The Loan Agreement is proposed to be entered into pursuant to
authority contained in Section 384.24A of the Code of Iowa.
At the aforementioned time and place,oral or written objections
may be filed or made to the proposal to enter into the Loan Agreement.
After receiving objections,the Council may determine to enter into the
Loan Agreement,in which case,the decision will be final unless
appealed to the District Court within fifteen (15)days thereafter.

Linda Hensen spoke to the Council regarding use of the tennis courts
during the SUmTIer for lessons on Tuesday and Thursday mornings.

The Council reviewed a Walnut Ridr,e street lighting proposal.The
price for ,~·-6000Luman HP so d Lum fixtures is $6150.00 without resodding
and P650.00 with resodding of trench.Brian Redshaw vJill send letters
to Walnut Ridge residents indicating a preference for $6150.00 pro-
posal and not for fixtures si~ilar to the Southfork addition.The
Council intends to make a decision on May 9 at 7:30p.m.
Moved by Gruber,second by Scott,to approve the hiring of Patricia
King at $5.00 per hour,effective 5-1-89,for part-time police help
with 24 hours maxim=per week.Carried 5 toOo
Al Munsterman spoke concerning the proposed 142nd St.project.Jerry
Brown indicated constituent opposition to paving ltf2nd St.beforepavingEastSt.
Brian Redshaw presented a propopal from ConTec for materials necessary
to construct a guard rail on the west side of the trailer court entrance
70'to the southeast corner of the district regulator station at a
cost of $960.53.The Council decided to defer action to May 9 to allow
Council members to visually inspect the site.
Al Munsterman of Snyder &Associates gave a report of a meeting with
the Des ~fuines Waterworks on April 21 concerning the cost allocation
formula for a west side storage facility involving Urbandale,Clive
and Waukee.The next meeting is scheduled for April 28.
Moved by Scott,second by Gruber,to approve an expenditure of $330.00
for 5 ice cream socials in 1989.Carried 5 to O.

9;1989 at 7:lf2 p.m.by Hayor Floyd Rosenkranz.
A roll call was held and the following Councilmen were present:Scott,
Boifeldt and Barrett.Absent:Gruber and Brown.
The following guests and staff were also present:Brian Redshaw,

April 11 and 27.Carried 3 toO.
Verle Smith spoke to the Council regarding the rezoning of the
Christian Church from R-2 to C-2.P &Z approved the rezoning on
April 11.Frank Hoifeldt asked about 'conditional use',Paul
Huscher advised this would take an amendment to the zoning ordinance.
Moved by Scott,second by Barrett,to set June 13,1989 at 7:30 p.m

Fire Department's street dance and asked for ner~ission to use
the triangle and the streets to the north and-south of the tri-
angle for August 12.
Moved by Hoifeldt,second by Scott,to grant permission for the
Fire Department to use triangle and streets ..Carried 3 to O.
Bob McKinney,representing the Firemen's Association,asked the
Council for matching funds from the street dance for the~r building
fund.Frank Hoifeldt will make motion for FY 89-90 budget amend-
ment in July.
Mark Gruber,"Zoning Administrator,spoke regardingi:the enforcement
of the zoning ordinance.Police Department will issue citat~ons,
at Hark Gruber's request,for violations.
Rick Ross of Tomrik,Inc.,spoke regarding a requiest for the ease-
ment on Lot 8 of Southfork Plat 1fl to be reduced from 50'to 40'.
Al 11linsterman reported he aaw no problems.Paul Buscher advised
it would"be better to allow building on easement rather than give
it up.
Hove d by Scott,second by Hoifeldt,to a LLow structure to be built
on easement on Lot 8 of Southfork Plat #1.Carried 3 to O.
Mr.Rosss advised the Council that they will build a shelter house
on the land they are dedicating as a park in the development.
Placement of the shelter house was referred to the Parks COTIIDlittee.
Lloyd Royer spoke to the Council regarding the Walnut Ridge street
lighting proposal.Avitt Electric had presented a proposal for
6 decorative lights,as in Southfork,for $7450.00 but could be
less if put in at the same time as Plat #2.Rick Ross is to check
on this further and report back on 11ay 23.
Jerry Brown arrived at 8:45 p.m.

BE IT ORDAINED by the Council of the City of Waukee:
Section 1.Section 301.15 of Chapter 301 Wa~kee
l1unicipal Code,Zoning Ordinance of the City,is hereby
amended by deleting therefrom subsection E (4),and in-
serting in lieu thereof the following:
E.(4 )The individual mobile home lot shall
contain not less than four thousand two
hundred seventy-five (4,275)square
feet and shall measure at least forty-
five (45)by ninety-five (95)feet.
Each lot shall have a front yard not
less than twenty (20)feet in depth
measured from the edge of the surfaced
private street to the closest point of
the mobile home.Side and rear yards
shall be provided and maintained so as
to provide a minimum separation at the
nearest point between mobile homes,and
other mobile homes on adjoining lots of
at least ten (10)feet;and between
mobile homes,and other buildings .and
structures on adjoining lots,of at
least six (6)feet;however,side yards
as so described shall not be less than
five (5)feet,and rear yards as so
described shall not be less than eight
(8)feet,for any structure.No build-
ings or structures shall be placed
within twenty (20)feet of the front
lot line.
Se ct ion 2.Effective date.Thi-s ordinance .shall

cation as required by law.

amount of $8953.80 and set a rental pump for 2-3 vleeks.Carried

The Limited Access Facilities Ordinance was not ready at this
time.
The FY 89-90 wage proposal was discussed.The Personnel Conrrlittee
will evaluate individuals and report back.
2 bids were received for the FY 88-89 audit as follows:

The City Council directed Brian Redshaw to work with the city attorney
and city en3ineer in working up warranty deeds for a pranosen 5th
St.land transfer which would show 5th St.angling in a northeast
direction between Ashworth Dr.and Haple St.rather than a straight
northerly direction as the plat shows.
A discussion was held on the Job Service appeal for Jon Anfinson.
The Council decided not to pursue this issue any further.
No action was taken on the co-op advertising signs for Nary Ann
Esates,gas company and theCi~T.
