Moved by Hoifeldt,second by Brown,to approve the minutes of
April 8 and 29.Carried 5 to O.
Guests and staff at this meeting were:Bill Forret,Nick Gruber,
Kelly Rinehart,Harry Beveridge,Stephen Spencer,Phil Kausalik,
Marc Stiles,Walt Hinkson,Scott Thomas,Randy Foster,Don Henson,
Ray Nizzi,Roger Buffington,Paul E Huscher,and Judy Henson.
Phil Kausalik of 150 Corene Ave.requested permission to plant
several ornamental trees in the parking adjacent to his property.
He had been advised by the City Administrator that Corene Acres
Plat 10 had been approved with no provision for this.Mr Kausalik
indicated that these trees would have a mature height of not more
than 10 feet and would have non-aggressive root systems.
Moved by Tovrea,second by Stork,to allow Mr Kausalik to plant
Bradford pear trees with the understanding that he would remove
them if the City Engineer found that they would have a detrimental
effect on City utility lines.Carried 5 toO.

BE IT ORDAINED by the Council of the City of Waukee:
Section 1.Section 203.2 of Chapter 203 Waukee Municipal
Code,is hereby amended by deleting said section and inserting
in lieu thereof the following:·

ULATION'OF TRAFFIC UPON THE USE OF THE STREETS OF WAUKEE IOWA,,

BY ESTABLISHING SPEED ZONES ON PORTIONS OF UNIVERSITY AVENUE AND
ASHWORTH DRIVE WITHIN THE CORPORATE LIMITS OF THE CITY OF WAUKEE.
BE IT ORDAINED by the Council of the City of Waukee:
Section 1.Section '501.9 of Chapter 501 Waukee Municipal
Code,Regulation of Traffic upon the use of the Streets of Waukee,
Iowa,is amended by deleting subparagraph F and inserting in lieu
thereof the following:
F.321.277,321.278,321.285 through 321,288,and 321.294--
reckless driving,drag racing,speed,control of vehicle
and minimum speed.
(1)Notwithstanding the foregoing provisions,the speed
limit on University Avenue for westbound traffic
from the East City Limits to a point 1600 feet
west of the East City Limits is 55 miles per hour and
th~speed limit on University Avenue for westbound
traffic from a point 1600 feet west of the East
City Limits west to the east line of Ashworth Drive
at its intersection with University Avenue is 45
miles per hour ..
(2)The speed limit on Ashworth Drive between the east
line of East Street and the north line of University
Avenue is 35 mph.
Section 3.Effective Date.This ordinance shall be in effect
after its final passage,approval,and publication as required by law.

A discussion was held concerning solid waste disposal and the City
of Waukee's continued participation in the South Dallas County Land-
fill Agency.
Moved by Stork,second by Tovrea,to continue membership in the ,\L
South Dallas County Landfill Agency and enter into a 10 year contract ~
after reviewing the terms with the City Attorney.Carried 4 to I--
Gruber voting No.
Moved by Tovrea,second by Brown,to send letters on both the water
and sewer plans requesting a 30 day extension and have a staff person

Bill Forret of the Parks Committee had drawn up plans for a proposed
park shelter house.Steve Spencer,president of the Little League,
indicated that the Little League would provide manpower and would
contribute $500.00 for running the electric line and for paint.The
Ci ty I S contribution would be a total of $lf500.00 ($3000.00 for wood
and $1500.00 for concrete).
Moved by Tovrea,second by Hoifeldt,to add the $4500.00 park shelter
house to the FY 85-86 budget amendment hearing set for May 27 at 6:00
p.m.Carried 5 toO.
A brief discussion was held concerning FY 85-86 street program.The
proposal to extend asphalt further south on East St in the amount of
$19,999.95 was 'deleted from the program and the $7354.67 allocated
to slurry coat work on Northview was reallocated to intake repair.
The City Engineer and City Clerk were to reestimate the project cost
and present their findings at the June 10 meeting.
The City Council restated their position that satellite dishes were
to be regarded as accessory uses and indicated their desire to have
an ordinance drawn up to this e f Ee ct ,They requested feedback from
the P &Z with regard to classifying radio towers.

AND LICENSING PEDDLERS,SOLICITORS AND TRANSIENT l1ERCHANTS AND TO
PROVIDE PENALTIES FOR VIOLATIONS,BE EXEMPTING FARMERS AND GARDENERS.
BE IT ORDAINED by the Council of the City of Baukee:
Section 1.Section 210.3 of Chapter 210 Baukee 11unicipal
Code,is hereby amended by adding to the exemptions from the pro-
visions of such ordinance,the words "Farmers and gardeners who
offer for sale in the area marked for parking immediately adjacent
to the triangle bounded by 6th Street,Ashworth Drive,and Walnut
Street,fruits and vegetables which they have grovm,are excluded
from the provisions of this ordinance."and shall read as follows:
210.3 Exemptions.Newspaper carriers are excluded from the
provision of this ordinance.Farmers and gardeners
who offer for sale in the area marked for parking
immediately adjacent to the triangle bounded by 6th
Street,Ashworth Drive,and Balnut Street,fruits
and vegetables which they have grown,are excluded
from the 'provisions of this ordinance.
Section 2.Effective Date.This ordinance shall be in effect

Hoifeldt,that the Ordinance entitled:"ORDINANCE NO.2066--AN
ORDINANCE TO AMEND CHAPTER 210,WAUKEE MUNICIPAL CODE,REGULATING
AND LICENSING PEDDLERS,SOLICITORS AND TRANSIENT MERCHANTS AND
TO PROVIDE PENALTIES FOR VIOLATIONS,BY EXEMPTING FARMERS AND
GARDENERS"be now put upon its final passage and adoption.The
Mayor pro tem put the question on the final passage and adoption
of said Ordinance,and the roll being called,the following named
Councilmen voted:

Whereupon,the Hayor pro tem declared said Ordinance duly adopted
and passed,and signed his approval to said Ordinance.
Randy Foster of P &Z discussed a Park Eedication Ordinance which
would require a subdivider to set aside a percentage of his devel-
opment for the City's park system.The City Council referred the
Public Site and Open Spaces Ordinance back to the P &Z for revision
but indicated its support for this type of ordinance.
Moved by Stork,second by Brown,to appoint Gardiner &Co to do the
FY 85-86 Financial audit.Carried 5 to O.
Brian Redshaw presented a letter from the J R Stelzer Co with the
results of the 500H tower inspection.Hr Stelzer proposed to
install a manhole at the base of the tower to facilitate future
inspections at a cost of $1200.00 with the City's participation
in the amount of $600.00 with the remainder of the project to be
refunded over the next 3 inspections (6 years).The City Council
directed the City Clerk to contact Hajona Corp.for a competitive
bid on the project.
Action on the Northview Estates street lighting proposal was delayed
until further discussion with the subdivider,Randy Krohn.
The City Council directed the City Clerk to contact Hr Eason,school
Superintendant,with its desire to restrict the proposed property
sale to the 14'area in front of the first 2 bays only,
Brian Redshaw advised the Council of citizen interest in having a
drive-up mailbox at the post office.The City Clerk was directed
to advise Lyle Smith,Postmaster,that they had no objections to
the 'proposal.
