The regular meeting of the Waukee City Council was called to order
on June 9,1987 at 7:30 p.m.by Mayor Gordon Christianson.Brian
J.Redshaw was present and taking minutes.
A roll call was taken and the following C01IDcilmen were present:
Gruber,Tovrea,Hoifeldt and Stork.Absent:Brown.
The following guests and staff were also pres~nt:Roger Buffington,
Rick Ross,Pat Robbins,Nick Gruber,Geneva and Harvey Burger,
Wendy H.ansen-Wagner,Ron Olson,Bill Weeks,Brian Slaughter,Dick
Schwartz,Dick Watson,l1ichael M Douglas,Mark Broderick,Phil
Broderick,Walt Hinkson,Jim Berner,Ray Nizzi,Gary Kraft,Floyd
Rosenkranz,Gordon Doerr,Joe Brick,Leigh Davis,.Don Bassett.
Moved by Hoifeldt,second by Gruber,to approve the minutes of
May 12 and 27.Carri.ed 4 toO.
Pat Robbins of the Waukee Booster Club presented a request for
f1IDds to finance the softball complex.Brian Redshaw indicated
that,due to construction on the Middle School.this summer,there
would not be a summer recreation program.Out of the $2100.00 of
.allocated funds,Philana Grier h8;d requested reserving $900.00 for
the Senior Citizen .Program.
Moved by Hoifeldt,second by Tovrea,to appropriate $1200.00 to
the Waukee Booster Club for the softball complex.Carried 4 to O.
A public hearing on proposed plans and specifications,proposed
form of contract and estimate of cost for the construction of
Waukee,Iowa-1987 ~ast Street water main for the City of Waukee,
Iowa and the taking of bids for such construction was held as pub-
lished in the Dallas County News.Mayor Christianson asked the
audience for any questions or objections to the proposed plans and
specifications.Brian Slaughter of 110 Corene Ave.expressed his
concerns about saving his poplar trees and utility shed which were
constructed on the 20'utility easement.The City Engineer indic-
ated that he would work wit~the contractor regarding the possib---
ility of avoiding these obstacles.

The City Council referred these bids to the City Engineer to verify
the totals and to the City Attorney to review the bonds and take
action later in the meeting.
Mr.Dick Watson of Lincoln,Nebraska and Mr M M Douglas of West Des
Moines spoke to the Council regarding t~e proposed golf course and
housing project north of Waukee.They indicated their project
would be similar to the Lake Panorama golf course.

Dallas County News.Nayor Christianson asked for any questions
or objections.Harvey Burger indicated his concern about the
City's.zoning notification process which requires notices to be
sent to customers on the utility mailing list.

CERTAIN PROPERTY THEREIN FROl1 A-l (AGRICULTURAL)TO C-l (COMMUN-
ITY CONMERCIAL DISTRICT),AND A-l (AGRICULTURAL)TO R-6 (MOBILE
HOME RESIDENTIAL DISTRICTS).
BE IT.ORDAINED by the Council of the City of Waukee:
Section 1,Section 301,4 of Chapter 301 Waukee l1unicipal Code,
Zoning Ordinance of the City,adopting the official Zoning l1ap,is
hereby amended by changing the following described real estate from
A-l (Agricultural)to.C~l (Community Commercial District):
The North 542 feet of the Northeast Quarter of.the
Northwest Quarter (NE 1/4,NW 1/4)of Section 34,
Township 79 North,Range 26 West of the 5th P.M.,
Dallas County,Iowa,except that part thereof that
is currently zoned C-l;
And by changing the following described real estate from A-l
(Agricultural)to R-6 ,(l1obile Home Residential)District:

its final passage,approval and publication as required by law.
It was moved by Councilman Stork,and seconded by Councilman Tovrea,
that the rule that an ordinance must be received and filed at two
meetings prior to the meeting when final action is taken or,if
published in summary,be received and filed at one meeting prior
to the meeting of final action,be dispensed with.The Mayor put

and signed his approval to said Ordinance,
Mayor Christianson left the meeting at 8:55 p.m.and Mayor pro-tern,
Frank Hoifeldt,took over the meeting.
Roger Buffington reported that,due to a conflict of interest,Snyder
and Associates would not represent either Clive or Waukee on the
annexation issue.The City Development Board meeting was scheduled
for June 22 at 4:00 p,m.at 200 E Grand Ave.He indicated that the
proposed water main project to the annexation area would have a 35-
45 day construction period.Estimated engineering costs would be
between $20,000 and $25,000,
The City Council indicated their approval to hire Sam Drost and Tim
Royer for part-time summer help as needed.
The City Council received 2 bids for the FY 86-87 financial audit:
l1artens and Company $4200.00 and Gardiner &Co $4500.00,
~1oved by Tovrea,second by Stork,to approve the bid of Gardiner &
Co in the amount of $4500.00 for the FY 86-87 financial audit.Carried
4 to O.
Moved by Stork,second by Tovrea,to approve the appointment of R G
Dickinson and Co.as fiscal agent for construction projects.Carried
4 to O.
l10ved by Tovrea,second by Gruber,to approve the plans and specifica-
tions for the 1987 street project and set July 14,1987 at 7:30 p.m.
as the date of hearing.Carried 4 to O.
l10ved by Stork,second by Tovrea,to approve the plans and specifica-
tions for the East St.water main proj ect and to award the contract
