The regular meeting of the Uaukee City Council 'las called to order
at 7:30 p.m.on July 11,1989 by l1ayor Floyd Rosenrkanz with all
Councilmen present.

Gary Nail,manager of the Farmer's Co-op Elevator,requested approval
from the Council for a propane pumping station on 6th Street,adja~
cent to the service station.This would be enclosed with a 6'chain
link fence.

pane pumping station at the Farmer's Co-op.Carried 5 to O.
Roger Schlaefter was not present as had been on the agenda.
Tom Gratias spoke to the Council regarding the 1990 Home Show with
requests that 1)fire department clean streets twice,2)$125.00
flat fee for building permits for homes to be in the show,3)free
water hookups for home to be in show,4)police protection,S)
snow fencing,tent and possible concession stand.

draw their request for rezoning.Kelly Gruber went on record that

ESTABLISHING PARKING RESTRICTIONS ALONG IOWA HIGHWAY 6 IN
THE CITY OF WAUKEE,IOY~A,DEFINING THE LIMITS AND POINTS
OF ACCESS,THE USE OF THE LI~ITED ACCESS FACILITIES,AND
THE RESTRICTIONS ON PARKING.
Be it ordained by the City Council of Waukee,Iowa:
Section 1.Definition cf a Controlled Access Facil-i!Y.For the purposes of this Chapter,a controlled
access facility is defined as a highway or street espec-
ially designed for through traffic,and over,from or to
which owners or occupants of abutting land or other per-
sons have no right or easement or only a controlled right
or easement of access,light,air,or view by reason of
the fact that their property abutts upon such controlled-
access facility or for any ot~er reason.
Section 2.Authority tc Establish Controlled Access
Facilities.The provisions to this Chapter relating to
control of access,shall be deemed an exercise of the po-
lice power of the City of Waukee pursuant to Chapter 306A,
Code of Iowa,as amended.
Section 3.Establishment.There is hereby fixed and
established controlled access w i t n i n the City of vlaukee,
the center line of such access facilities being described
as follows:

c.Use of Lanes.Drive any vehicle except in the pro-
per lane provided for that purpose and in that pro-
perty direction and to the right of the central di-
viding curb,separation section or line.I
A.Iowa Highway 6 from a point 1320'west of the
center line of East Street at its intersection with Iowa
Highway 6,east at intervals of 1320'to the east city
limits;and west from a point 1320'west of East Street at
600'intervals to the west city limits.
B.University Avenue from a point on the cen~er l~ne
of Ashworth Drive at its intersection with Un~vers~ty
Avenue east at intervals of 1320'to the east Clty Lim-:
its.
Section 4.Right of Access Limited.No person shall
have any right of egress or ingress to,from or across the
controlled access facility hereinbefore establlsh.ed ex-
ceot at existing points of access,or at such po i nt s as
may be hereafter jointly established by the Iowa De pa r t.r-
ment of Transportation and the City of Waukee.The eXlst-
ing points of access are:
Section 5.Points of Access Defined.The points of
access shall consist of access ways from abutting property
to the adjacent traffic lane or roadway and their location
shall be expressed in terms of ·'stations·,each represent-
ing a dis tance of one hundred [l 00]feet measured along
the center line of the controlled access facility from the
points of reference stated above.Such measurements shall
refer to the center of the access ways which shall be a
maximum of 18 feet for agricultural purposes and a maximum
of 35 feet in width for commercial purposes,and 80 feet
in width for public street purposes.

Section 6.Exceptions.The foregoing controlled access
facilities shall be subject to possible future public street
access openings as approved by the Iowa Department of Trans-
portation and the City Council on said Iowa Highway 6.Said
access points may be located no closer than one-fourth (1/4)
of one mile intervals on Iowa Highway 6.
Section 7.Unlawful Use of Facilities.

Section 8.Parking Restricted.The parking of vehicles
on or along controlled access facilities restricted as fol-
lows:
a.Iowa Highway No.6.Parking of any nature is pro-
h ibi ted on Iowa Highway 6 on both s ides from the
west city limits to the east city limits.This in-
cludes all portions of the highway including the
traveled portion as well as the shoulders.

No further information had been received on the lagoon testing
equipment.Harry Jones is to see about getting 2 more bids.
The long term agreement with U.S.Gas Marketing was tabled until
the Utilities Committee can look it over.
The 12"4th Street water line extension,East Street projects and
1989 Street Project figures were not available at this time.

at 7:36 p.m.on August 8,1989 by Mayor Floyd Rosenkranz.

Cecil Reynolds,Fire Chief,reported on the progress of the street
dance to be held August 12.He also expressed interest in forming a
safety committee on·the fire department with input from the Council
and the possibility of coverage for the 3 day waiting period on injuries
before Horlman's Comp takes over.Th i,s is to be investigated further.
Reynolds will report back to the Council at the next regular meeting.
Don Henson reported on the meeting with the Township Trustees about
the attack truck.The Trustees gave their approval and he asked for
Co~ncil approval to finalize specs and order.
