Action was delayed until March 13 for the Library Option Exercise and
setting date for election.
Moved by Scott,second by Barrett,to set March 13,1990 at 7:30 p s m ,
as the hearing date for the FY 90-91 budget.Carried 5 to O.
The City Council directed Paul Huscher to draw up an Ordinance raising
the Councilmen's pay from $10.00 to $20.0cr per meeting,Mayor pro-tem
from $15.00 to $25.00 and the Mayor's salary from $80.00 to $150.00 per
month.
Voluntary annexation petitions were received from Robert Rolland and
Jimmy Rumelhart on l52nd Street.
Moved by Gruber,second by Barrett,to approve the voluntary annexation
petitions.A roll call vote was taken as follows:
Ayes:Bailey,Barrett,Clark,Gruber,Scott
Nays:None recorded
The City Council discussed strategy for the resistance of the Cl:i,ve
voluntary annexation petition.Deadline for written submittals is
March 16 and the next scheduled meeting is March 21.

The regular meeting of the Waukee City Council was called to order at
7:30 p.m.by Mayor Floyd Rosenkranz on March 13,1990.Brian J.Redshaw
was present and taking minutes.
A roll call was taken and the following named Councilmen were present:
Gruber,Bailey,Scott,Barrett and Clark.
The following guests and staff were also present:Marilyn Deets,Paul
Huscher,Al Munsterman,Bob Johnston,Lee Foltz,Don Henson,Lois Stone
Virginia Clark,Mark Roginske,Chuck Garland,Todd Wright,Harold
Burger,Gary Smith,Mark Broderick,Beth Dalbey,Harry Jones,Larry
Crannell,Clive Courier reporter,and Jack Wearmouth.
Moved by Clark,second by Gruber,to approve the minutes of February
13 and 27.Carried 5 to O.
Mark Currie of Insurance Associates presented the FY 90-91 insurance
proposal for ICAP.
Moved by Gruber,second by Clark,to accept the proposal from Insurance
Associates.Carried 5 to O.
Mark Broderick and Gary Smith discussed the agreement for the R-2 to
R-3 rezoning between 7th &8th Streets,south of Cherry st.
Moved by Scott to make the restriction effective for 36 months.Motion
died for lack of a second.The time period for the elderly housing
project had been previously set at the February 27 meeting.
Moved by Scott,second by Bailey,to approve the Treasurer's report.

The Mayor announced that this was the time and place for the FY 90-91
budget hearing.He asked for any questions or objections to the pro-
posed budget as advertised in the Dallas County News.Marilyn Deets
made a presentation concerning the proposed wage schedule for the
library and questioned whether the proposed $7000.00 transfer from the
Utilities would be an on-going policy in the future.

Be It Resolved by the Council of the City of Waukee,Iowa:
The annual budget for the fiscal year ending June 30,199,1,as set
forth in the Budget Summary Certificate and in ~he detaiied,budget
in support thereof showing the revenue estimates andappropFiate
expenditures and allocations to programs and activities'for said
fiscal year is adopted,and the clerk is directed to make the filings
required by law and to set up the books in accordance with the summary
and details as adopted.

It was the consensus of the City Council to have the City Adminis-
trator contact Waukee real estate agents and have them turn in their
business cards for a drawing to be held on March 20 for the sale of
the property at 675 Ashworth.
Ray Clark expressed some concern that an environmental study should
be conducted regarding the underground fuel tank and abandoned well
on the Christian Church property.
Moved by Scott,second by Clark,to have the ground tested at the
Christian Church.Carried 5 to o.
Moved by Scott,second by Gruber,to eliminate the annual hiring
of City employees.Carried 5 to o.
Moved by Clark,second by Bailey,to purchase a 1 page color ad from
Metropolitan magazine at the price of $3179.00 with Nova Graphics
to set it up at a price of $450-$525.Carried 5 to O.
Moved by Clark,second by Scott,to approve change order #4 in the
amount of $1400.00 for Holbrook Construction.Carried 5 to o.

amount of $2000.00.

Mini-Mc butt fusion machine in the amount of $796.00.Carried 5 to O.

accordance with Chapter 21.5C of the Code of Iowa which reads:"To
discuss strategy with counsel in matters that are presently in lit-
igation or where litigation is imminent where its disclosure would
be likely to prejudice or disadvantange the position of the govern-

A special meeting of the Waukee City Council was called to order at
7:00 p.m.by Mayor Floyd Rosenkranz.Brian Redshaw was present and
taking minutes.
A roll call was taken and the following named Councilmen were present:
Gruber,Scott,Barrett,Clark.Absent:Bailey.
Guests and staff present were:Ben Phillips,Viola Neubauer,Helen
Palmer,James Thompson,Marlys Thompson,Steve Hawbaker,Don Henson,
Jerome Volkmer,John Gambrall,Frank Hoifeldt,John Bruecken,Roger
Anderson,Al Munsterman,Charlotte Swallow,Lloyd Royer,Byna Woods,
Tim Wagner,Cecil Reynolds and Gary Smith.
Gary Smith spoke to the Council regarding his proposed FMHA elderly
housing project.He indicated that the development would look very
similar to the Evergreen Manor complex and be composed of 24 ranch-
style units with slab on grade.The area would be served by gravity
flow sewer to the intersection of 7th St.and Cherry St.According
to Federal government rules,the area would accomodate 51 of these
units maximum.
As a condition of the proposed R-2 to R-3 rezoning,the following agree
ment is hereby entered into the record:

Developer and Muriel Nizzi,Owner,hereinafter called developer,and
