Stork,to award bid for replacement
Bray and Brian Howe in amount of $1075.00.
Frank Hoifeldt advised the Council of his findings on other communities'
building inspectors.The Council advised Mr Hoifeldt to find out
fees and what percentage the zoning administrator is paid for these
inspections.
A request was made that the City pay the annual membershin fee of
$60.00 for Brian Redshaw's membership in the Lions Club.It was
the Council's consensus not to pay these dues.

The regular meeting of the Waukee City Council was called to order
at 7:30 p.m.on March 10,1987 by Mayor Gordon Christianson.
Brian J.Redshaw was present and taking minutes.
A roll call was taken and the following Councilmen were present:
Tovrea,Hoifeldt,and Stork.Absent:Gruber and Brown.
Moved by Hoifeldt,second by Tovrea,to approve the minutes of
February 10,17 and 24.Carried 3 toO.
The following guests and staff were present:Bill Inman,Roger
Buffington,Paul E Huscher,Arnold Borchers,Bart "eller,Roger
Anderson,Virginia Clark,Leigh Davis,Scott Thomas,James Ash,
Josephine Barnes,Ben Phillips,Dick Applegate,Kelly Gruber,
Mark Gruber,Nick Gruber,Don Henson,Terry Jilek,Tim Hagner,
Brian Slaughter and Bonnie Palmer.
Bill Inman of Woodwright Construction talked to the Counci]regarding
the development of Mary Ann Estates Plat 3.Mr Inman will meet with
the Waukee-Planning &Zoning Commission on March 17.He also
reported on the progress of the intermediate care facility which
would have a 60 bed nursing home and 48 units of elderly housing.
Bart Weller,prestdent of the Waukee Jay-Cees,spoke to the Council
concerning the 2nd annual 4th of July celebration.He requested
$600.00 from the City for this event.
Moved by Tovrea,second by Hoifeldt,to approve a $600.00 expend-
iture for the July 4 celebration.Carried 3 to O.
Moved by Hoifeldt,second by Stork,to approve the Treasurer's
report.Carried 3 to O.
Fire Chief,Scott Thomas,reported that the fire tank repair was
done satisfactorily.

The FY 87-88 Federal Revenue Sharing heari~g was held as published
in the Dallas County News.
Bonni.e Palmer ,president of the Waukee Library Board,presented a
request for a computer system.Nick Gruber felt that an additional
program on the existing computer would be feasible.
Comments were received from the audience.Josephine Barnes spoke
about capital improvements.

Be it Resolved by the Council of the City of Waukee,Iowa:
The annual budget for the fiscal yearCending June 30,1988,as set
forth in the Budget Summary certificate and in the detailed budget
in support thereof showing the revenue estimates and approoriation
expenditures and allocations to programs and activitiesc for said '
fiscal year is adopted,and the clerk is directed to make the filings
req~ired by law and to set up his books in accordance with the summary
and details as adopted.

A hearing was held,as published in the Dallas County News on the
proposed ordinance amendments of the Site Plan cOrdinanceand the Off-
Street Parking Ordinance.The Mayor asked for questions or objections
and none were heard.
Councilman Stork introduced an Ordinance entitled:'AN ORDINANCE TO
AME'ND CHAPTER 304,WAUKEE MUNICIPAL CODE,SITE PLAN ORDINANCE OF THE
CITY OF WAUKEE,IOWA,.BY PROVIDING THAT SITE PLANS SHALL BE REQUIP~D
IN ,A-l,R-l,and R-2 DISTRICTS".
It was moved by Councilman Hoifeldt,,and seconded by Councilman
St.ork,that the Ordinance entitled:"AN ORDINANCE TO AMEND CHAPTER

ORDINANCE OF THE CITY OF WAUKEE,IOWA,BY PROVIDING THAT SITE PLANS
SHALL BE REQUIRED IN A-l,R-I and R-2 DISTRICTS.
BE IT ORDAINED by the Council of the City of Waukee:
Section 1.Section 304.3 of Chapter 304.Waukee Hunicipal.Code,
Site Plan Ordfunance of the City,is hereby amended by deleting 304.3
Purpose and Application and inserting in lieu thereof the following:
304.3 Purpose and Application.It is the intent and purpose
of this ordinance to establish a procedure which will
enable the City to review certaincproposed improvements
to property within specified ,zoning district of the City
to insure compliance with all applicable zoning,subdiv-

ision and building regulations.Site plans shall
only be required whenever any person proposes to
place any structure for which a building permit is
required under any other section of this Code,on
any tract or parcel of land within the "A-l"Agri-
cultural District,"R-l"Single Family Residential

trict,"R-3"Multi-Family Residential District,"R-4"
Row Dwelling and·Condominium District,"C-l"Community
Commercial District,"C-2"Central Business District,
"C-3"Planned Commercial District,"M-l"Light Indus-
trial District,"M-2"Heavy Industrial District,and
for any use except one and two family dwelling.
Section 2.Effective Date.This ordinance shall be in effect after

AN ORDINANCE TO AMEND CHAPTER 301,WAUKEE,MUNICIPAL CODE,ZONING
ORDINANCE OF THE CITY OF WAUKEE,.ImvA,BE DEFINING AN AREA WHERE
OFF-STREET PARKING IS NOT REQUIRED.
BE IT ORDAINED by the Council of the City of Waukee:
Section 1.Section 301.22 of Chapter 301 Waukee Municipal Code,
Zoning Ordinance of the City,is hereby amended by adding thereto
subsection "C"which shall read as follows and by relettering sub-
sequent paragraphs:
301.22C Notwithstanding the provlslons·of subsections A and
B hereof,no o f f-cs t r ee t;parking shall be required for
any building or part thereof located within the follow-
ing described area:
Commencing with the alley on Locust,west of 6th Street,
thence north to.Ashworth,southeast to west edge of
Lot 18 on 6th St,northeast along west edge of Lot 18
to 6th St.,north to ri§ht-of-way of Chicago.and
Northwestern railro·ad,southeast along Chicago and
Northwestern railroad right-of-way to 4th Street,
thence south to include east edge of C-2 district
to Locust and west for first mentioned alley •.
Section 2.Effective date.This ordinance shall be in effect
after its final passage,approval and publication as required by law.
Frank Hoifeldt reported that he is waiting for information from
Al toona"regar·ding t.he building inspector.No action was taken.
The Council discussed building permit fees for the Waukee School and it
was the consensus of the Council to exempt the Waukee School from a
building permit fee.
A request was heard from the maintenance department for the following:

$2104.60 plus a diamond blade for $400.00 from Federal Revenue Sharing

Paul Huscher reported on the hearing with the Department of Natural
Resources concerning the radium in water.
The painting of the 50011 water tower was discussed.The interior
painting would be $25,000.00 and the exterior $20,000.00.
Frank Hoifeldt gave the Utilities report.
The Pearson Estate and Southfork developments were discussed.
The Nayor congratulated the Waukee Warriorettes for their advance-
ment to the State basketball tournament.

A special meeting of the Waukee City Council was called to order
at 7:30 p i m,by Nayor Gordon Christianson.oJ;!Narch 17,1987.
A roll call was taken and the following named Coun c Ll.men were
present:Gruber,Tovrea,Hoifeldt and St.o rk;Absent:Brown.
Guests and staff at this meeting were:Bill Inman,Rick Ross,
Tom Gratias,Ron Olson,Leigh Davis,Ray Clark,Bob Barrett,
Roger Buffington,and Brian Redshaw.
The purpose of this meeting was to discuss the proposed Southfork
addition with Tom Gratias and Rick Ross d/b/a Tomrik,Inc.Issues
discussed at this meeting were extension of natural gas service
and water service to this development.Also discussed was a
proposed annexation of this property located in the vicinity of
l42nd St.and University Ave.Phase I of Southfork calls for 38
lots and Phase 2 involves 36 lots.
