Condemnation proceedings were discussed by the Council on 3 different properties.Tom McClure and Tom Tovrea are to look into these and see if they are nuisances under the Waukee Mun- icipal Code. Frank Hoifeldt gave the Public Safety report. Joe Stork gave the Utilities report.He reported that the Utilities Committee had met and discussed water rate increases.The proposed increase of water rates will be discussed at the reg~lar April meeting. Brian Redshaw gave the AdministraDor's report.He asked the Council about Spring Clean Up Day and they decided not to have it.He also advised the Council that the Styref for crack filling is $1.60 per gallon for 55 gallon containers. Moved by Hoifeldt,second by Gruber,to approve the purchase of 20-55 gallon containers of Styref.Carried 5 toO.The also advised him to sell the Hi-Spec joint sealer that we have on hand that can no longer be used. The Council advised Mr.Redshaw to advertise for summer help at $4"00 per hour. The Clerk advised the Council of the Animal Rescue League's contract which will be discussed at the April meeting. Joe Stork advised the Council of the South Dallas County Landfill meeting which he had attended earlier in the evening.They have reached an agreement with United Brick and Tile.The County will pay costs of improvements.The City will be charged $9000.00 per year for 10 years which is an increase of $1178.00 per year.This item will be on the April agenda. ~1ro Redshaw also advised the Council of a letter he had received from ClRALG regarding the City's participation financially in reimbursement to the Department of Labor.The Council indicated that they intended to take no action. April 8,1986 The regular meeting of the Waukee City Council was called to order on April 8,1986 at 7:30 p.m.by Mayor Gordon Christianson. A roll call was held and all Councilmen were present. Guests and staff at this meeting were:Mark Currie,Jim Thompson, Nick Gruber,Bruce Patterson,Steve Spencer,Chet Chedester,Dave Reed,Walt Hinkson,Roger Buffington,Marc Stiles,Scott Thomas, Larry:I,Clayton,Jim Broderick,Larry Phillips,Paul Huscher, Brian Redshaw,Ann Ford,Camille Beveridge,Don Henson,Ronald Olson,Floyd Rosenkranz and Judy Henson. The March 11 minutes were corrected to add Triple T Enterprises in the amount of $80.00 to the approved bill list. Moved by Gruber,second by Stork,to approve the corrected March 11 minutes.Carried 5 to O. 56 April 8,1986--cont Walt Hinkson spoke to the Council regarding storm water drainage in the ditch south of Highway 6.The City Engineer is to look into this matter and report back at the next meeting. Chet Chedester addressed the Council regarding a Farmer's Market. He advised that the Waukee Businessmen's Association are inter- ested in overseeing this project.He brought West Des Moines' ordinance regarding their Farmer's Market.Paul Huscher is to draw up an amendment to the Peddler's Ordinance to allow for the Farmer's Market and this item will be taken up at the next meeting. Mark Currie of First Insurance discussed FY 86-87 insurance coverage and premiums with the Council. AN ORDINANCE TO AlffiNDCHAPTER 501,WAUKEE,MUNICIPAL CODE,REGULATION OF TRAFFIC UPON THE USE OF THE STREETS OF WAUKEE,IOWA,BY ESTAB- LISHING SPEED ZONES ON PORTIONS OF UNIVERSITY AVENUE AND ASHWORTH DRIVE WITHIN THE CORPORATE LIMITS OF THE CITY OF WAUKEE BE IT ORDAINED by the Council of the City of Waukee: Section 1.Section 501.9 of Chapter 501 Waukee Municipal Code,Regulation of Traffic upon the use of the Streets of Waukee, Iowa,is amended by deleting subparagraph F and inserting in lieu thereof the following: F.321.277,321.278,321,285 through 321.288, and 321.294 --reckless driving,drag racing,speed,control of vehicle and minimum speed. (1)Notwithstanding the foregoing provi- sions,the speed limit on University Avenue for westbound traffic from the East City Limits to a point 1600 feet west of the East City Limits is 55 miles per hour ~nd the speed limit on University Avenue for westbound traffic from a point 1600 feet west of the East Citv Limits west to the east line of Ash~orth Drive at its intersection with University Avenue is 45 miles per hour. (2)The speed limit on Ashworth Drive be- tween the east line of East Street and the north line of University Avenue is 35 mph. Section 3.Effective Date. after its final passage,approval law. Code,is hereby in lieu thereof Section 2. effect after its required by law. Moved by Gruber,second by Hoifeldt,to approve the agreement with the Animal Rescue League.Carried 5 to O. Section 301.8 of the Zoning Ordinance was passed on to the P &Z for review. A lengthy discussion was held on the South Dallas County Landfill and alternate solutions.No action was taken on this item. Moved by Gruber,second by Tovrea,to approve large meter testing at the cost of $120,00 per meter.Carried 5 to O. Moved by Hoifeldt,second by Gruber,to set the park opening date as April 10,1986.Carried 5 toO. Moved by Hoifeldt,second by Brown,to apporve $2000-$2200.00 for fireworks.Carried 5 to O. Northview Estates was discussed by the Council.Paul Huscher wrote a letter to Henry Krohn's attorney stating that an agree- ment would be needed assuring the City that Northview would be extended to 6th Street before final plat approval would be given. Street lighting in this area was also discussed.Iowa Power is to be contacted for a proposal achieving 100'7.of engineer's. lighting standards. A city garage sale to dispose of unwanted and unneeded items was discussed. Moved by Tovrea,second by Gruber,to have a City garage sale on May 17,1986 from 9;00 a.m.until 12:00 Noon at the Maint- enance building.Carried 5 to O. Brian Redshaw reported on the applications received for part- time summer help. Moved by Gruber,second by Tovrea,to authorize the City Clerk to hire 3 persons for part-time summer help at a rate of $4.00 per hour.-Carried 4 to l--Stork voting No-. No action was taken on FY 85-86 audit. April 8,1986---cont The FY 85-86 Street Program was discussed.The Streets Committee will meet on April 19,1986 at 8:00 a.m.to go over the streets. Jerry Brown gave the Parks &Recreation report. Frank Hoifeldt gave the Public Safety report. Joe Stork gave the Utilities report.There will be a public meeting on April 15,1986 at 7:00 p.m.at the Waukee high school to review and discuss long-range capital improvements. Brian Redshaw gave the Administrator's report. Art Killian had requested to pasture sheep again this year on City owned land south of town.The Council decided they would not rent pasture ground this year. Moved by Gruber,second by Brown,to approve Brian Redshaw's attendance at the IMFOA conference,April 16 through April 18. Carried 5 to O. A letter was received from Van Meter Township indicating their termination for fire protection effective July 1,1986. Doors for the fire station were discussed. Moved by Tovrea,second by Hoifeldt,to approve entering into a contract with Voorhees Design Group on the fire station door. Motion failed on hhe following vote: Yes: No: Tovrea,Hoifeldt Stork,Gruber,Brown Moved by Hoifeldt,second by Gruber,to adjourn at 11:24 p.m. Carried 5 to O. • April 29,1986 A special meeting of the Waukee City Council was called to order at 7:02 p vm ,by Mayor Gordon Christianson.BrianJ.Redshaw was present and taking minutes. A roll call was taken and the following named Councilmen were present: Brown,Tovrea,Hoifeldt and Stork.Absent:Gruber. Guests and staff at this meeting were:Larry Phillips,Scott Thomas and Tami Hopper. Police Chief,Larry Phillips,advised the City Council that Larry Sadler had resigned his position as police officer effective May 15,1986.He made a recommendation that starting pay be increased from $14,500.00 to $15,500.00 and that Jim Ash be increased from $15,400.00 to $16,200.00 and Ken Hopper be increased from $18,000.00 to $18,800.00 effective June 1,1986.The purpose of these raises would be to maintain the gap between starting officers and experienced officers. Hoved by Brown,second by Hoifeldt,to accept the above recommendations and direct the personnel committee to study the complete City benefit package after soliciting comments from all employees.
