Section 2.The Project is necessary and desireable for the City,
and it is in the best interests of the City to proceed toward the
construction of the Project.
Section 3.The amount of the bid security to accompany each bid
is nereby fixed at 10%of the amount of the proposal.
Section 4.The 12th day of April,1988,at 7:30 o'clock p.m.,
at the City Hall,Waukee,Iowa,is hereby fixed as the time and
place of hearing on the proposed plans,specifications,form of
contract and estimate of cost for the Project,and also as the
time and place of opening and considering bids previously received
by the City Clerk in connection therewith.
Section 5.The City Clerk is hereby authorized and directed to
give notice of the aforementioned hearing and taking of bids by
publication of such notice in a newspaper of general circulation
in the City,which publication shall be made not less than four
nor more than twenty days prior to the time of the said hearing,
all in conformity with Chapters 362 and 384 of the Code of Iowa.
The said notice shall be in the form substantially as attached
to this resolution.
Frank Hoifeldt reported on the Capital Improvements Committee.
The water agreement with the Des Hoines Waterworks was discussed.
There was no Public Safety report nor Parks Committee report.
Joe Stork reported on the Utilities Committee.
Brian Redshaw gave the Administrator's report.
No papers were received from the Golden Spur.

A special meeting of the Waukee City Council was called to order
at 7:30 p.m.by Hayor Gordon Christianson.Brian J.Redshaw
was present and taking minutes.
A roll call was held and all Councilmen were present.
Guests and staff at this meeting were:Paul Huscher,Roger
Buffington,Larry Phillips,Joan Heskett,Greg Griffith,Hark
Casey,David Heisner,Bill Weeks,Steve Venard,Leonard Gutshall,
Hark Broderick,Joe Neubauer,Ruby Hertes,Bob Christianson,
Gary Smith,Jeff Abbas,Arnold Borchers,Randy Foster,Ron
Olson,Jerry Johnson,and John Storey,Jr.
The Waukee Planning &Zoning Commission and the Board of Adjust-
ment were guests of the Council.The 3 groups discussed proper
procedures and powers of each group.The Board of Adjustment
is to grant variances only when hardships are proven.Otherwise,
the Ordinances adopted by the City Council will govern.The
Planning &Zoning Commission recommends Ordinance changes to
the City Council.

Mark Broderick requested water service to Lot 6 of the Waukee
Development Corporation.No action was taken.
Roger Buffington spoke to the Council regarding off-street
parking requirements.Paul Huscher advised the City Council
that the Board of Adjustment had acted outside it's powers
in granting a variance for on-street parking in lieu of the
off-street parking requirements.The City Council advised
Bob Christianson and Gary Smith that the off-street parking
requirements,as set forth in the Zoning Ordinance,would be
s.trictly adhered to.
Moved by Stork,second by Rosenkranz,to approve the easement
agreement with Grace Hawbaker as amended.Carried 5 to O.
Moved by Stork,second by Hoifeldt,to approve the preliminary
plat of Hidden Valley Estates with 4"water lines and dry
hydrants installed with Fire Chief's approval.A rollcall
vote ·was taken as follows:

Moved by Gruber,second by Hoifeldt,to approve payment to
Menard's in the amoutn of $2979.80 and to Carpets Unlimited
in the amount of $870.00 for police station improvements.

Moved by Gruber,second by Stork,to approve a Class C liquor
license and Sunday sales privilege for the Golden Spur.
Carried 5 to O.
The City Clerk advised the Council that the Mayor had vetoed
the resolution passed on lfarch 8,1988 scheduling 2 regular
Council meetings per month.
Moved by Gruber,second by Brown,to adjourn at 9:00 p.m.

The regular meeting of the Waukee City Council was called to
order at 7:30 p.m.by Mayor Gordon Christianson.

Joe Brick spoke to the Council about the rezoning of his property,
located on the southeast corner of Highway 6 and l62nd St,from
A-I to M-l.Mr.Brick had met with P &Z and they approve this
rezoning.
