Moved by Hoife1dt,second by Stork,to have Paul Huscher draw up a 28E agreement with Dallas County.Carried 4 to O. Moved by Stork,second by Tovrea,to sign the 28E agreement with the City of Clive.Carried 4 toO. Sealed bids were opened for the 1973 International pickup. Moved by Tovreato approve Jim Phillips'bid in amount of $200.00. Motion died for lack of a second. Hove d by Hoife1dt,second by Stork,to rej ect all bids on the 1973 International pickup.Carried 4 toO'. Moved by Tovrea,second by Brown,to hire'KAL,Inc.to check for cathodic leak at a daily rate of $400.00,not to exceed $1200.00. Carried 4 toO. Mayor Christianson thanked Tom Tovrea for serving on the Council and presented his nameplate. Moved by Stork,second by Brown,to adjourn at 10:20 p.m.Carried 4 to O. Meeting adjourned. c December 15,1987 A special meeting of the City Council was called to order on December 15,1987 at 7 :00 p.m.by Mayor Gordon Christianson. A roll call was taken and all Councilmen were present except Hoife1dt. The Mayor announced this was ,the time and place set for hearing and inspection of bids for the proposed Waukee,Iowa-1987 High Press.ure Natural Gas Feeder HaiD Proj e ct , Upon investigation,it was found that no persons had appeared and filed objections for the proposed plans,specifications or contract for or cost of such Waukee,Iowa-1987 High P're s su re Natural Gas Feeder.Main"project,as follows: Council HemberStork introduced the following resolution and moved its adoption,seconded by Council Member Tovrea;and after due consideration thereof by the Council,the Mayor put the question upon the motion and the roll being called,the following named members of the Council voted: Ayes:Stork,Brown,Tovrea,Gruber Nays:None recorded Absent:Hoife1dt Whereupon,the Mayor declared the said motion duly carried and the resolution adopted as follows: RESOLUTION NO.68B Finally approving and confirming plans SD "f"",.ec~~cat~ons and form December 15,1987---cont of contract for the Waukee,Iowa-1987 High Pressure Natural Gas Feeder Main Project WHEREAS,this Council has heretofore approved plans,spec- ifications and form of contract for the proposed Waukee,Iowa- 1987 High Pressure Natural Gas Feeder Main Project (the "Project") as described in the resolution providing for a notice of hearing on proposed plans and specifications,proposed form of contract and estimate of cost for the Project and the taking of bids therefor; and lNHEREAS,hearing has been held on'objections to the proposed plans,specifications and form of contract and to the cost of the Project and all objections thereto have been overruled; NOW,THEREFORE,IT IS RESOLVED by the City Council of the City of Waukee,Iowa,as follows: Section I.The plans,specifications and form of contract referred to in the preamble hereof be and the same are hereby finally approved,and the prior action of the Council approving them is hereby finally confirmed,and the Project,as provided for in the plans,specifications and form of contract,is necessary and desire- able. Section 2. herewith be and conflict. All resolutions or parts of resolution in conflict the same are hereby repealed to the extent of such Passed and approved this 15th day of December,1987. The Hayor announced that this was the time and place set for the reception and consideration of bids for the Waukee,Iowa-1987 High Pressure Natural Gas Feeder Main Project. It was moved by Council Member Tovrea and seconded by Council Member Gruber,that the Mayor and the City Clerk proceed with the opening of such proposals as had been filed,after first ascertaining that the required bid security accompanied each such proposal.The Mayor put the question on the mo.t.Lonand the roll being called,the following named Council Members voted: Ayes:Gruber,Tovrea,Brown Stork Nays:None recorded Absent:Hoifeldt Thereupon,the Hayor declared the said motion duly carried and the Hayor and the City Clerk proceeded accordingly. Bids and proposals which had been submitted for the Waukee,Iowa- 1987 High Pressure Natural Gas Feeder Main Project were then opened and considered,and it was found that the following bids and pro- posals had been received: A &L Underground,Inc--Olathe,Kansas Aconite Corporation--St.Paul,Minnesota Iowa Pipeline Associates--Council Bluffs,Ia Mueller Distribution Cont.--New Berlin,>vis. WRD Pipeline Const--Paullina,Ia $160,815.00 $229,720.79 $239,972.40 $277,265.00 $241,648.30 Ed Huntley and Bud Ca Ln-io f KAL,Inc.reviewed the bids and checked for errors in the bids. Moved by Stork,second by Tovrea,to approve a Class C liquor license and cigarette for Don Overholzer,Jr.d/b/a The Bank located at 400- 6th Street.Carried 4 to O. Guests present at the meeting were:Floyd Rosenkranz,Jon Anfinson, Roger Buffington,Bud Cain,Ed Huntley,Brian Redshaw was present and taking minutes. L.D.McMullen and Randy Beavers of the Des Moines Waterworks spoke to the Council regarding the potential sales of water to Waukee.Anticipated delivery date would be July,1989. Moved by Tovrea,second by Stork,to commit the City of Waukee to buy water from the Des Moines Haterworks.Carried 4 to O. Ed Huntley of KAL,Inc.indicated that the apparent low bidder, A &L Underground,Inc.,quoted a 6"coated steel pipe price which was 33%lower than the competition.He recommended con- tacting them and confirming the bid amount prior to awarding the contract. Moved by Gruber,second by Tovrea,to adjourn the meeting until 7:00 p.m.on Thursday,December 17,to continue their consider- ation of the bids and award the contract on the High Pressure Natural Gas Feeder Main Project.Carried 4 to'O. Heeting adjourned. December 17,1987 The special meeting of the Waukee City Council was reconvened at 7:00 p.m.on December 17,1987 and called to order by Mayor pro-tern,Jerry Brown. A roll call was taken and all Councilmen were present except Stork and Mayor Gordon Christianson. The Council further considered proposals received for the pro- posed Waukee,Iowa,1987 High Pressure Natural Gas Feeder Main Project and embodied its findings in the resolution next herein- after referred to. Council Member Gruber introduced a resolution entitled:"Resol- ution awarding contract for the Waukee,Iowa7l987 High Pressure Natural Gas Feeder Main Proejct",and moved that the said resol- ution be adopted;seconded by Council Member Tovrea;and after due consideration thereof by the Council,the Mayor pro tern put the question on the motion and the roll being called,the follow- ing named members of the Council voted: Ayes:Hoifeldt,Brown,Tovrea,Gruber Nays:None recorded Absent:Stork ,fuer~upon,the Hayo r pro-tern declared the said motion duly carried and the said resolution duly adopted. RESOLUTION NO.69 Awarding contract for the Waukee,Iowa-1987 High Pressure Natural Gas Feeder Main Project ,VHEREAS,pursuant to notice duly published in the manner and form prescribed by resolution of this Council and as required by law,bids and proposals were received by this Council for the Waukee,Iowa-1987 High Pressure Natural Gas Feeder Main Project (the "Proj ect");and . HHEREAS,all of 17he said bids and proposals have been care- fully considered,and it is necessary and adviseable that pro- vision be made for the award of the contract for the Project; NOW,THEREFORE,IT IS RESOLVED by the City Council of'the City of Waukee,Iowa,as followq:
