The said notice shall be in the form substantially as attached to this resolution. Section 6.All provisions set out in the following form of notice are hereby recognized and prescribed by this Council and all resolutions or orders or parts thereof,to the extent the same may be in conflict herewith,are hereby repealed. ORDINANCE NO.2090 ·AN ORDINANCE AMENDING CHAPTER 206,WAUKEE ~1UNICIPAL CODE, BY .PROVIDING FOR THE APPOINTMENT OF NOT MORE THAN TWO MEMBERS OF .THE BOARD FR0l1 RURAL RESIDENTS OF THE WAUKEE LIBRARY SERVICE AREA,AND BY PROVIDING FOR THREE YEAR TERMS OF THE BOARD OF TRUSTEES. BE.IT ORDAINED by the Co~,cil of the City of Waukee: ·Section 1.Section 206.3 of Chapter 206 Waukee Municipal Code,providing for qualificatiQns of the Board of Trustees is hereby deleted and there .is inserted in lieu thereof the follow- ing: 206.3 Qualifications of Trustees.Members of the board shall be bona fide citizens and residents of the City of Waukee,Iowa,and all shall be over the age of eighteen (18);provided however,not more than two of said board members may be rural residents of the Waukee library service area. Section 2.Section 206.4A of Chapter 206,Waukee Hunf.ci.pe.L Code,providing for terms of the Board of Trustees is hereby deleted and there is inserted in lieu thereof the following: 206.4A Terms of Office.All appointments to the board shall be for three (3)years,except to fill vac- ancies.Each term shall commence on July first. Appointments shall be made every year of one-third of the total number as near as possible,to stagger the terms.The present incumbents are confirmed in their appointments and terms. ·Section 3.Effective Date.This ordinance shall be in effect after its final passage,approval and publication as required by law. Moved by Gruber,second by Tovrea,to approve a 2~%increase for Bart Weller.Carried 5 to O. The FY 87~88 Street Construction Program was discussed. Frank Hoifeldt discussed Capital Improvements with the Council. Jerry Brown presented a proposal from~the Personnel Committee on Employee Clothing Policy. Moved by Gruber,second by Tovrea,to adopt the Employee Clothing Policy as follows: WAUKEE CITY EMPLOYEE WORK CLOTHING POLICY Reason To identify Waukee City Maintenance Employees and provide each employee with certain types of suitable work clothing. Daily Wear Each Waukee City Maintenance Employee will be required to wear his/her city purchased work clothing during his/her regular work hours and when called out on official city business after regular work hours.. No city purchased work clothing will be worn after work hours. Allowance will be made for wearing of such clothing 1/2 hour be- fore rep.orting to work and 1/2 hour after regular work hours. Progressive discipline will be used'any case where an employee is reported wearing city purchased clothing any other time than as stated above. City Purchases The City of Waukee will purchase of each City Maintenance Employee the following items: short sleeve shirts----------5 long sleeve shirts-----------5 trousers---------------_-----5 29"jacket-------------------l insulated coveralls----------l coveralls--------------------l Each employee will be responsible for the care and maintenance of these items. Replacement It will be the City Administrator's duty to determine when an item of clothing 'should be replaced.When an item needs to be replaced, the city will pay 50%of the cost of replacement with the employee also paying 50%of the item.The replaced item will be turned in to the City Administrator who will determine what should be done with the item.Under no circumstances will the item be used for anything other than city use.(Example of acceptable use--grease rags,protective covering for city garage work,etc). 200 November 10,1987---cont If the employee and the City Administrator cannot agree that an item should be replaced,the employee can request that the personnel committee consider the matter and render a finding.If the employee is not satisfied with,the finding of the personnel comm- ittee,he/she may request the matter be brought before the City Council for final disposition. TERMINATION When an employee terminiates employment with the City of Waukee, he/she will turn in all city purchased or co-purchased clothing. Carried S to O. A 28E agreement with Clive for them to assume grading,signage, and snow removal on a portion of l42nd St.was discussed.The Council decided to wait until Dallas County made a decision on t his road. The High Pressure Gas Main Project was discussed. Moved by Tovrea,second by Stork,to approve the high school water line easement and authorize the Mayor and City Clerk to execute the agreement.Carried S to O. Frank Hoifeldt,chairman of the Utilities Committee,reported on a meeting with the Des Hoines Waterworks.They need a notice of intent to pursue costs further. There was no Public Safety report nor Hayor's report. Brian Redshaw gave the Administrator's report. Moved by Tovrea,second by Brown,to close City Hall and the Library at noon on Christmas Eve Day and New Years Eve Day.
