Guests and staff at this meeting were:Bonnie Palmer Ben Phil~ips, Gary and Sherry McNichols,L.J.Phillips,Dick Applegate,Dave Reed, Mark Gruber"Roger Buffington,Bart Heller,Virginia Clark,Mark Cunningham"Brian Redshaw,Paul Huscher,Arnold Borchers,Joe Neubauer Jr,Wendy Hansen-Hagner,Josephine Barnes,Leigh Davis,Mark Casey, Chet Chedester,Don Henson,Ann Ford,arid Jim Ash. Moved by Hoifeldt,second by Gruber,to approve the minutes of January 13,1987.Carried 4 to O. Bonnie Palmer president of the Haukee Library Board,presented the FY 87-88 budget. Paul Huscher spoke to the Council regarding the Library Ordinance. Virginia Clark,treasurer.of the Library Board,explained the proposed bidget and asked for 20 hours per week for the library director. Ch e.t;.Che de s t er spoke to the Council regarding a Farmer's Market for this summe r,The Council agreed to allow a Farmer's Market again this summer. Moved by Gruber,second by Tovrea,to approve the Treasurer's report. Carried 4 toO. 110ved by.Gruber,second by Hoifeldt,to pay Grimes Asphalt the 1986 retainage in the amount of $2503.63.Carried 3 to l-~Tovrea voting No. Moved by Gruber,second by Tovrea,to set retainer for City attorney at $375.00 per month.Carried 4 to O. The Site Plan Ordinance was discussed. Moved by Gruber,second by Tovrea,to set March 10,1987 at 7:30 p.m. as the hearing date'for the proposed Site Plan Ordinance amendment. Carried 4 to O. A budget amendment in the amount of $500.00 for community development was dis.cussed.No action was taken. The Council discussed the FY 87-88 budget. Moved by Tovrea,second by Hoifeldt,to set March 10,1987 at 7:30 p vrn , for the FY 87-88 budget hearing.Carried 4 toO. Urban 'Revitilization was discussed and no action was taken. Brian Redshaw reported that Supt.Clair Eason had requested firm gas service for the MIddle School. Moved by Gruber,second by Tovrea,to approve firm gas service for the Middle School.Carried 4 to O. Jerry Brown gave the Public Safety report.A discussion was held regarding a police officer being at the Council meetings.The Council will discuss this item at the next regular meeting. Frank Hoifeldt gave the Utilities report. Brian Redshaw gave the Administrator's report.A request was made for the Mayor to attend the Iowa Ambassador's Foundation dinner in Des Moines at a cost of $25.00. Moved by Hoifeldt,second by Gruber,to allow the expenditure of $25.00 for the Mayor to attend this dinner.Carried 4 toO·. Moved by Gruber,second by Hoifeldt,to allow the expenditure of $45.00 for Brian Redshaw to attend the Iowa City Manager's Conference in Ankeny.Carried 4 to O.-A short discussion was held on the painting of the water tower and this items will be on the next regular agenda. Moved by Gruber,second by Tovrea,to adjourn at 9:35 p.m.Carried 4 to O.
