A special meeting of the Waukee City Council was called to order at
7:00 porno by Mayor pro-tern,Floyd Rosenkranz.Brian Redshaw was present
and taking minutes.
A roll call was taken and the following Councilmen were present:Gruber,
Rosenkranz and Hoifeldt.Absent:Brown,Stork and Mayor Christianson.
A base budget for FY 88-89 was presented by the City Administrator.The
items included were basic operational items and reflected a 5%,across
the board,increase 0 The Budget Committee presented 7 items for dis-
cussion for their inclusion in the budgeL
Moved by Gruber,second by Hoifeldt,to set aside $25,000.00 for the
500M interior and exterior tower repainting project.Carried 3 to O.
Moved by Hoifeldt,second by Gruber,to set aside $7176.00 for a Walnut
Ridge street lighting project.Carried 3 to O.
Moved by Hoifeldt ,i second by Rosenkranz,to include $3050.00 for 1/2
of the school crossing guard program.Carried 3 to O.
Moved by Gruber,second by Hoifeldt,to include $24,717.51 for a 5th
police officer.Motion failed 0 to 3.'
Moved by Gruber,second by Rosenkranz,to set aside $12,500.00 in the
Capitol Improvements budget for a 1988 Ford LTD Crown Victoria police

Corrections were made to the February 9 minutes to change the gas
rate .ordinance to Ordinance #2092,bill presentation total from

Tim "agner of the Jay-Cees spoke to the Council requesting that
the fireworks display be moved to July .2 to coincide with thei~
annual celebration.Firemen will discuss this and.get back to
them.
r1r Wagner also asked permission for the Jay-Cees to have a car wash
on the triangle on April 23 for St.Jude's Research Hospital.

Bob Christianson presented a proposal for on-street parking at 6th&Laurel.Roge~Buffington is to look over plans for ,this project
and report back to the Council.
Gary Smith presented his proposal for on-street par~ing at 4th &
Laurel.
The Council .took no action on ,either Christianson or Smith's proposals.
Steve Venard of Bishop Engineering spoke to the Council regarding
Hidden Valley.Estates south of the City limits,within 2 miles,for
preliminary plat.A lengthy discussion followed;
r10ved by Stork,second by Rosenkranz,to table Hidden Valley Estates
for 2 weeks.Carried 3 to l--Hoifeldt voting No.
Linda Lemons,president of the Waukee PTA,presented a proposal for
sidewalks ..Comments were heard,pro and con,_A cros~ing guard
program was also discussed.The Council asked 'to have the PTA go
to the school board reagrding this program.
r10ved by HOifeldtto adopt a preliminary resolution to require install-
ation of sidewalks on selected residents and get plans and specs and
.schedule of fees for entire City.No second to this motion and
Hoifeldt retracted the motion.
Bill Inman spoke to the Council regarding development of the City.
Hoved by Hoifeldt,second by Gruber,to approve the Treasurer"s

WHEREAS,the City of Waukee,Iowa,has heretofore established
a Municipal Waterworks System,and it is necessary and desireable
that said Municipal Waterworks System be improved and extended
and such improvements and extensions are for the best interests
of the City and may be hereafter referred to as the "Waukee,Towa-
1988 Elevated Storage Tank Painting Project:(and are sometimes
hereinafter referred to as the "Project"),such Project to be as

Section 2.The Project is necessary and desireable for the City,
and it is in the best interests of the City to proceed toward the
construction of the Project.
Section 3.The amount of the bid security to accompany each bid
is nereby fixed at 10%of the amount of the proposal.
Section 4.The 12th day of April,1988,at 7:30 o'clock p.m.,
at the City Hall,Waukee,Iowa,is hereby fixed as the time and
place of hearing on the proposed plans,specifications,form of
contract and estimate of cost for the Project,and also as the
time and place of opening and considering bids previously received
by the City Clerk in connection therewith.
Section 5.The City Clerk is hereby authorized and directed to
give notice of the aforementioned hearing and taking of bids by
publication of such notice in a newspaper of general circulation
in the City,which publication shall be made not less than four
nor more than twenty days prior to the time of the said hearing,
all in conformity with Chapters 362 and 384 of the Code of Iowa.
The said notice shall be in the form substantially as attached

A special meeting of the Waukee City Council was called to order
at 7:30 p.m.by Hayor Gordon Christianson.Brian J.Redshaw
was present and taking minutes.
A roll call was held and all Councilmen were present.
Guests and staff at this meeting were:Paul Huscher,Roger
Buffington,Larry Phillips,Joan Heskett,Greg Griffith,Hark
Casey,David Heisner,Bill Weeks,Steve Venard,Leonard Gutshall,
Hark Broderick,Joe Neubauer,Ruby Hertes,Bob Christianson,
Gary Smith,Jeff Abbas,Arnold Borchers,Randy Foster,Ron
Olson,Jerry Johnson,and John Storey,Jr.
The Waukee Planning &Zoning Commission and the Board of Adjust-
ment were guests of the Council.The 3 groups discussed proper
procedures and powers of each group.The Board of Adjustment
is to grant variances only when hardships are proven.Otherwise,
the Ordinances adopted by the City Council will govern.The
Planning &Zoning Commission recommends Ordinance changes to
the City Council.
