A special meeting of the Waukee City Council was called ro
order at 7:45 pvrn•.by Hayor pro~tem,Jerry Brown.Brian J.
Redshaw was present and taking minutes..
A roll call w~s held and all Councilmen were present except
Gruber and Stork.:
Hoved by Tovrea,second by Hoifeldt,to authorize the Mayor
andCity Clerk to enter into an easement agreement with Dr.
Charles Johnson.
A roll call vote was held as follows:

on April 14,1987 at 7:30 p.m.by Mayor Gordon Christianson.

Sylvia Palsm spoke to the Coucnil to advise them of a counseling
service in the Gray building that she will be opening in the near
future.
Wendy Hanson-Wagner of the Waukee Library Board spoke to the Council
requesting a sign on the outside of the building and on Highway 6
which would not be a cost to the City.The Board had money left
from grant for shelving which would pay for these signs.The
Council requested that the glass for the outside of City Hall be
tempered.

Moved by Hoifeldt,second by Brown,to give permission to the
Waukee Library Board to install a publicity sign on the outside
of "the City Hall/Library building and on Highway 6 if the D.O.T.
appr oves ,Carried 5 to O.
The Site Plan amendment hearing was held.The Mayor asked for
questions or comments and none were received."
It was moved by Councilman Hoifeldt,arid seconded by Councilman
Brown,that the Ordinance entitled:"AN ORDINANCE TO AMEND CHAPTER

ORDINANCE NO.2082
AN ORDINANCE TO AMEND CHAPTER 304,WAUKEE,MUNICIPAL
CODE,SITE PLAN ORDINANCE OF THE CITY OF WAUKEE,IOWA,BY
PROVIDING THAT SITE PLANS SHALL BE REQUIRED IN A-l,R-l,
and R-2 DISTRICTS."
BE IT ORDAINED by the Council of the City of Waukee:
Section 1.Section 304.3 of Chapter 304 Waukee Muni-
cipal Code,Site Plan Ordinance of the City,is hereby
amended by deleting §304.3 Purpose and Application,
and inserting in lieu thereof the following:
§304.3 Purpose and Application.It is the in-
tent and purpose of this ordinance to es-
tablish a procedure which will enable the
City to review certain proposed improve-
ments to property within specified zoning
districts of the City to innsure compliance
with all applicable zoning,subdivision and
building regulations.Site plans shall
only be required whenever any person pro-
poses to place any structure for which a
building permit is required under any other
section of this Code,on any tract or par-
cel of land within the "A-l"Agricultural
District,"R-l"Single Family Residential
District,"R-2"One and Two Family Residen-
tial District,"R-3"Multi-Family Residen-
tial District,"R-4"Row Dwelling and Con-
dominium District,"C-l"Community Commer-
cial District,"C-2"Central Business Dis-
trict,"C-3"Planned Commercial District,
"M-l"Light Industrial District,"M-2"
Heavy Industrial District,and for any use
except one and two family dwelling.
Section 2.Effective Date.This ordinance shall be in
effect after'its final passage,approval,and pUblication
as required Py law.

Brown,that the rule that an ordinance must be received and
filed at two meetings prior to the meeting when final action
is taken or,if published in summary,be received and filed
at one meeting prior to the meeting of final action,be dis-
pensed with.The Mayor put the question on the motion,and
the roll being passed,the following named councilmen voted:

AN ORDINANCE TO AMEND CHAPTER 301,WAUKEE,MUNICIPAL
CODE,ZONING ORDINANCE OF THE CITY OF WAUKEE,IOWA,BY DE-
FINI~G AN AREA WHERE OFF-STREET PARKING IS NOT REQUIRED.
BE IT ORDAINED by the Council of the City of Waukee:
Section 1.Section 301.22 of Chapter 301 Waukee
Municipal Code,Zoning Ordinance of the City,is hereby
amended by adding thereto subsection "CO which shall read
as follows and by relettering subsequent paragraphs:
§301.22C Notwithstanding the provisions of subsec-
tions A and B hereof,no off-street parking
shall be required for any building or part
thereof located within the following des-
cribed area:
Commencing with the alley on Locust,west
of 6th Street,thence north to Ashworth,
southeast to west edge of Lot 18 on 6th
St northeast along west edge of,Lot 18 to
6th St.,north.to right-of-way of Chicago
and Northwestern railroad,southeast along
Chicago and Northwestern railro~d right-of-
way to 4th Street,thence south to lnclude
east edge of C-2 district to Locust and
west for first mentioned alley.
Section 2.Effective Date.This ordinance shall,be ,in
effect after its final passage,approval,and publlcatlon
as required by law.

Brian Redsh~w presented proposals for a telephone system for
City H~ll.
Moved by Hoifeldt,second by Stork,to purchase the telephone
system from Midwest Telephone Company in the amount of $2200.00.
Carried 4 to'l--Tovrea voting No.
Frank Voifeldt report on findings of his research into the build-
ing inspector position.It 'was the Council's consensus not to
pursue this issue any further.
Bill Inman of Woodwright Construction requested approval for
construction drawings on Mary Ann Estates plate #3.
Moved by Hoifeldt,second by Tovrea,to approve Mary Ann Estates
plat jf3 construction drawL-1gs,subj ect to Snyder &:Associates
letter dated 4-13-87.Carried 5 to O.
A lengthy discussion was held on the FY 87-88 insurance proposals
from First Insu,ranc,e"and I CAP c Mark Currie from Fi.rst,!,
Insuranc6tated that their policy covers False Arrest for'police
officers.Alex Glann of ICAP stated every persons claim is
covered up to the limits regardless of the fact that it is the
same occurance.
Moved by Stork to stay with First Insurance.Motion died for
lack of a second.
After further discussion,it was moved by Gruber,second by
Tovrea,to approve the proposal from First Insurance in the
amount,of $30,244.00.Carried 5 toO.
The 1987 Street project was discussed.This items was turned
back to the Streets Committee.
Mayor Christianson left at 9:50 p.m.and Mayor pro-tern,Jerry
Brown,presided over the meeting.
A water/sewer study was discussed.Frank Hoifeldt reported on
the Utilities Committee's recommendation to increase the water/
sewer rates to:$10.00 for the 1st 3000 gallons and $2.50 per
thousand gallons thereafter.The sewer rate will remain at 50%
of the water rate.The Council decided that a study was not
needed at this time.This item will be put on the agenda for
next month.
The painting of the 500M water tower was discussed.The Council
decided to wait unti next year to paint this tower.

Joe Stork gave the Development report.A Committee meeting
will be held April 21 with property owners of Walnut Ridge.
Jerr~Brown gave the Public Safety report.
There was no Parks Committee report nor Mayor's report.
Brian Redshaw advised the Coucnil of the Iowa Manager's Conference
to be held in Panora.
Moved by Hoifeldt,second by Tovrea,to have Brian Redshaw attend
the Iowa l1anager's Conference June 3 to 5 with a $65.00 registra-
tion fee.Carried 5 to O.
Moved by Hoifeldt,second by Gruber,to adjourn at 10:50 p.m.

on April 27,1987 at 7:30 p.m.by l1ayor Gordon Christianson.

Moved by Gruber,second by Brown,to approve the purchase of a 1987
Ford Crown Victoria from West Suburban Ford inthe amount of $11,760.00
for a police patrol car.Carried 5 toO.
A lengthy discussion was held on running a 12"water main and annex-
ation east of the City limits.The Mayor asked for questions or
comments from the City Council and the guests.Views were heard,
pro and con,and many questione'were fielded.
Moved by Tovrea,second by Stork,to run the 12"water main and
gas main to the east end.the the Southfork development,subject
to approve of the annexation board,voluntary annexation and 8"
water main and gas line through Walnut Ridge subject to approval
of the annexation board and voluntary annexation.Carried 4 to I--
Gruber voting No.

draw up annexation papers.Carried 5.toO.
