
A roll call was taken and the following named Councilmen were present:
Gruber,Barrett,Rees,and Stork.Absent:Hinkson.
Mark Broderick requested a variance from the requirement mandating
asphalt or portland concrete for an off-street parking area for
Waukee Mini-storage.
Moved by Stork,second by Rees,to allow a variance for rock parking
for Waukee Mini-storage.Carried 4 to O.
Starting salary for police officers was discussed.
Moved by Gruber,second by Barrett,to approve starting pay for
police officer at $14,500.00.Carried 4 toO.
Moved by Gruber,second by Barrett,to adjourn at 7:38 p.m.Carried
4 to O.

The regular meeting of the Waukee City Council was called to order
on November 12,1985 at 7:30 p.m.by Mayor Pro-tern Bob Barrett.
A roll call was taken "'ith the following Councilmen present:Gruber,
Barrett,Rees,Stork.Absent:Hinkson and Mayor Christianson.

Larry Clayton was not present as indicated on the agenda.
A letter was presented from Dr.Doug Brackman regarding a proposed
sign for the Chiropractic Clinic which had been turned down by the
Zoning Administrator.He requested variance from the Council.
Moved by Gruber,second by Stork,to deny the request because
the sign would be a non-conforming use.Carried 3 to O.
Virginia Clark gave a report on the Adopt-A-Book program progress.
#3258.00 has been received at this time.The Library Board made
a re.quest to the Council to make up the difference to bring the
total to $4500.00 (approximately $1026.00)..
Moved by Gruber,second by Rees,to set Tuesday,November 26,1985
at 7:30p.m.for a budget amendment hering for the donation to
the library of $1026.00 and directed the City Clerk to publish
the same in the Dallas County News.Carried 3 to O.

A lengthy discussion was held concerning garbage hauling and South
Dallas County Landfill's future.
Moved by Stork,second by Rees,to draw up specifications for 1
garbage hauler for the entire City of Waukee.Carried 3 to O.
A the present time,the City of Waukee will remain a member of
the South Dallas County Landfill Agency.
Brian Redshaw reported that Roger Anderson had received pricies
on parts for the crack filling machine that he proposes to build.
Moved by Rees,second by Gruber,to approve expenditure of a
maximum of $5400.00 for materials for the crack filling machine.
This expenditure is to include the purpose of a cut-off saw and
blades.Carried 3 to O.
Brian Redshaw reported on the prices he had received for pagers
for the maintenance department.
Moved by Gruber,second by Rees,to purchase 3 pagers from Electronic
Engineering at a cost of $175.00 each.The monthly line charge
will be $5.60 per pager per month.Carried 3 to O.

call-out fee will be paid to non-city employees and City employees
are to be paid time and one-half.
No action was taken on hiring a private firm for inspections on new
construction.

Parking will be prohibited on City streets during period of heavy

ORDINANCE NO.2058
AN ORDINANCE TO AMEND CHAPTER 303,WAUKEE,lWNICIPAL CODE,LAND
SUBDIVISION REGULATIONS PROVIDING RULES,REGULATIONS AND STANDARDS
TO GUID LAND SUBDIVISION IN WAUKEE,IOWA.
BE IT ORDAINED by the Council of the City of Waukee:
Section 1.Section 303.164 of Chapter 303 Waukee Municipal
Code,Land Subdivision Regulations of the City of Waukee,is -
hereby amended by adding thereto subsection A to read as follows:
303.164 A.Detention Methods.Hhen the proposed
subdivision mav have a detrimental effect
I."by increasing the intensity of storm water
run-off to the City's stOrTI water drainage
system or onto adjoining properties,detention
methods may be required by the City to insure
the on-site control of said run-off.
Section 2.Effective Date.This ordinance shall be in effect
after its final passage,approval,and publication as required
by law.
After the text was read,Paul Huscher advised that this ordinance
should be referred to P &Z.
Moved by Stork,second by Gruber,to send this ordinance to P &Z.

A gas service extension policy was discussed.A request from
Ralph Copeland to hookup to.gas had been denied due to the fact
that his property is outside the City liT'lits.The Council sug-
gested that Hr.Copeland be asked for voluntary annexation of
this property.No other formal action was taken.

first major snow.Carried 3 toO.
110ved by Gruber,second byStork,to approve Brian Redshaw to sign
the necessary papers for Midwest Mobile Home Court's 1986 license.

for a 3 year term.Carried 3 to O.
Moved by Stork,second by Rees,to remove from the Employee Handbook,
the automatic increase of $75.00 after the 12 month probationary

A list for proposed street work in FY 85-86 was presented.Brian
Redshaw and Roger Buffington are to come up with a cost estimate.
The monthly police report was given to the Council.
Merle Rees gave the Utilities report.
Brian Redshaw gave the Administrator's report.

ianson to joint the Mid-Iowa Association of Local Governments (MIALG)
