Brian Redshaw submitted a proposed gas superintendent job
description as submitted by KAL,Inc.The Council directed
Mr.Redshaw to expand the'job description to include the duties

The City Council reviewed the plans for a proposed Highway 6
widening project ..as presented by E R Mills of the D.O.T.
The Council indicated some interest in attending a D.O.T.
meeting in October showing their support for expanding Highway 6
from 2 to 4 lanes between Waukee and Clive.

The regular meeting of the Waukee City Council was called to
order at 7:33 p.m.on August 9,1988 by Mayor pro-tern,Floyd
Rosenkranz.
A roll call was held and all Councilmen were present.
Guests and staff at this meeting were:Harry Russell,Ben
Phillips,Don Henson,Danny Bever,Jared Bever,Brian Redshaw,
Harry Jones,Mark Roginski,Nick Gruber,Bill Forbes,Kelly Lint,
Bob Christianson,Pat Green,Barb Herron,Bill Carmody,Jackie
Reynolds,Jim Broderick,Virginia Clark,Jeff Abbas,Tom Gratias,

Nick Gruber,representing the Fire Department,advised the
Council that the street dance would be rescheduled to September
17 ,lith the rain date to be September 24.
Barb Herron,Waukee postmaster,spoke with the Council in regard
to mail box placement.

Oscar Stokka and Tom Simmering were not present as has been
on the agenda.Brian Redshaw advised the Council that Mr.
Simmering was optomistic that tax increment financing would
work for Atlantic Bottling and will meet with the D.O.T.
on the RISE program next week.

Simmering to submit the RISE application.Carried 5 to O.
The Council will have a special meeting on August 23 at 7:00
p.m.to discuss this further.

To provide for a notice of hearing on proposed plans and spec-
ifications and proposed form of contract,and estimate of cost
for the construction of improvements and extensions to the
Municipal Waterworks System,and the taking of bids therefor
\1HEREAS,the City of Waukee,Iowa,has determined to estab-
lish a Municipal Waterworks System,and it is necessary and
desireable that said Municipal Waterworks System be constructed
and usch improvement is for the best interests of the City and
may be hereafter referred to as the "1988 Walnut Ridge Wa·ter
~'ain ~roj ect"(and is some t Lme s hereina:':ter re:':errec'.to as
the "Proj ect"),such improvement to be as described in aid to
be contracted for and completed in accordance with the ~ro-
posed plans and specifications and form of contract prepared
by Snyder &Associates,Inc.,the engineers for the Project,and
\1HEREAS,it is necessary to fix a time and place of public
hearing on the proposed plans,specifications and form of
contract and estimated cost for the Project and to advertise
for sealed bids for the Project;
NOW,THEREFORE,Be It Resolved by the City Council as follows:
Section 1.The detailed plans and specifications,notice of
hearing and notice to bidders,form of contract and estimate
of cost,referred to in the preamble hereof be and the same
are hereby approved.
Section 2.The Project is necessary and desireable for the
City,and it is in the best interests of the City to proceed
toward the construction of the Project.
Section 3.The amount of the bid security to accompany each
bid is hereby fixed at 10%of the amount of the proposal.
Section 4.The 23rd day of August,1988,at 7:00 o~clock
p.m.,at the City Hall,4l0-6th Street,\Jaukee,Iowa,is hereby

fixed as the time and place of hearing on the proposed plans,
specifications,form of contract and estimate of cost for the
Project,and also as the time and place of opening and consider-
ing bids previously received by the City Clerk in connection

Section 5.The City Clerk is hereby authorized and directed
to give notice of the aforementioned hearing and taking of bids
by publication of such notice in a newspaper of general circu-
lation in the City,which publication shall be made not less
than four nor more than twenty days prior to the time of the
said hearing,all in conformity with Chapters 362 and 384 of
the.Code of Iowa.The said notice shall be in the form substan-
tially as attached to this resolution.
Section 6.All provisions set out in the following form of
notice are hereby recognized and prescribed by this Council
and all resolutions or orders or parts thereof,to the extent

The City Council discussed with Harry Jones the possibility
of substituting the 4 wheel drive option in 1ieuof the extenda-
hoe.The cost of the 4'extenda-hoe included in the bid price
was $2000.00.The cost of the 4 wheel drive option was $3500.00.

A special meeting of the Waukee City Council was called to order
on August 23,1988 at 7:00 p.m.by Mayor pro-tem,Floyd Rosen-
kranz.Brian J.Redshaw was present and taking minutes.
A roll call was taken and the following Councilmen were present:
Gruber,Rosenkranz and Oetting.Absent:Brown and Hoifeldt.
The following guests and staff were also present:Bill Forbes,
Roger Buffington,Phil Broderick,Dennis and Joyce Spencer,
Jim Copeland,Jeff Abbas,Don Henson,and Ralph Copeland.
Phil Broderick talked to the Council about services provided
after voluntary annexation.
Ralph and Jim Copeland and Dennis and Joyce Spencer spoke to
the Council about various options ,available to them such as
voluntary annexation,to avoid a higher out-of-town water rate.
The Mayor pro-tem announced this was the time and place set for
hearing and inspection of bids for the proposed 1988 Ualnut
Ridge Ilater Main Project.
Upon investigations,it was found that no persons had appeared
and filed objections to the proposed plans,specifications,or
contract for or cost of such 1988 Walnut Ridge Water Main Pro-
ject.
Councilman Gruber introduced the following resolution and moved
its adoption,seconded by Council Member Rosenkranz;and after
due consideration thereof by the Council,the Mayor pro-tem
put the question upon the motion and the roll being called,

Ridge Water Main Project (the "Project"),as described in the
resolution providing for a notice of hearing on proposed plans
