A special meeting of the Waukee City Council was called to order by
Mayor pro-tern Ray Clark at 7:35 p.m.on February 27,1990.
A roll call was taken and the following Councilmen were present:
Gruber,Bailey,Scott,Barrett,Clark.

It was moved by Councilman Gruber,and seconded by Councilman Barrett,
that the Ordinance entitled:"AN ORDINANCE AMENDING CHAPTER 504 §504.4D
BY ADDING PERMITTED ACCESS TO HIGHWAY 6 AT STATION 261+86 DRIVEWAY
SOUTH"be now read by the City Clerk.The Mayor put the question on
the motion,and the roll being called,the following named Councilmen
voted:
Ayes:Bailey,Barrett,Clark,Gruber,ScottNays:None recorded
Whereupon,'the Mayor pro-tern declared the motion duly carried and the
Clerk read the proposed Ordinance amendment as follows:.

AN ORDINANCE AMENDING CHAPTER 504 S504.4D BY ADDING PERMITTED
ACCESS TO HIGHWAY 6 AT STATION 261+86 DRIVEWAY SOUTH.
Be it ordained by the City Council of Waukee,Iowa:
Section 1.Section 504.4D of the Code of Ordinances of the
City of Waukee,Iowa,is hereby amended by adding to the listed
points of access along Highway 6 Station 261+86 driveway south 50
that subsection D will read as follows:

It was moved by Councilman Scott,and seconded by Councilman Bailey,
that the rule that an ordinance must be received and filed at two
meetings prior to the meeting when final action is taken or,if
published in summary,be received and filed at one meeting prior to the
meeting of final action,be dispensed with.The Mayor pro-tem put the
question on the motion,and the roll being passed,the following named
Councilmen voted:
Ayes:Scott,Gruber,Clark,Barrett,Bailey
Nayes:None recorded
Whereupon,the Mayor pro-tem declared the motion duly carried.
It was moved by Councilman Gruber,and seconded by Councilman Scott,

Ordinance,and the roll being called,the following named Councilmen

Whereupon,the Mayor pro-tem declared said Ordinance
passed,and signed his approval to said Ordinance.
Mark Broderick and Gary Smith presented a rezoning petition for their
property located between 7th &8th Streets,south of Cherry St.
Moved by Scott,second by Barrett,to set March 20,1990 at 7:00 p.m.
for a hearing on the R-2 to R-3 rezoning.Carried 5 to O.
Moved by Gruber,second by Scott,to approve the Waukee Fire
Department's by-laws as presented.Carried 5 to O.
Scott Thomas reported that the fire department was searching for a
potential fire station site.He indicated that Kenneth Booth was not
interested in selling part of his property located northeast of the
intersection of Ashworth Dr.and University Ave.Jack Wearmouth,City
Planner,indicated that the Fire Dept.should continue to pursue this
location.

Action was delayed until March 13 for the Library Option Exercise and
setting date for election.
Moved by Scott,second by Barrett,to set March 13,1990 at 7:30 p s m ,
as the hearing date for the FY 90-91 budget.Carried 5 to O.
The City Council directed Paul Huscher to draw up an Ordinance raising
the Councilmen's pay from $10.00 to $20.0cr per meeting,Mayor pro-tem
from $15.00 to $25.00 and the Mayor's salary from $80.00 to $150.00 per
month.
Voluntary annexation petitions were received from Robert Rolland and
Jimmy Rumelhart on l52nd Street.
Moved by Gruber,second by Barrett,to approve the voluntary annexation
petitions.A roll call vote was taken as follows:
Ayes:Bailey,Barrett,Clark,Gruber,Scott
Nays:None recorded
The City Council discussed strategy for the resistance of the Cl:i,ve
voluntary annexation petition.Deadline for written submittals is
March 16 and the next scheduled meeting is March 21.

The regular meeting of the Waukee City Council was called to order at
7:30 p.m.by Mayor Floyd Rosenkranz on March 13,1990.Brian J.Redshaw
was present and taking minutes.
A roll call was taken and the following named Councilmen were present:
Gruber,Bailey,Scott,Barrett and Clark.
The following guests and staff were also present:Marilyn Deets,Paul
Huscher,Al Munsterman,Bob Johnston,Lee Foltz,Don Henson,Lois Stone
Virginia Clark,Mark Roginske,Chuck Garland,Todd Wright,Harold
Burger,Gary Smith,Mark Broderick,Beth Dalbey,Harry Jones,Larry
Crannell,Clive Courier reporter,and Jack Wearmouth.
Moved by Clark,second by Gruber,to approve the minutes of February
13 and 27.Carried 5 to O.
Mark Currie of Insurance Associates presented the FY 90-91 insurance
proposal for ICAP.
Moved by Gruber,second by Clark,to accept the proposal from Insurance
Associates.Carried 5 to O.
Mark Broderick and Gary Smith discussed the agreement for the R-2 to
R-3 rezoning between 7th &8th Streets,south of Cherry st.
Moved by Scott to make the restriction effective for 36 months.Motion
died for lack of a second.The time period for the elderly housing
project had been previously set at the February 27 meeting.
Moved by Scott,second by Bailey,to approve the Treasurer's report.
Carried 5 to O.
