The City Council discussed various funding options for the street,
gas and water projects for a proposed Coca-Cola facility to be
located at the corner of 162nd St and Highway 6.The Council
discussed the following 6 options:
1)General Obligation Bonds
2)Revenue Bonds
3)Special Assessment Bonds
4)Tax Increment Financing
5)Developer can install and dedicate to City
6)Grant Funding

The regular meeting of the Waukee City Council was called to
order on June 14,1988 at 7:30 p.m.by Hayor pro-tern,Floyd
Rosenkranz.Brian J.Redshaw was present and taking minutes.
A roll call was taken and the following Councilmen were present:

Tim Wagner,president of the Waukee Jay-Cees,presented a pro-
posal for 400 pounds of beef with a cost estimate of $750.00
for Fun Day on-July 2.

ORDINANCE NO.2100
AN ORDINANCE TO AMEND CRAPTER 213,WAUKEE,MUNICIPAL
CODE,REGULATIONS AND LICENSING OF COMMERCIAL HAULERS OF
REFUSE AND PENALTIES FOR VIOLATIONS,BY DELETING PROVIS-
IONS AS TO THE DALLAS COUNTY LANDFILL.
BE IT ORDAINED by the Council of the City of Waukee:
Section 1.Section 213.3 of Chapter 213 Waukee Muni-
cipal Code,Regulations and Licensing of Commercial Haul-
e rs of Re fuse and Penal ties for Violations,is hereby
amended by deleting the words "and a statement that the
commercial hauler will not haul refuse to the Dallas
County Landfill other than refuse collected in Dallas
County"and shall read as follows:
§213.3 Application for License.An application in
writing shall be filed with the City Clerk
for a license under this ordinance.Such ap-
plication shall set forth the applicant's
name,permanent and local address,business
address,if any,·a description and license
number of the vehicle to be used for hauling,
and shall be accompanied by a certification
from an insurance company,authorized to
write liability insurance in the State of
Iowa,that such applicant has liability insu-
rance in the minimum amount;of $100,000.00
per person,$300,000.00 per accident,and
$25,000.00 property damage on the vehicle to
be used for haUling.

BE IT ORDAINED by the Council of the City of Waukee:
Section 1.Section 108.5G of Chapter 108 IVaukee
t>\unicipal Code,Powers and Du ties of Municipal Of f icers,
is hereby amended by adding thereto "or as and at a time
requested by any three (3)council members.If the Mayor
fails to call the special meeting on such request,any
three (3)council members may call a special meeting"so
it reads as follows:
Sl08.5G The Mayor shall call special meetings of the
city council when the Mayor deems such meet-
ings necessary to the interests of the city,

Roger Buffington spoke to the Council about the water pressure
problems.
The Council discussed the repainting on the sOOM water tower.
Roger Buffington indicated that a delay on the project might
be necessary due to water supply problems.He advised the
Council that he would be preparing cost proposals for water
improvements needed to correct the problem.The sOM water tower
has been isolated and both high lift pumps are being used to
fill the sOOM water tower.The Council also discussed the poss-
ibility of requesting voluntary water conservation from the
citizens to maintain adequate water height in the tower.
Mark Broderick of Waukee Mini-Storage talked to the Council
regarding the platting of his 13 acre parcel in the Waukee Devel-
opment area.He indicated the desire to sell a small piece of
property to Interstate Auto.Paul Huscher said that he could
split the property once before platting would be required.As
soon as the lot was divided into 3 or more parcels,Mr Broderick
would have to approach the City with a preliminary plat.Mr
Broderick decided to limit his actions to the proposed sale to
Interstate Auto.and not plat his property at this time.
The City Council discussed 88-89 Planning Services and,again,
reviewed the proposals.It was decided to form a committee,
chaired by Frank Hoifeldt,to draft a scope of work for the
project and send out requests for proposals t9 various engineering
firms in the Des Moines area.
Moved by Gruber,second by Brown,to approve the contract and
bonds for A &L Underground,Inc.Carried 5 to O.
Tom Gratias of 'I'omrLk ,Lnc ,talked about a home show bid to the
Homebuilder's Association in Southfork Plat #2.A final decision
on the City I S involvement.will be made at a spec.ial meeting on

Paul Huscher brought:the Council up to date on his discussions
with the legal counsel for the Des Moines Waterworks,John Mackaman.
The Utilities Committee will further review the proposal on June
21 at 7:00 p.m.

Frank Hoifeldt gave the Parks Committee report.Bus trips to
the Dallas Center swimming pool was discussed.The City Council
decided to go ahead with the program on Hondays and Ivednesdays
from July 6 to August 24 at a cost of 50¢per person per day.
They approved the use of a '.hold harmless I agreement as presented.
Hayor Gordon Christianson's letter of resignation was read,citing
health reasons.
