Walt Hinkson reported on the Public Safety Committee's recommend-
ation to hire Larry Sadler as police officer.
Moved by Gruber,second by Barrett,to hire Larry Sadler as police
officer.Carried 4 toO.
The checking accounts with Brenton Bank was discussed.Gordon
Christianson reported on the meeting with Chet Chedester.Mr.
Chedester explained the bank's position and stated that the City
would be allowed 2 free checking accounts.No action was taken.
Brian Redshaw was directed to check with other banks and weigh
the pros and cons of going out of town for the banking.
Northern Natural Gas Co.is requesting automatic electronic
withdrawals for their payments.The Council was not agreeable
with this.Walt Hinkson explained that the other alternative
would be wiring payments.The Council felt this would be the best
way to go.
A lengthy discussion was held on sidewalk shoveling.Questions
were fielded from guests present.No action was taken.
Moved by Barrett,second by Gruber,to adjourn at 8:35p.m.Carried4toO.

January 2,1986
A special organizational meeting of the ,~aukee City Council was
held on January 2,1986 with Mayor Christianson presiding.The
meeting was called to order at 7:30p.m.
A roll call was taken and the following named Councilmen were present:
Brown,Tovrea,Gruber,Hoifeldt and Stork.
The following guests and staff were also present:Brian J.Redshaw,
Darwin Chapman,Larry Phillips,Ken Hopper,and Remo Nizzi.
Moved by Gruber,second by Stork,to approve the minutes of December
10 and 23 as presented.Carried 5 toO.
Mayor Christianson appointed Tovrea,Hoifeldt,and Stork to a 5 and
10 year Capital Improvements Committee.
The Mayor publicly thanked the Lions Club for their help in distrib-
uting potatoes to the needy.He also thanked the Fire Department
and Larry Phillips.~
Moved by Stork,second by Tovrea,to appoint Brenton State Bank as
offical depository and Raccoon Valley State Bank as alternate.
Carried 5 toO.
Moved by Stork,second by Hoifeldt,to appoint the Dallas County
News as official publication and the Des Moines Register as alter-
nate.Carried 5 toO.
Moved by Gruber,second by Stork,to appoint Paul E Huscher as
City Attorney at a retainer of $250.00 per month.Carried 5 to O.
Moved by Hoifeldt,second by Gruber,to appoint Snyder &Associates
as City Engineer at a retainer of $150.00 per month.Carried 5 to O.
Committee assignments were discussed.
The Mayor appointed Larry Phillips as Police Chief.
Moved by Gruber,second by Brown,to confirm appointment of Police
Chief.Carried 5 toO.

The Hayor reque<1ted the City Attorney to revi<1e Section 111.7 to

Thi<1 amending ordinance will be presented at the January 14,1986
regular meeting.

The regular meeting of the Waukee City Council was called to order
at 7:30 p.m.by Hayor Gordon Chri<1tian<1on.on January 14,1986.
A roll call was held and the following Councilmen were present:
Brown,Tovrea,Gruber,Hoifeldt and Stork.

Larry Clayton questioned the wording of Chapter 202.2 of the Waukee
Municipal Code and suggested that the wording be changed to reflect
what happens to rates if Northern Natural Gas decreases its prices.
He also questioned the tax abatement ordinance in reference to
industrial businesses.He felt the luring of commercial business
to Waukee wo u Ld be more viable.
Cris Burger asked the Council to pass an ordinance to make Waukee a
'Nuclear Free Zone'.Paul Huscher was directed to draw un an ordinace
to be presented at the next regular meeting.
A lengthy discussion was held concerning the intersection of
University and Ashworth where a fatal traffic accident occured on
January 6,1986.Frank Hoifeldt reported on the Public Safety
Committee's recommendation which is to install a stop sign with
flashers on University for west bound traffic and control flashers
"over the intersection with red for east-west traffic and yellow
for north-south traffic.C01TIffientsand questions were heard from
guests.
The Council determined they want a 4 way stop with flashers,speed
bumps,and a possibility of reducing the speed to 45 mph from the
City limits.
Moved by Gruber,second by Tovrea,to take the recommendation of
the 4 way stop with flashers to the County Supervisors.Carried
5 to O.
Moved by Gruber,second by Brown,to approve the Treasurer's report.
